CORI reform has been in the works for 3 years led by the Boston Worker's Alliance. While there was little support initially, recent events have led all stakeholders to agree the CORI system needs changes. Exactly what changes are debated, but proposals include shortening sealing periods, limiting access to only convictions, and anti-discrimination guidelines. The political climate is now ripe for reforming how criminal records impact employment and housing opportunities.

A UNiQyE APPROACH TO MEETING
THE EMPLOYMENT AND TRAINING
NEEDS OE FOOD STAMP RECIPIENTS
By Luke Posiniewski

S the country lay entrenched in a prolonged economic downturn
and claims for unemployment insurance grew exponentially, the
subsequent need for expanded employment related services
was clear. With an unemployment rate flirting with double dig-
its and a food stamp caseload that had approximately doubled since 2008,
New York state was faced with a multifaceted challenge of engaging a vast
increase in the number of recipients needing service, training and reintro-
ducing them to a labor market that requires skills that may be vastly differ-
ent from the one they just left, and ultimately, finding a way to pay for it all.
In an effort to confront this chal-
lenge and continue to implement new
and innovative social programs, the
New York State Office of Temporary
and Disability Assistance created the
Food Stamp Employment and Training
Venture Initiative, taking advantage
of the availability of federal matching
funds to expand services. Designed
to support job training and education
to improve the economic prospects of
those receiving benefits from the Food
Stamp Program—the name still used
in New York for the Supplemental
Nutrition Assistance Program—the pro-
gram engages the services of nonprofit
agencies to target work registrants,
including those deemed "hard-to-
place" who may need more specialized
services to enter, re-enter or advance in
the workforce.
"Traditionally, designing a social pro-
gram is the easy part," stated Russell

Center for Emplojonent and Economic
Supports at the New York State Office
of Temporary and Disability Assistance.

This document provides an overview of the rewards of working as a lawyer for the federal government compared to private practice. It highlights that while salaries may be lower, government lawyers have more opportunities for meaningful work and responsibility early in their careers. Benefits such as generous leave, health insurance, retirement plans, and loan repayment assistance can help offset the salary difference. Government lawyers also enjoy shaping public policy, reasonable work-life balance without billable hours pressure, and flexibility to transfer between agencies or locations. Interviews with several current and former government attorneys illustrate these points.

It will be marketed as addressing the overrepresentation of African American families in the child welfare system while saving taxpayer money compared to foster care costs. The core message is that the program will aggressively fight for clients and never give up on reunifying families.

- A survey was conducted of 107 family law practitioners in New Zealand to understand the impact of fixed fees on legal aid providers, practices, and clients.
- The majority of long-term providers (over 10 years experience) were considering stopping legal aid work due to factors like fees not covering costs.
- Under fixed fees, 44% of practitioners said they were undertaking less family legal aid work compared to before fixed fees, and 9% had stopped work altogether or planned to soon.
- Communication with clients was reduced for some due to financial considerations under fixed fees.

- Many civil society organizations around the world have faced deteriorating conditions in recent years, with increasing restrictions on their operations through laws and regulations. This includes mandatory registration requirements, vague reasons for denying registration, and restrictions on foreign funding.
- A global partnership of civil society organizations has developed a framework to assess the enabling environment for CSOs, looking at constitutional protections of rights, laws and regulations, and the ability of CSOs to engage in policy and access information.
- Evidence shows that in many countries, governments have imposed onerous registration requirements, brought politically motivated legal actions against dissenting groups, and restricted the ability of CSOs to receive foreign funding for advocacy work. Historically, the judicial system,
law enforcement, and corrections
have each had separate goals and visions
for achieving the united mission of safety and
justice within the criminal justice commtinity. Today,
it appears that these goals have hindered the original
intent or purpose of those goals. Progressing into the second
decade of the 21st century, the criminal justice system has realized
that to achieve its ultimate mission—public safety—for its citizens, it must
be united in redefining its goals and visions. This approach requires a profound
across-the-board collaboration in a manner that thus far has not been broached.
JANUARY i FEBRUARY 2013 AMERICANjails
The contemporary criminal justice system must
respond in a proactive rather than a reactive man-
ner to provide both the necessary and immediate
sanctions for the convicted, and at the same
time ensure that victims' needs are addressed
respectfully. One way to achieve this is
to implement a program tor the sole
\
purpose ot sharing information about
all new arrests. This information
includes:
• Family history and
background.
• Delinquent offenses.
• Previous encoun-
ters with the
law.
• Prior
convictions.
• Probation or
parole mandates.
• Work history
• Education
Stable living condifions.
The strategy is to share this
information during an inmate's entire
involvement with the criminal justice
system. For the data program assessment,
an offender would be evaluated annually and
i continuum ot care established and shared with
' every participating agency—^beginning at pretrial,
following through to the completion ot any mandated
requirements of post-release sentencing. All informa-
tion pertaining to treatment interventions, including an
offender's progress and failure with his or her treatment
plans, is entered into the data program. It an offender
relapses or reotfends, the data are updated and the con-
tinuum is reestablished to help redirect as needed.
Legislative Approaches
The criminal justice system needs legislative support
tor sentencing practices such as habilitation, rehabilita-
tion, restoration, and réintégration. Criminal sanctions
that lack intervention and prevention strategies are not
a deterrent trom future criminal activity. Creating laws
that mark people as criminals tor the remainder of their
lives denies former imnates the opporttinities available
to other citizens.
To address these issues, legislators and officials estab-
lished the Public Safety Performance Project (PSPP) in
2006. The tocus of PSPP is not only to allow ex-oftenders
to return to the community as productive members of
society, but also to improve public safety. (See "Public
Safety Performance Project.")
It laws continue to limit ottenders' opportunities tor
