The 100% Campaign is a partnership between the Children's Defense Fund and Texas school districts that aims to identify and enroll uninsured children in affordable health coverage programs like CHIP and Medicaid. Over 1.5 million children in Texas are uninsured, with around 750,000 eligible but not enrolled in existing programs. The Campaign works with schools to add a question about insurance to enrollment forms and then connects eligible uninsured students to coverage options, with some districts reducing their uninsured rates among students by over 15%.
This document discusses how foundations are increasingly taking a strategic approach to philanthropy by investing in asset building across multiple sectors to create greater impact. It provides examples of how foundations support asset building through initiatives in workforce development like Evergreen Cooperative Initiative in Cleveland, microenterprise/small business programs like ACCION Texas, improving access to education through programs like Financial Aid U, and promoting college completion through programs like CNM Connect. The strategic, cross-sector approach to asset building leverages resources, catalyzes outcomes, and helps families shift from getting by to getting ahead.

Child Care in America:
Every week in the United States, child care providers care for nearly 11
million children younger than age 5 whose parents are working. On
average, these children spend 36 hours a week in child care, and one
quarter (nearly 3 million) are in multiple child care arrangements due to
the traditional and nontraditional working hours of their parents.1
Research has continually illustrated the importance of quality early
experiences in achieving good health, especially within the most
vulnerable populations. Families, child care providers and state and
federal policymakers share responsibility for the safety and wellbeing
of children while they are in child care settings. Basic state
requirements and oversight help lay the foundation necessary to
protect children and promote their healthy development while in child
care.
The Child Care and Development Block Grant (CCDBG) program
serves approximately 1.45 million children annually in communities
across the country. CCDBG is the primary federal grant program that
provides child care assistance for families and funds child care quality
initiatives. Funds are administered to states in formula block grants,
and states use the grants to subsidize child care for low-income
working families.
In November 2014, President Barack Obama signed S.1086, the Child
Care and Development Block Grant Act of 2014 into law. The new law
includes several measures focused on quality, including requiring
states to:
Promote quality child care by increasing activities to improve
the care, enhancing states’ ability to train providers and develop
safer and more effective child care services.
Strengthen health and safety requirements in child care
programs and providers.
Improve access to child care by expanding eligibility for
participating families and helping families connect with quality
programs that meet their needs by enhancing consumer
education, providing greater options for quality child care and
working to ensure continuity of care, essential for both the well-
being and stability of a child.2
With the new federal child care measures set to take effect, states are
rapidly building, evaluating, and changing their early care and
education quality focused systems (Quality Rating and Improvement
System (QRIS), professional development, licensing and standards).
Implementation of the new regulations must align with these efforts for
sustainability and maximum impact.
Over the past several years, Child Care Aware® of America has
surveyed and conducted focus groups with parents of young children,
grandparents, national child advocacy organizations, and state and
local Child Care Resource and Referral (CCR&R) agencies. Those
conversations underscored that child care is an essential building block

The Autism Program of Illinois (TAP) provides services to children with autism spectrum disorders and their families across Illinois. It operates as a network of 12 centers serving over 16,000 families annually. However, decreased state funding has led to fewer available services. The director expresses the program's commitment to continuing support despite challenges, through the collaboration of its many partners.
Aaron Dorfman argues that foundations need to rethink their strategies and tactics to better help underserved communities. He notes that only one-third of philanthropic dollars are intended to benefit marginalized groups. As president of the National Committee for Responsive Philanthropy, he encourages foundations to fund advocacy, civic engagement, and political causes in order to leverage limited funds and create real change. Dorfman also stresses philanthropy's role in supporting resistance to the current administration's attacks on vulnerable populations.
The document discusses issues related to children in the foster care system. It notes that the number of children in foster care continues to increase annually with minimal efforts to address the root causes. There are also racial inconsistencies in foster care involvement. When in foster care, children often experience instability and may act out due to the changes in their lives. Maximizing accessibility to foster care resources could help provide more support to foster children, potentially leading to better mental health outcomes. Changes to policies around foster care could also help reduce uncertainty for children and allow for a greater focus on their well-being. Overall, more needs to be done to help the future by improving the foster care system and conditions for children within it.
Hawaii's children face risks like poverty, lack of early education access, and abuse. A comprehensive early childhood education system is proposed to address these issues from birth to kindergarten. It would provide health services, high-quality learning programs, professional development, and family support. A public will campaign would work to pass legislation and secure sustainable funding through community outreach, media efforts, and polling over time. Business and community leaders are encouraged to join a leadership council to help establish early childhood education as a priority for Hawaii's future.

The document discusses foster care in Illinois and strategies to support foster families. It provides statistics on the number of children in foster care, their ages and races. It then outlines requirements and support for becoming a foster parent, including training, income needs and having space in one's home. The document proposes supporting foster families through organized activities, tutoring, and parent support groups. It suggests gaining community support through businesses, churches, media and celebrities creating PSAs to promote foster care and families.

This document discusses working collaboratively in Tarrant County, Texas to promote economic growth and opportunity for all following the COVID-19 pandemic. It notes that pre-pandemic the county had a strong economy but many families struggled, with 25% considered ALICE (Asset Limited, Income Constrained, Employed). The pandemic exacerbated issues and hit these families hardest. The community responded creatively through donations, partnerships, and assistance. Moving forward, the document calls for collaboration between education, business, non-profits, and public-private partnerships to train the workforce, strengthen community ties, and maximize resources to ensure recovery benefits all residents.
Connections For Children provides resources, education, and guidance to support quality child care. The document discusses fostering resiliency in children to help them adapt to change. It explains that resilient children can rebound from hardships, connect with others, achieve goals, and share feelings. Children need the support of adults and a sense of structure and routine to build resiliency during stressful times. The organization helps children, families, and caregivers navigate challenges like divorce and offers training to promote social-emotional development and resilience.
The document proposes reintroducing Alabama to the Family to Family Initiative to help reform its child welfare system. Governor Bentley formed a task force to examine the system and the proposal suggests contacting task force members about how the Initiative could help address their objectives. The proposal outlines contacting the Annie E. Casey Foundation and task force to educate them on the Initiative and its focus on issues like high staff turnover. The goal is for Alabama to gain access to Initiative grants to realign its practices around family preservation and keeping children in their communities.
This document outlines an initiative to promote social and economic mobility through community-led support networks. It discusses:
1) Current safety net programs focus on crisis intervention and dependency rather than empowering families;
2) A new approach called the "Opportunity Platform" would provide resources based on families' self-determined goals and initiatives, treating families as capable and encouraging community involvement;
3) An example program facilitates groups of typical families to support each other through meetings, shared progress reporting and leadership opportunities, with natural leaders emerging to guide others.

In Mr. Brainwash’s mixed media artwork titled “Beautiful Girl,” we are presented with a captivating depiction of a little girl adorned in a summer dress, with two playful pigtails framing her face. The artwork exudes a sense of innocence and whimsy, as the girl is shown in a dreamy state, lifting one end of her skirt and looking down as if she were about to dance. Through the use of mixed media, Mr. Brainwash skillfully combines different artistic elements to create a visually striking composition. The vibrant colors and bold brushstrokes bring the artwork to life, evoking a sense of joy and happiness. The attention to detail in the girl’s expression and body language adds depth and character to the piece, allowing viewers to connect with the young protagonist on a personal and emotional level. “Beautiful Girl” is a testament to Mr. Brainwash’s unique artistic style, blending elements of street art, pop art, and contemporary art to create a visually captivating and emotionally resonant artwork.
The use of mixed media in “Beautiful Girl” adds an additional layer of complexity to the artwork. By combining different artistic techniques and materials, such as stencils, spray paint, and collage, Mr. Brainwash creates a dynamic and textured composition that grabs the viewer’s attention. The juxtaposition of different textures and patterns adds depth and visual interest to the piece, while also emphasizing the artist’s eclectic and experimental approach to art-making. The inclusion of collage elements, such as newspaper clippings and torn posters, further enhances the artwork’s urban and contemporary feel. Overall, “Beautiful Girl” is a visually captivating and thought-provoking artwork that showcases Mr. Brainwash’s talent for blending different artistic elements to create a truly unique and engaging piece.

7. Recommended
Actions
Utilize data to tailor social media content
more effectively for each channel.
Host regular adoption events to facilitate
fostering and community engagement.
Better communicate events and resources
provided by the SPCA.
8. The Quick Story
The SPCA of Texas is experiencing a huge flux of animals in their shelter. While most
people are currently not interested in adopting, data shows that fostering leads to a
higher chance of adoption. To promote fostering, a key pathway to adoption, the
SPCA can raise awareness through targeted social media campaigns tailored to the
preferred platforms of specific demographics.
Instagram and Tiktok should prioritize posts about zero adoption rate dates, details on
financial support, and specific information on different animals available, while
Facebook should have a heavier emphasis on community building.
This can help reach demographics that would otherwise not adopt and increase
visibility of the financial resources and community events that are provided.
