The 2008 Minnesota legislature passed legislation that significantly impacted boiler operator licensing. The legislation increased horsepower limitations allowing lower level licenses to operate higher capacity boilers. A provisional first class license was created for currently licensed second class engineers to operate boilers over 500 horsepower under certain requirements including a training program and chief engineer oversight. Special engineer licenses can now be obtained at age 16 if enrolled in an approved training course. Rulemaking authority was granted to establish continuing education and experience equivalency to offset licensing requirements. Historical boiler licensing changes allow those 16 and older to obtain a license with operating experience and exam under signed affidavit of a higher level engineer.
