Duties include general administration of entire city operations while working closely with the
City Administrator, Mayor, and City Council. Coordinate administrative directives to department
supervisors, represent the city at various functions and meetings, assume the responsibilities of
the City Administrator in his absence, and handle citizen complaints and concerns. Work with
the administrator on various policy issues; grant preparation and management, special
assignments and other various projects. Direct all public works projects and multiple City
Departments through coordination ofmanpower, resources and facilities.
Coordinate and direct human resource activities for the entire City. Provide supervision and
policy analysis and formulation in order to insure compliance with all applicable Federal and
State laws. Review and evaluate each department’s staffing levels, all employee performance
evaluations, and job descriptions. Management of all employee compensation, benefits plans,
and incentive programs.

PROJECT COORDINATOR
WASTEWATER TREATMENT FACILITY
Wastewater Treatment Plant: Total cost of project exceeded $19.8 million. Complete
management and oversight of the entire project. Worked closely with the consulting engineer and
the general contractor. Managed the overall flow of money, payment of invoices, project
tracking, change orders and overall project direction. Project is the first Vertical Loop Reactor
of its kind for the entire State of Missouri.

PUBLIC SAFETY BUILDING/POLICE STATION/911 COMMUNICATIONS CENTER
Public Safety Building: Total cost of project exceeded $4.8 million. Complete management and
oversight of the entire project. This project was complete “new” construction. The facility
includes a police station, jail facilities, courtroom, emergency operations center, 911
communications and dispatching services. Facility is operated and staffed continuously on a 24
hour basis. Provided oversight on all aspects of the project while working closely with the
consulting engineer/architect and the general contractor. Coordinated the flow of money,
payment of invoices, project tracking, change orders and overall project direction from start to
finish.
INTERIM DIRECTOR
DIRECTOR OF PARKS AND RECREATION
Due to the vacancy through retirement that occurred in the Parks Department acted as the
Director of departmental operations while maintaining the duties of Assistant City Administrator.
Implemented new departmental policies, made specific changes to daily operations and
constructed and purchased various capital improvements. These improvements included a new
walk bridge, resurfacing various trails, renovation of existing baseball field, construction of a
new motorsports complex, acquired new park property with walking trails and construction of a
new playground for children under 7 years of age. Assisted with the hiring and overall training of
the new Parks and Recreation Director.

CONSTRUCTION OF NEW RUNWAY
Washington Regional Airport: Total cost of the project exceeded $12 million. Complete
management of the entire project from the inception/design phase to its eventual construction
completion and overall operation. The entire project spanned over 8 years.

CITY HALL /POLICE STATION RENOVATION
City Hall Complex: Total cost of the project $2.3 million. Project coordinator for the complete
renovation and addition to City Hall, Police Station, and Communications Center. Coordinated
construction efforts closely with the contractor and sub-contractors in order to maintain
continuous service to the public while moving city agencies between floors and in and out of the
construction/demolition of the project.

FLOOD BUYOUT PROJECT
The project consisted of the purchase and acquisition of over fifteen property units and consisted
of the disbursement of over $350,000.
Coordinating all aspects of the purchase of homes and vacant lands through the State Emergency
Management Agency and the Federal Emergency Management Agency.
PROJECT COORDINATOR AND DIRECTOR
RECYCLING CENTER
Planned and coordinated all aspects of the City of Washington recycling and composting
operations. This project has largely been formulated from the ground up while keeping costs at a
minimum. The recycling project first began in a cattle barn and is now thriving along with the
compost operation in its own facility.

TELECOMMUNICATIONS SYSTEM
Coordination of communications systems. Systems include the telephone system for all city
agencies, pagers, mobile phones, cable television, and the installation, maintenance, and
management of the City television studio and local broadcast channel.
DIRECTOR OF AIRPORT OPERATIONS
WASHINGTON REGIONAL AIRPORT
Management of all maintenance activities which include the facilities, lighting system, fueling
system, and navigational aids. Coordinated the entire renovation of the facility after the flood of
1993 and partial renovation after the flood of 1995. Work closely with the “fixed based
operator”, this is a private enterprise that contracts with the City of Washington.
