Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Chi ha paura dell’Earned Value?

Tutti ovviamente sappiamo cos’è l’Earned Value.
Ma c’è sempre nel mondo quel giovane universitario o quell’inesperto PM fresco
di studi che ancora non hanno applicato o non conoscono appieno tale metodologia e
che, entrati in PM Forum, si sono imbattuti in questo strano termine.
Ed è a loro (e non solo a loro) che voglio raccontare questa breve storia:
C’era una volta, in una terra lontana, un ricco Re. Egli aveva due figli: il
maggiore, di nome Earneade, ed il minore, di nome Actualio. Un giorno il vecchio
padre decise di partire per un viaggio d’affari, ma prima fece convocare i suoi due
figlioli e disse loro “Miei cari, domani partirò e sarò assente per un lungo periodo.
Desidero che nel frattempo voi costruiate la casa per le vostre future nozze.” Detto
questo consegnò ad ogni figlio un sacchetto contenente 100 monete d’oro.
Passarono gli anni e, finalmente tornato a casa, il vecchio padre mandò a
chiamare i due figli. Dopo averli riabbracciati chiese loro se avevano terminato la
costruzione della casa. Entrambi risposero che i lavori era conclusi. Earneade dichiarò
di aver speso tutti i soldi a lui assegnati, mentre Actualio riconsegnò al padre venti
delle cento monete d’oro avute in dono. “Tu sei il più giovane, disse il padre, ma
anche il più in gamba, perché hai saputo terminare il lavoro risparmiando il 20% di
quello che ti avevo dato”. Earneade uscì dalla casa paterna umiliato e sconsolato.
Passarono i giorni ed il Re decise di fare visita ai due figlioli. Si recò quindi da
Actualio e, giunto sul luogo, si rese subito conto che l’abitazione del figlio non si
poteva di certo dire completata. Mancavano le finestre e le porte, la scala per salire al
piano superiore, gran parte del tetto e tutti gli impianti idraulici. Più del 30%
dell’abitazione era ancora da completare. Infuriato corse a casa di Earneade, per
verificare se anch’egli l’aveva così impunemente ingannato. Giuntovi vide che tutto era
stato costruito ad opera d’arte, con efficienti servizi e accurate finiture. “Perché quindi,
pensò il padre, sono stato così facilmente tratto in inganno dal dialogo avuto con i miei
figli al mio ritorno e perché ho umiliato pubblicamente il mio figlio maggiore? Egli ha
speso tutto il patrimonio da me assegnatogli ma ha concluso l’opera, mentre l’altro ha
speso 80 monete d’oro per costruire solo il 70% della propria abitazione. Actualio non
è stato quindi più parsimonioso, non ha speso di meno.”
Il vecchio padre si mise dunque a pensare e, alla fine, si convinse che se erano
stati necessarie 80 monete per costruire il 70% della abitazione, voleva dire che questi
soldi erano stati utilizzati la dove ne sarebbero dovuti servire solo 70, e che quindi,
per terminare l’opera, ne occorrevano ancora almeno 30. Altro che risparmio! Actualio
avrebbe alla fine speso come minimo 110 monete d’oro, e quindi 10 monete in più del
costo previsto.
“Ecco in che cosa ho sbagliato” pensò il padre “non ho dato nessun peso
all’avanzamento delle opere, basandomi solo su quanto speso”. D’ora in poi non mi
farò più così facilmente ingannare e userò sempre tale metodo di giudizio al quale, in
onore del figlio prediletto, diede il nome di “Valore di Earneade”, da cui deriva appunto
Earned Value…......
Un piccolo aneddoto, quindi, come ne abbiamo ascoltati tanti dai nostri genitori o
dai nostri nonni. Un aneddoto che, come tutte le storie e le favole raccontateci da
ragazzi, vorrebbe insegnare qualcosa e avere una morale.
In questo caso la morale è: non basta verificare quanto si è speso se non lo si
confronta con quanto si è realmente fatto.

Management, il sottoscritto non abbia ancora avuto modo di veder utilizzato a pieno
un metodo che, almeno dal punto di vista teorico, sembrerebbe essere di una
semplicità sconcertante e di una immensa utilità.
Se è vero che Project deriva dal francese Projecter, e che questa parola trae
origine dal latino pro iàcere= gettare avanti, quale strumento può essere più utile alle
attività di proiezione, di analisi del futuro, di determinazione dei trend tendenziali, se
non l’Earned Value? Perché quindi dovremmo ignorare o eludere una tecnica tanto
proficua? In poche parole: chi ha paura dell’Earned Value?
Pur non essendo un cultore delle teorie che vanno sotto il nome di Cost
Management e di Cost Control, e ancor meno delle teorie e delle tecniche inerenti i
sistemi di contabilità, ho avuto spesso occasione, nell’analizzare e progettare sistemi
aziendali di PM e nella attività di docente in corsi di PM, di illustrare, con enfasi, il
metodo dell’Earned Value.
Per sintetizzare quanto questo metodo afferma facciamo ancora un semplice
esempio. Ipotizziamo che per una certa attività Att1 sia previsto un costo totale di
100, e che tale costo sia distribuito sulla attività secondo un andamento lineare. A tale
distribuzione temporale, esprimente il budget previsto o baseline, viene dato il nome
di BCWS – Budget Cost of Work Schedule

Supponiamo che ad una certa data di avanzamento T1, il costo effettivamente
consuntivato sia pari a 45, contro il 50 previsto. A tale costo effettivo viene
solitamente dato il nome di ACWP – Actual Cost of Work Performed.

L’aneddoto sopra raccontato ci ha insegnato che non basta sapere quanto
abbiamo speso, l’Actual, se non verifichiamo anche quanto abbiamo effettivamente
fatto. Occorre cioè determinare per l’attività in oggetto un valore che esprima,
solitamente in percentuale, l’effettivamente realizzato o prodotto o "messo in opera",
che dir si voglia. A tale valore viene solitamente dato il nome di “avanzamento fisico”.
E buona norma che tale avanzamento fisico sia un valore distinto
dall’avanzamento “temporale”. Una attività infatti può temporalmente essere stata
completata per il 50% della sua durata totale, ma avere un avanzamento fisico

superiore o inferiore a tale percentuale. Rispetto all’esempio finora esposto
consideriamo che l’attività in oggetto sia la messa in opera di un pavimento di 100
mq, stimata inizialmente in sei giorni lavorativi, dei quali un giorno di preparazione del
letto di posa delle piastrelle e cinque giorni di messa in opera delle stesse. Dopo tre
giorni di lavoro, al tempo T1, potremmo dire di essere giunti a metà dell’attività
rispetto alla durata stimata ma di aver posato solo 40 mq di piastrelle. Infatti, rispetto
ad una valutazione fisica, che abbia come metrica il numero dei mq messi in opera, il
primo giorno di lavoro non è stato produttivo e potremmo dunque affermare di aver
raggiunto una percentuale di avanzamento fisico pari al 40%.
Se riconduciamo tale “avanzamento fisico” al valore di “budget totale” previsto,
otteniamo proprio il valore l’Earned Value, detto anche BCWP – Budget Cost of Work
Performed, come prodotto fra questi due termini.
Rispetto all’esempio, l’Earne Value è di: 100*40%=40

Giocando su questi tre valori, BCWS, ACWP e EV, si ottengono tutta una serie di
delta, di indici e di varianze estremamente utili nella analisi "ingegneristica" dei costi,
e nel supporto alla stima delle previsioni a finire, sia in termini di budget che di tempo.
Non è scopo di questo articolo approfondire tali argomenti, ampliamente trattati
nella vasta bibliografia presente anche sul mercato italiano.
Voglio invece tornare alla domanda di partenza. “Chi ha paura dell’Earned
Value?”.
Devo ammettere che, nonostante tutta la mia buona volontà, non mi sono
ancora dato una risposta definitiva. Se le aziende incontrano tanta fatica o riluttanza
ad utilizzare il metodo dell’EV è probabile che vi sia una qualche difficoltà nella
determinazione di tale valore. Così ho sempre pensato e, con questa convinzione, mi
sono mosso nell’indagare sulle ragioni di una così grande paura. Si badi bene! Una
paura manifestata, non tanto nelle parole, ma nei fatti. Nessuno dei referenti aziendali
con cui ho avuto il piacere di lavorare ha mai negato, almeno dal punto di vista
teorico, l’utilità del metodo dell’EV. Chi lo negasse pubblicamente, a mio avviso,
dimostrerebbe di non avere a pieno capito cos’è l’EV o, e questo è peggio, cos’è il
Project Management. Non è però di questi personaggi che mi interessa trattare.
Mi interessano invece tutti coloro che, pur manifestando una ferma convinzione
sulla bontà del metodo quale strumento gestionale e di “supporto alle decisioni” sia
per il Project Manager che per l’Azienda, non riescono ad utilizzarlo nella propria realtà
lavorativa. Non riescono, appunto, e non “non vogliono”, perché non posso
immaginare un atteggiamento autolesionista che porta ad una volontaria rinuncia di
uno strumento manageriale di supporto tanto semplice ed valido.
Partendo quindi dal presupposto che vi sia una impossibilità, da parte di molti, ad
ottenere “il dato”, la mia indagine si è presto spostata dal “chi ha paura?” al “di cosa
ha paura?”.

In fondo, per ottenere un valore di EV e per farne un giusto utilizzo occorrono,
come abbiamo visto, solo tre informazioni di base: un budget iniziale, i costi effettivi
alla data di avanzamento, una percentuale fisica di avanzamento.
Il Budget di progetto preventivo lo dovrebbero avere tutti. Se non abbiamo una
stima iniziale dei costi ed un budget di riferimento (baseline) allora inutile parlarne
e.....scusate il disturbo.
Se, come invece è nella maggior parte dei casi, il budget iniziale di riferimento
esiste, le informazioni che ci necessitano restano due: il costo effettivo alla data
(Actual) e la percentuale fisica di avanzamento (o di completamento).
Purtroppo la mia indagine fu inizialmente deviata da alcune affermazioni
comunemente fatte da molti PM: “Cosa dovrei indicare?.... la percentuale di
avanzamento fisico?”, “Magari saperla!”, “E a chi la chiedo?”, oppure, “Questa attività
non è misurabile in termini fisici!”.
La percentuale di avanzamento fisico. Ecco forse era questa l’informazione, la
chiave di volta, lo scoglio contro il quale si andava a frangere ed a naufragare la nave
dell’EV. Senza la determinazione o la stima dell’avanzamento fisico addio EV.
Ed il Costo Effettivo? L’Actual?. Nessun problema. “Quello ce lo fornisce il nostro
sistema di contabilità”, affermavano sicuri i miei referenti aziendali; ed io non avevo
ragione di dubitarne.
Per anni ho creduto a tali affermazioni e per anni la mia indagine si è arenata
sulle paludose acque dell’avanzamento fisico.
Sebbene la letteratura in commercio elenchi e descriva esaustivamente le varie
tecniche che possono essere adottate per la determinazione di tale informazione
(stima soggettiva, misurazione oggettiva, eventi ponderati, inptut proporzionale
all’ouput, etc.) esisteva sempre una qualche attività non stimabile, non ponderabile,
non misurabile in termini di avanzamento.
Io a queste affermazioni ho sempre cercati di controbatte che una attività è tale
solo se produce un output. Non può e non deve esistere, quindi, una attività che non
produca qualcosa di misurabile. Una riunione produce un verbale di riunione, una
analisi produce un documento di analisi, lo sviluppo software produce codice, la
progettazione produce disegni o specifiche tecniche, e così via. Un prodotto, materiale
o immateriale che sia, è sempre il risultato ultimo di una attività di progetto.
Se una attività non producesse un output non sarebbe misurabile, e se non fosse
misurabile non sarebbe stimabile ne, tanto meno, controllabile in termini di
avanzamento. E come può un Project Manager affermare che il suo compito è quello di
gestire e controllare attività non controllabili?. Oggi ne sono fermamente convinto.
Una volta scelto con cura il metodo di misura, la metrica, degli output prodotti da una
qualsiasi attività, la determinazione del suo avanzamento fisico diventa un dato
puramente contabile, di scarsa difficoltà teorica e pratica.
Ecco allora che la mia indagine, per troppo tempo deviata, mi ha condotto alla
seguente ipotesi: e se fosse l’Actual il vero problema?.
“Il nostro sistema contabile ci fornirà senza problema tale valore” dicevano i PM.
Ed io ci credevo; per troppo tempo. Sono infatti dell’avviso che un consulente
aziendale non debba mai generare nuovi problemi rispetto a quelli espostigli dal
cliente. Se il cliente afferma che non c’è problema, occorre credergli.
Nonostante ciò, relativamente alla determinazione dell’Actual, mi permetto ora di
domandare ai miei interlocutori: “Quale sistema contabile utilizzate?” e “Come viene
determinato il costo effettivo?”.
Se dovessi riepilogare la varietà di risposte che finora ho avuto modo di ascoltare
non mi basterebbero diverse pagine. Il “maturato”, l’”impegnato”, ”, il totale desunto
dagli ordini, le paghe del personale, il valore proporzionale al fatturato, etc., etc.
Di tutto e di più. In alcuni casi l’Actual non viene misurato ma calcolato, magari
partendo dal Budget originale e ricavandolo come prodotto fra questo e la percentuale
di avanzamento dichiarata dal PM o, in altri casi, derivata da una semplice proporzione

rispetto ad una delle risorse utilizzate (es. giornate uomo) o alle fatture emesse. In
altri termini un costo effettivo determinano in base all’avanzamento fisico/economico
o, peggio ancora, a quello temporale. Ma non era l’EV a dover essere calcolato così?
Lascio a voi ogni altra considerazione a riguardo.
Perché allora nascondersi dietro un dito, perché non accettare la realtà
"aziendale" delle cose?. “Noi non abbiamo un sistema extra-contabile o di contabilità
industriale, in grado di fornirci il costo effettivo alla data di avanzamento”. Questo
dovrebbero spesso confessarmi i miei cari interlocutori.
Non sono certamente il massimo esperto vivente di Contabilità Industriale, ne
spero di diventarlo mai. So però che, opportunamente calati alla realtà dei progetti, i
principi della Contabilità Industriale affermano che rispetto ad un sistema di contabilità
standard ed ufficiale (la Contabilità Generale o Analitica, che sicuramente sono
presenti in azienda) occorre mettere in piedi un differente sistema di contabilità, detto
spesso sistema extra-contabile o di direct-costing. La grande differenza fra detti
sistemi è la seguente:
la Contabilità Generale (e la Analitica)
o gestisce i costi per natura del costo e non per destinazione
o registra i movimenti economici solo nel momento che si verificano
(documenti ufficiali: fatture)
o registra i costi con notevole ritardo rispetto a quando questi si sono
sostenuti (60/90 giorni e oltre) ma è, per definizione, esatta.
la Contabilità Industriale
o gestisce i costi per destinazione del costo
o rileva e valuta i costi sostenuti anche a fronte di documenti non ufficiali:
TimeSheet, bolle di consegna, prelievi da magazzino, etc.
o è tempestiva in quanto registra i costi nel momento i cui questi vengono
sostenuti ma è ovviamente approssimata.
La Generale è quindi “esatta” alla lire (lo deve essere per legge) ma tardiva, e
comunque non tiene quasi mai conto della strutturazione fisica del progetto (opere,
parti, attività);
L’Industriale è quindi “inesatta” ma “tempestiva”, ed è riferibile a “centri o
destinazioni di costo” che, parlando di PM, possono anche essere ricondotti a
macroattività o a Work Package.
In poche parole, come potrò mai determinare il costo Actual della mia attività
“messa in opera piastrelle" del Progetto1” se il mio sistema contabile ha inserito i costi
dei fattori produttivi (manodopera, piastrelle, automezzi, etc.?) in un unico contenitore
denominato Azienda o, bene che vada, Progetto1? E se anche con uno sforzo immane
dovessi riuscire a scorporare da tale contenitore i soli valori che mi interessano, che
cosa ne farei di valori riferiti al fatturato e quinti “vecchi” di 60 e più giorni rispetto alla
mia data di avanzamento?
Ecco la mia ipotesi quindi! Pochi hanno paura dell’Earned Value. E’ troppo
semplice, troppo elementare come metodologia per poter incutere alcun timore.
Molti hanno paura invece di dichiarare apertamente a se stessi o all’azienda o ad
altri, specie se esterni, che in azienda non esiste un sistema contabile in grado di
fornire valori di costo effettivo “allineati” con il time-now di progetto e con il sistema di
Project Management che si desidera, per altri versi, mettere a punto.
Nonostante ciò, concordo pienamente, la dove l’Actual non fosse determinabile in
maniera “attendibile”, con la scelta di rinunciare all’utilizzo del metodo dell’EV. Che
senso avrebbe infatti produrre valori quali in CPI (Cost Performance Index) se uno dei
dati principali per la sua definizione, l’Actual appunto, non è un valore
“scientificamente” calcolato ed aggiornato. Parlando infatti di Ev e quindi di “monete

d’oro”, di indici, di varianze, di proiezioni, etc., o tali valori sono attendibili o e meglio,
mille volte meglio, lasciare stare.
Le monete d’oro interessano molto al Re, ed il Re, quando i conti non tornano, a
volte ama tagliar le teste.
Una cosa però mi sento di dire, in chiusura.
La tecnica dell’EV può essere applicata a qualunque fattore produttivo o risorsa,
che sia esprimibile attraverso una qualunque quantità e unità di misura. E’ cioè
possibile, per esempio, applicare il metodo dell’Ev al controllo delle sole risorse uomo,
esprimendo il Budget, l’Actual e l’Ev in ore o giorni uomo, anziché in lire.
E’ quindi possibile utilizzare tale metodologia come supporto nella gestione di uno
o più fattori produttivi “critici” del nostro progetto; e gli uomini solitamente lo sono!. E
anche le donne....ovviamente.
Nel caso in cui volessi applicare l’EV nel controllo degli impegni delle mie risorse
umane mi basterebbe mettere a punto un adeguato sistema di monitoraggio (time-
sheet) completamente fuori-linea, e magari anche su WEB, rispetto al sistema
contabile, tradizionale, ottenendo comunque dei validi dati di analisi sia in termini di
performance (produttività) che di proiezioni a finire (impegni futuri).
......E il vecchio Re, convocati i due figlioli al palazzo, baciò Earneade ed ad Actualio
diede tante legnate!
