This document is a resume for Martin Ennis, who is retired from the Oxnard Police Department and looking to start a new career utilizing his law enforcement skills. SUMMARY
I am currently retired from the Oxnard Police Department. I am looking to start
another career utilizing the skills Ideveloped while working in law enforcement.
I was tasked with developing a successful crime prevention program.
I became involved in Crime Free Multi-Housing Program.This program was
aimed atridding apartmentcommunities ofcriminal activity.
Because ofthe success ofthe C.F.M.H. program I got involved in business risk
reduction.
I completed hundreds of risk analysis assessments.Iwas involved in
consulting,planning,and resolving risks to these businesses.
The assessments related to crimes such as: active shooter,bank robbery,
domestic violence,parking lotburglaries,assaults on business property,gang
activity on business property, and strong arm street/parking lotrobberies.
In 2005, I was part of a research team that developed a successful risk
reduction program.I participated in a nationwide studyrelated to
robbery/violence prevention in businesses considered to be at "high risk".
The program development team consisted of researchers from two Universities,
one police detective, one police Commander,and two security consultants.The
design ofthe program took about 2 years to complete.The study ranged from
2008-2011.
The study team developed a program and materials aimed atreducing robbery
and violence in “high risk” businesses.We also trained law enforcement
agencies and businesses across the country as part of the study. This study
included risk analysis, securitysurveys, environmentsurveys,Owner/employee
education,meetings with law enforcement,assessmentofmeasures,and
follow up.
The numbers below reflectmytime involved in developmentof the program,
running the program,training of other agencies,assessments,monitoring,and
problem resolution:
 500 hours in developmentof the program and materials
 774 hours in implementation, site assessments,and follow up
 1750 hours for monitoring and problem resolution.
 384 hours training other agencies across the country
These numbers reflectonlywhat was involved in the study alone. They do not
reflect the hours involved in risk analysis prior to the study.
There was a summaryreportsentto participating law enforcementagencies in
2013.The report was sent from one of the involved universities.The summary
results showed a 73% reduction in crime and violence around the participating
businesses during the 2008-2011 period.A copy of that reportis available.
I have also been a guestspeaker at law enforcementrelated conferences as
well as a train-the-trainer instructor.
