Retreat Agenda
CPUC Safety and Enforcement Division
Facilitator: Linda Villatore
Purpose
The purpose of the retreat is to discuss and prioritize the Division’s work using the yearly work
plans and a pre-survey summary, as starting points moving toward a more strategic approach to
accomplishing work over the next one to three years. Additionally, the session will be designed
to build a culture of openness and trust among participants through increased communication and
cooperation among group members.

DAY ONE - 8:30 – 3:00
8:30-9:00
o Icebreaker
o Introduction by Linda Villatore
o Procedures, methods breakdown of this Retreat
 Graphing the Strategic Planning Process
 Goals of Strategic Planning Process in a public agency
 Barriers and disabling factors
9:00-9:15
o Presentation by Denise Tyrrell
o Denise’s vision and role as advocate and breaking existing boundaries
o Summarize this section
9:15-10:00
Group Activity and Discussion using the survey data the four specialty areas: Gas, Electricity,
Rail, and Transportation
o Do we agree? What makes sense? What is off base and why?
o What do we want to use from this data?
o Summarize this section
10:00-10:10 Short Break
10:10-12:00
Group activity and discussion looking at the annual work plans submitted by senior staff in the
four specialty areas: Gas, Electricity, Rail, and Transportation. First looking at them within each
of the 4 groups, then together to find common themes including information from the survey.
o What might we edit or add?
o Could we prioritize these differently?
o What is overlapping or interconnected?
o Does this bring up new ideas?
o Summarize this section
Lunch Break
Duration and start time of lunch break will be somewhat flexible, but no less than ½ hour.
Catered lunch and time to reflect on what’s most important for your group to accomplish in the
remaining session today.
Tentative - Commissioner Picker speaks to group sometime in the morning for 15-30 minutes

o Warm-up activity - short, fun activity to re-engage, unlock thinking

Communication and Trust Building Activity and Group Discussion
o In our work how have we performed the best?
o Existing work culture, assumptions, communication, impacts on working
relationships
o Gen. Stanley McChrystal’s ideas, Adapt to Win in the 21st Century
o “Intellectual Synchronization,” or “Hive” Adaptability
o How can we improve internal Communication?

o How we can we apply that to our long term prioritizing?
o Summarize this section

Optional, Offsite Group Gathering- TBA
DAY TWO - 8:30 – 12:00
8:30-8:40
o Warm-up activity
8:40-9:00
Review all previous summaries
o Make changes, additions or deletions
9:00-10:00
Participate in modified S.W.O.T. analysis for each group
o Discuss
o Agree upon S.W.O.T. by group
o Summarize for all groups
10:00-10:10 Short Break
10:10-11:30
Compare Annual Plan with SWOT Analysis results and survey data
o Report out, what needs to change, what needs to be investigated, what stays
the same
o Brainstorm to obtain list of priorities and recommendations
o Each group will review, discuss, and prioritize the output from Day 1,
presenting a functional, prioritized list
o Whole group votes on priorities for the Division
o Once a list of priorities/recommendations has been established, break into
smaller groups and each group takes one priority/recommendation
o Make the case why this should be the priority or how we would do this
differently
o Summarize all sessions
