Agriculture: working toward a new political paradigm in Tunisia
Jobs for Tunisia?is a project developed by the Maghreb Economic Forum with the aim of exploring opportunities for job creation in three strategic sectors: Agriculture, Information Technology and Renewable Energies. At the
core of the project are a series of workshops and round-tables held in different
regions of Tunisia and through which experts have developed key policy recommendations.
The OECD is actively engaged with MENA partners in addressing those challenges through well-proven work methods of regional dialogue, peerlearning and support for reforms. At the centre of the partnership is the MENA-OECD Initiative on Governance and Competitiveness for Development, launched in 2005 as a platform for joint work at the regional and country levels. With an extended mandate for 2016-2020, the fruitful and intense MENA-OECD co-operation will continue evolving to adapt to the development priorities of the region.
The 2016 International Expert Workshop for ‘Employability in Agriculture, Renewable Energies and IT in Tunisia’, held by the Maghreb Economic Forum (Tunis, 27-30/07/2016), was a three days discussion among high-level experts from Tunisia and around the world. (See list of participants and bios of the experts). The workshop was the final component in a series of four workshops held by the MEF on the same subject throughout the year, in three regions of the country: Tunis, Gafsa and Tataouine. The workshop focused on the role of multilateral organizations, foreign foundations and international experts in providing guidance throughout Tunisia’s socio-economic transition towards inclusive growth. In order to prevent this long-term process from failing, we must identify the major obstacles standing in the way of large- scale job creation programs and identify new opportunities and innovative solutions.
The key questions raised at the workshop were:
How can the state better identify emerging trends and assess the needs of local communities?
Which structural reforms are needed and which legislative policies are to be drafted by the parliament to tackle the issue of illegal employment in the informal sector and improve informal worker access to
decent work and government protections?
How can executive power close the gap between policies and implementation?
How can leaders from civil society organizations, the media and the private sector exert pressure on
ruling elites to revisit the education system and increase labor market efficiency?
How can the state create an enabling and secure environment to boost employment, promote a
favorable investment climate, improve conditions for start-up founders and enhance trade?
Which best practices and innovative value-added solutions from abroad can be adapted to the
Tunisian context?

The ever escalating cost of advertising too has contributed to the significant growth of this industry.

1. COMMUNICATION & POLICY OUTREACH OFFICER
MAGHREB ECONOMIC FORUM
Amel Karboul (founder of Change, Leadership & Partners and former Minister of Tourism) is leading an
ambitious new initiative to transform the Tunisian economy through identification of opportunities to
unlock growth, better governance and leadership development in collaboration with the existing Maghreb
Economic Forum (MEF) platform.
Today, the root causes of the Tunisian revolution (Employment, socioeconomic fairness and prosperity)
are still relevant, in fact regional differences and unemployment especially among the youth have
worsened. Economic reforms are badly needed, however there is a huge vacuum. This think tank will play
an instrumental role by contributing to unlocking Tunisia’s economic growth potential, and strengthening
its democratic institutions in the public and private sectors and civil society. It aims to foster fair and
sustainable economic and social development.
The MEF project #jobsfortunisia – Putting economy in the center of national dialogue to serve
democracy will tackle this gap by putting – as its names suggest – economy in the center of a large public
debate. The project is dedicated to the renewal of Tunisian socio-economical politics, prosperity, and dialog
- in a Digital Age adapted manner. The success of this initiative will depend on attracting high profile
candidates and building a team driven by a passion for Tunisia, aspiring for excellence and motivated by
social responsibility to make a difference.
We are seeking to hire a Communication & Policy Outreach Officer who will develop and lead the
implementation of the MEF’s communication and policy outreach strategy. The incumbent shall play a pro-
active and central role in the development and management of the MEF’s communications activities,
including corporate communications, research communications and public affairs.
Key Responsibilities
Develop & lead implementation of MEF’s communications strategy to enhance the impact of its
research on policy.
Oversee the MEF’s overall corporate image including style guidelines and quality control systems
for all communication outputs.
Provide strategic counsel to the senior management team and MEF’s board members on external
representation of MEF to various stakeholders.
Maintain an up to date knowledge base of, and build appropriate contacts in the media in Tunisia
and other relevant markets.
Lead a media engagement strategy (especially in Social Networks) and monitor & report on impact.
Advise on and oversee the development of MEF’s program of events, ensuring topical links to key
external events and emerging development issues.
Help with the identification and attraction of major speakers and develop even partnerships to
highlight and maximize the impact of MEF’s research.
Assist the senior management team with the development & implementation of the MEF’s
fundraising strategy.
Develop and manage an annual communications budget.
Oversee the development of MEF’s internal communication efforts and strategy.
Candidate Profile & Requirements
Bachelor/Master degree in marketing, communications, market research or related field
3+ years of experience managing a communications function with a track record preferably in
research, policy, political or civil society field.
Experience across the marketing activity with strong strategic experience in at least two of the
following areas: publication sales & marketing, events programming, public affairs, online
communications, internal communications, fundraising, media communications.
A passion for and dedication to civil society & Tunisia’s development
Demonstrated ability to cultivate and manage key relationships
Self-motivated, proactive & entrepreneurial spirit;
Excellent project management skills
Fluency in at least two of these three languages is required: English, French, and Arabic.
2. Location: Tunis
Start Date: Immediate
Application: Interested candidates should send their CV & cover letter to careers.mef@magef.org with the
title “COMMUNICATION & POLICY OUTREACH OFFICER - MEF” in the subject line. The cover letter should
state why you would like to join the MEF team.
More about MEF and its #jobsfortunisia project:
We carry out our mission as a non-profit civic enterprise: think tank, new social media laboratory, public
forum, and media platform. Our hallmarks are big ideas, impartial analysis, pragmatic policy solutions,
technological innovation, next generation politics, and creative engagement with broad audiences.
MEF’s staff, fellows and board believe in the possibility of transformative change. For thousands of years
Tunisia has repeatedly managed to reinvent its society, economy, and political system in the face of
sweeping changes at home and abroad, while still holding to the promise of a an open, modern society. We
believe that through the power of people, ideas, technology, and participatory democracy, we can and must
renew ourselves again.
We aim to nurture a new generation of public intellectuals – scholars, policy experts, and journalists who
could address major social, economic, and political challenges in ways that would engage the public at large
-- and to provide a set of blueprints for Tunisian renewal in an era of globalization and digitization. The
initial challenge, which continues today, is to find the minds and foster the debates needed to guide Tunisia
into this new era of profound, exhilarating, but often threatening change.
MEF’s #jobfortunisia project will provide a platform that enables individuals and groups working on
solutions to drive different stages of change, from inspiration to implementation. The project will
concentrate on the following categories:
Identify and nurture new and diverse thinkers, researchers and writers; helping them to join the
public conversation and debate.
Develop and implement ideas and policies to address socio-economic problems at the local,
“governorate”, national and international levels.
Bridge the worlds of technology, policy, politics and academia, both by creating, testing and
piloting new communication and advocacy technologies and integrating existing channels into
policy solutions.
Use media/social media and live events to share ideas and engage audiences in Tunis and across
the country around shared challenges and solutions.
