10. What are the main challenges that you have
experienced designing and/or implementing
innovation labs and digital tools to foster citizen
participation in government?
• How to motivate citizens and build trust.
• Part of public authorities believes that the implementation
of public consultation is not applicable to their activity.
• In cases where citizens are included in the process late,
their opinions cannot be fully reflected in the policy-making
process.
• The fact that we do not have responsibilities to develop
citizen services is maybe a main challenge for not
implementing innovation labs.
