Chief Commissioner (part-time)
Appointed to the role of Chief Commissioner of the Equality Commission, the body
responsible for policing the Statutory Duty on all public authorities in Northern
Ireland to have due regard to the need to promote equality of opportunity across a
range of areas including religion, political opinion, gender, race, age, marital status,
sexual orientation, disability and those with and without dependants.
CONSULTANCY
From September 2009 I set up as a freelance consultancy specialising in assisting
organisations or groups, nationally or internationally based, which are working in the
broad area of citizenship, equality, cohesion, integration, peace building and
reconciliation.

During my career I have carried out a numerous consultation and review exercises
across the statutory, community and voluntary sector in NI and abroad, including
reviews of internationally funded projects, national initiatives and local programmes
including community audits and evaluations. The following is a sample of some
recent projects that I have either designed and led or had a lead role in:.
o Evaluation of NGO interventions following the violence in post election Kenya for
World Alliance of YMCAs (2008)
o Chair of CRC Core funding programme with responsibility for strategy of grant
portfolio and approval of a £2m grant programme (2005-8).
o Evaluation of effectiveness of programmes of a National YMCA (S Africa) for
World Alliance of YMCAs (2009)
o Expert and facilitator in Global partnership group which oversees and manages
organisational audits of strategy, administration and programmes for National
NGOs (from 2003 to date).
o Evaluation of effectiveness of Victims and Survivors Forum (2010)
o Evaluation of Global Operating Programme for World Alliance of YMCAs in 4
continents (2010)
o Expert and facilitator in International Conflict Resolution seminar in Armenia, for
International NGO (2010)
o Development of an International Aid Strategy for NI Assembly
o Evaluation of Sharing in Education programme for International Fund for Ireland

I have worked in 40 countries covering a range of activities including training,
project evaluation, community development, famine relief, community audits and
presenting at international conferences.
I have been working in the field of equality, community development, locally and
internationally since 1974 when I started work as a Volunteer leader in East Belfast
YMCA on a inner city project. As well as spending the past 15 years actively involved
in the area of education, I have been involved in numerous boards directly connected
with community development here and overseas, including Evangelical Contribution
to N Ireland (I was Chair), Mediation NI ( I was Chair), Community Relations Council
(I chaired the core funding group), Belfast City Council Good Relations Partnership,
NI Foundation, One Small Step, Platform for Change, Probation Board NI, Queen’s
University Belfast Senate, Youthnet (I was chair) and War on Want (which I chaired).
I have developed a number of training resources in the area of community
development and have delivered and facilitated allied training in over 30 countries.
