RESOLUTION OF CONGRATULATIONS AND RECOGNITION TO
CARL T. SHIPLEY
WHEREAS, the Gloucester County Board of Supervisors has learned that
the Chief Animal Control Officer, Carl T. Shipley, will retire on September 1,
2013 after more than twenty-two (22) years of serving the citizens and animals
of Gloucester County to the best of his ability; and
WHEREAS, Officer Shipley has been a valued advocate in promoting the
growth, development, and safety of the officers in the Animal Control
Department by securing funding for a fourth officer, encouraging and
promoting professional training, and standardizing officer weaponry; and
WHEREAS, he was proactive in identifying the need for and developing
new ordinances such as the Exotic Animals, Fireworks and Livestock Safety
and the three year dog licensing; and
WHEREAS, Officer Shipley has been instrumental in developing an
ongoing positive working relationship with the Gloucester Mathews Humane
Society and worked with the Society to secure the County Shelter and the Cat
Kenneling Contracts as well as supporting and fostering the organization’s
rescue and adoption volunteer program at the County Shelter; and
WHEREAS, he pursued several animal cruelty and dog fighting cases
which required numerous staff hours, resulting in the arrest and conviction of
the owners and custody of the animals being awarded to the Animal Control
Department; and
WHERAS, Officer Shipley, with staff, developed and implemented a
County Emergency Animal Sheltering Plan and secured two fully equipped
emergency shelter trailers; and

2. WHEREAS, the performance of his duties and responsibilities, and his
working relationships were always characterized by an obvious dedication to
the welfare of the County and its animals, and carried out with an outstanding
positive attitude.
NOW, THEREFORE BE IT RESOLVED: that the Gloucester County
Board of Supervisors does hereby congratulate Officer Shipley upon his
retirement and deems it an honor and privilege to present this resolution of
recognition for his numerous accomplishments and dedication as the Chief
Animal Control Officer for Gloucester County; and
FURTHER BE IT RESOLVED: that the Gloucester County Board of
Supervisors, the County staff, and the citizens of the County desire to
acknowledge Chief Animal Control Officer Shipley’s many years of dedicated
service and extend to Carl, wife Sandy, and family members our very best
wishes for many years of happiness in the future.
