Met het wetsvoorstel Wet Bestuur en Toezicht Rechtspersonen (WBTR-2017) beoogt de overheid de kwaliteit van het bestuur en het toezicht in de semipublieke sector voor o.a. de vereniging, de stichting en de coöperatie te verbeteren. De volgende regelingen worden met de WBTR aangepast (schematisch weergegeven):  Een wettelijke grondslag voor de Raad van Commissarissen (RvC i.p.v. RvT);  Het ontslag van bestuur en toezicht bij de stichting;  Een uniforme norm voor de taakvervulling door bestuurders en commissarissen;  Een grondslag voor het monistische bestuursmodel (one-tier board);  Een drietal gronden voor de aansprakelijkheid van bestuur en toezicht, zoals de interne- en de externe aansprakelijkheid en de misleidende jaarrekening;  De besluitvorming van de bestuurders en de commissarissen met een tegenstrijdig belang.
