• Within any state in the US, universities are
often loci not only of cultural and
intellectual capital, but also of innovation,
new industries, and job creation.
• One of the principle drivers of university
excellence is embodied in their research
portfolio: Great universities have great
faculty doing great research.

What Does “Research” Mean?
• In other countries we work with, “research”
refers to all academic research, regardless
of discipline. (Think Wissenschaft).
• Federal research funding in these countries
recognizes the holistic nature of research –
that it crosses disciplinary boundaries.
• But nations take differing approaches for
how to fund that research.

In a previous paper on cross-cultural research design, we had underlined the importance of crosscultural research design in scientific activity. We had also underlined the importance of obtaining various types of emic and etic perspectives on various kinds of issues, and had also attempted to bucket cultures into various categories. In this paper, we attempt to take those concepts a step forward, and call for a horizontal collaboration among nations. We also define the terms horizontal collaboration and vertical collaboration as being the two types of collaboration involved in cross-cultural research. Thus, this paper adds on meaningfully and significantly to the concepts introduced in our paper on crosscultural research design, and introduces several new concepts and terms as well. The concepts proposed in this paper hold good for all branches and fields of sciences, though they assume added meaning for various fields of the social sciences where culture-specific data plays a major role in the formulation of hypotheses. Horizontal collaboration must not replace vertical collaboration entirely, but only complement it in places where such collaboration makes eminent sense. Western science has contributed greatly to human welfare, and developing countries must also not be self-centric. They must also contribute to human welfare and human progress in general. This also assumes added importance because the dividing line between developed countries and developing countries will become thin in the times to come as economic performance of various nations also converges.

Invited talk at the conference “The Economy of Francesco” Assisi September 2022 Title “Meritocracy, evaluation, excellence: The case of universities and research” Abstract “According to the current paradigm, meritocracy in education would have a dual role: on the one hand, that of representing the fundamental criterion through which the most efficient technicians needed for society and its economy are selected; on the other hand, that of providing the moral justification for the inequalities in the distribution of income from work that necessarily arise. It seems, therefore, that behind the word meritocracy lies the instrument used to justify the growth of inequalities. We will examine how meritocracy, preconceived as a dystopia by the English sociologist Michael Young, is declined in a modern key through what we will call techno-evaluation: we will discuss how it is implemented in practice, particularly with regard to research and universities, under the illusory motivation that the centralization of resources on a few educational and scientific excellences reduces waste and improves quality.” References Francesco Sylos Labini, “Science and the Economic Crisis, Impact on Science Lessons from Science”, Springer 2016.

Effective Application Security in Software Delivery lifecycle using Deployment Firewall and DBOM The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management. The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM). Removing Uninteresting Bytes in Software Fuzzing

Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process. In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds. - These are slides of the talk given at IEEE International Conference on Software Testing Verification and Validation Workshop, ICSTW 2022.
