• Historically, Latin and greek were the predominant languages of science
and innovation
– They were the international lingua franca in matters diplomatic, scientific and
philosophic, until the 17th century
• Classicists argue that these two languages fell behind the curve of
innovation, explaining why they are now ‘dead tongues’

• Government owned research entities have started outsourcing their R&D
• National Aeronautics and Space Administration (NASA) which oversees
space science research in the United States is at the forefront of this:
– A new digital paradigm exists with the relationship between NASA and google
(google maps and quantum computing, which is attempting to simulate the
human brain); and
– Space Exploration Technologies (SpaceX) is an American company that designs,
manufactures and launches American rockets and spacecraft. It has developed
launch vehicles intended to reduce the cost and increase the reliability of access
to space

• Internationally, government institutions are funding start ups and making
use of the innovation that stems from there
– An example is the ongoing relationship between In-Q-Tel and Palantir
Technologies
– In-Q-Tel is a not-for-profit venture capital firm that invests in high-tech
companies for the sole purpose of keeping the Central Intelligence Agency, and
other intelligence agencies, equipped with the latest in information technology
– Palantir Technologies builds software that allows organizations to make sense of
massive amounts of disparate data (analytics of big data)
– Its dynamic ontology software allows for effective analysis of unstructured data

parastatals from these changing business models?
12. Changing innovation landscape
• South Africa needs the public and private sector to embark on a joint R&D
strategy
– It needs to create and support its own innovation ecosystem, so it
doesn’t end up in a similar position to the one Europe currently finds
itself
• Europe has fallen behind in innovation
– Taiwan, South Korea and others are now pioneers in innovation, as shown in
semiconductor technologies
• Large technology firms are now purchasing innovation from incubator start
ups, rather than running their own expensive R&D labs
