The Vista Unified School District and the California School Employees Association met twice in September to discuss reopening four articles in their contract: Unit Member Rights, Pay and Allowances, Transportation, and Health & Welfare Benefits. They presented revised proposals and responses to each other for these articles. Their next negotiation sessions are scheduled for September 17th.

1. VUSD/ CSEA NEGOTIATIONS UPDATE
September 2012
The Vista Unified School District (“District”) and the California School Employees
Association Chapter #389 (“CSEA”) met at the District Office at 9:30 p.m on Thursday,
September 20, 2012 and again at 2:00 p.m. on Monday, September 24, 2012.
The parties continued to discuss the reopened contract Articles sunshined by the parties
in the Spring of 2012.
Articles to be negotiated by the parties are as follows:
o Article 4- Unit Member Rights
o Article 11- Pay and Allowances
o Article 14- Transportation
o Article 15- Health & Welfare Benefits
The parties have met a total of six times to discuss these articles.
Discussion:
o Article 4- Unit Member Rights. CSEA shared their revised proposal and the District shared its
belief that the current contract language is sufficient.
o Article 11- Pay & Allowances. The District presented a revised proposal to CSEA. CSEA asked
clarifying questions regarding the proposal and after a caucus provided a response to the District’s
proposal. The parties will continue to discuss this proposal at the next session.
o Article 14- Transportation. CSEA presented the District with a demand to bargain f the School Bus
Team Handbook. The original purpose of sharing this document was to allow CSEA to provide
feedback to the District.
o Article 15- Health & Welfare Benefits. The District presented a revised proposal to CSEA. CSEA
asked clarifying questions regarding the proposal and after a caucus provided a response to the
District’s proposal. The parties will continue to discuss this proposal at the next session.
The next negotiations sessions are scheduled as follows:
