In 2006 the University of Botswana adopted the Policy on Internationalization which had three objectives: 1) to expand international student and staff exchanges; 2) to expand international research co-operation; and 3) to enhance the internationalisation of all curricula. As a result of the policy, the University has developed a number of academic partnerships in East Asia since 2006. The policy made a commitment to increase the number of university partnerships, not only in the traditional areas of Europe and North America, but particularly within Africa and with key economic powers in Asia, which were identified as China, India, Japan and South Korea. The most intensive academic engagement within East Asia has taken place with China and a strategic institutional approach has been adopted to develop this engagement.

China’s rapid expansion of economic and political ties with other developing countries has aroused deep concern in the West and Japan. Much of this apprehen- sion focuses on China’s search for natural resources and its ‘no-political-strings- attached’ stance on official finance. Yet despite the popular unease provoked by China’s growing outward engagement, scholars have done relatively little research on the Chinese government’s strategic employment of its economic instruments overseas.1

Chad's relations with China have developed importantly in a relatively short space of time, which has elevated China's importance in the Chadian economy and domestic politics. The core of the Chinese engagement is driven by the China National Petroleum Corporation's Rônier project, a domestic oil-production unit. Departing from Chad's previous experience of foreign oil investment, this appears to enable new economic opportunities for Chad, even to the point of widening the country's industrial potential. In spite of Chad's challenging business environment, relations look set to deepen as efforts are made to pursue an ambitious set of infrastructure and other ventures.

The ‘China in Africa’ story brims with ambivalence and ambiguity. Nowhere is this more evident than on the African street. The influx of Chinese products and the proliferation of small Chinese enterprises are affecting ways of life in African towns and cities, but exactly how and to what extent is hotly contested. Their presence has sparked outbreaks of xenophobic violence, led to increased competition with local businesses and prompted calls for tougher regulation and government intervention. They have become the whipping boy for Africa’s politicians, merchants and labour unions upset by Beijing’s growing ties to the continent. However, Chinese traders have also afforded millions of African consumers the opportunity to purchase a range of goods for the first time. Whilst debate over their impact on Africa’s development escalates, they have remained a largely unknown newcomer, scarcely understood and rarely examined.

China is no exception to the global rise of developing media, who are challenging dominant traditional players. China's state-owned media are increasing their influence in the world as an instrument of its grander soft power engagement. The paper seeks to understand this new trend, particularly in the case of Africa. It traces China's media engagement on the continent, explains how strategies have changed in the 2000s and seeks to understand some of the challenges of transferring a global strategy to Africa.
