By law, organisations like our Student Council are obliged to formulate and publish a statute.

Statute of the English-German Student Council
§1 Basic Terms
(1) The English-German Student Council (Englisch-Deutscher Studierendenausschuss – PTE-ÁOK
EGSC, subsequently: EGSC), exists of group- and year-representatives from the English and
German programmes of the medical faculty at the university of Pécs (PTE-ÁOK).
(2) The duty of the EGSC is the protection of the interests of the student body at PTE-ÁOK of both
programmes.
(3) The EGSC supports the principle of equal opportunities. The EGSC will not discriminate
anybody because of his/her nationality, skin colour, religion, gender or age in any manner or
make the suitability of the membership dependent upon it.
(4) The PTE ÁOK EGSC is as a representation (department) of the international students an
organizational unit within PTE ÁOK Hallgatói Önkormányzat (PTE Á OK HÖK) whose fact is
fixed in the organisation and functional order (SzMSz) by PTE ÁOK HÖK.
(5) The agreement (see appendix 1) between EGSC and PTE ÁOK HÖK is legal since the 30th of
April, 2009 and is integrated into the statute of the EGSC.
(6) Seat of the EGSC is PTE-ÁOK Szigeti út 12, 7624 Pécs, Hungary.
§2 Elements of the EGSC
(1) Group-representatives represent the interests of their groups. Their duty is to report group-
internal problems to the respective year-representative.
(2) Year-representatives project to the group speakers and are in direct communication with the
board of directors of the EGSC.
(3) The board of directors of the EGSC exists of:
a. EGSC president of the German programme
b. EGSC president of the English programme
c. EGSC vice-president of the German programme
d. EGSC vice-president of the English programme
e. Secretary
f. Treasurer
g. PR-representative
(4) From the EGSC members, six representatives are nominated for the faculty council at the
beginning of every academic year, whose names will be put on the list of delegates of PTE
ÁOK HÖK (see appendix 1).
(5) Both presidents are obligatory representatives of the faculty council.
(6) From the EGSC members, two representatives are determined at the beginning of every
academic year for the respective committees at the PTE-ÁOK.

§3 Elections
(1) The voters are the students of the English and German programmes at PTE-ÁOK.
(2) The voters elect the group representatives.
(3) The group-representatives choose a year-representative of the respective year and his/her
deputy.
(4) The groups and year representatives form the election committee for the board of directors of
the EGSC (§2 paragraph 3)
(5) The election is carried out with anonymous vote delivery. The position is confirmed with an
easy majority.
(6) In case of only one single nomination (also self nomination) the position will be awarded after
hand sign of the election committee. The principle of the easy majority in this matter is valid,
too.
(7) With the end of the election the result is legal. Therefore the new board of directors is able of
business immediately.
(8) An outvoting of a board member or the whole board of directors is possible only by a
constructive vote of no confidence of the electoral committee.
(9) Upon retirement of a president his/her vice-president remains in his/her bureau including all
rights and duties, until a successor is determined by new elections.
§4 Membership
(1) Beside the above mentioned executive committee members (§2 paragraph 3), group and year
representatives elected by the eligible voters belong to the board members of the EGSC.
(2) A member retires from his/her bureau:
a. at the end of the election period (one academic year),
b. after removal from the register of students,
c. with semester status set to passive,
d. by illegal action (against the statute of the EGSC, as well as the university right),
e. by written resignation,
f. by death or
g. by outvoting.

§5 Plenary assembly
(1) The plenary assembly will be called up by the board of directors of the EGSC.
(2) The written invitation to a plenary assembly has to occur at the latest one week in advance.
This includes the announcement of the respective subjects.
(3) The board of directors leads the meeting.
(4) Decisions are made with an easy majority of the given votes (abstentions do not count).
(5) Statute changes can only be decided with a 2/3 majority.
(6) At the beginning of every semester (at the latest at the end of the second week) an obligatory
plenary assembly of all groups and year representatives and the whole board of directors
takes place.
(7) During the running semester monthly meetings of the year representatives and the board of
directors take place.
(8) When required additional meetings can be called up.
(9) A plenary assembly is valid as those if at least 70% of all members are present, as well as the
complete board of directors.
(10) With beginning of every meeting a recorder is determined who, together with the secretary,
documents the treated subjects and decisions. The respective protocol must be sent
within one week to the board of directors and is observable for all members.
(11) The job of the year representatives is to inform the students about decisions after plenary
Assemblies.
§6 Finances
(1) 0.5% of the income from the tuition fees of the German and English programmes goes to a
subaccount of PTE-ÁOK for the EGSC (see appendix 2).
(2) Exclusively both presidents own the right of disposal.
(3) Every EGSC-member has the right to a say in financial matters.
(4) The respective presidents must authorize expenditures.
(5) The authorization occurs only for the own programme (English or German programme).
(6) The treasurer leads the accountancy, verifies transactions and reports monthly to the board of
directors.
(7) Donations are handled like explained in appendix 2 paragraphs 3.
(8) Means of the EGSC may be used only for statutory purposes. The members receive no grants.
(9) Questions according to tax law do not lie in the responsibility of the EGSC, but will be clarified
by PTE-ÁOK.
