Management’ contract
will certainly do this and
deliver considerable
savings. This outsourcing
will deliver improved
services and save our
community money in the
longer term.”
KEY OBJECTIVES AND CONSTRAINTS
The Council wanted to take advantage of the opportunity to combine a number of in-house and
externally provided services with a number of contracts that are coming up for renewal that were
operating independently of each other to provide a comprehensive high quality service that would
also operate more cost effectively, not only improving consistency and resilience, but making
financial common sense and providing the Council with a more flexible and integrated approach.
Savings on current revenue budgets of 17% had to be achieved. TUPE of 60 council staff and 130
contract staff.
ACTIONS AND OUTCOME
Babcock International were selected to deliver the TFM Contract
which was procured through OJEU and competitive dialogue process.
A TFM Programme was established;
 Clearly defining the vision through business case development
 Implementing the governance
 Providing leadership and stakeholder management
 Delivering the transition
 Embedding the transformation.
 Delivered 27% savings on existing revenue budgets.
