CHAIRMAN’S CIRCLE
We began this year searching the horizon of what the “new normal” will
look like as we move past the pandemic. Most certainly, this time presents
tremendous opportunities and also holds significant challenges.
Our Board of Directors and team continue to focus on driving economic
opportunity for our region and all its residents. At this critical time, we’ve
doubled down on employer led talent development with an equity lens
supported by our DEI work. The 5/14 massacre more than revealed how
racism and hate thrives in the shadow of ignorance. That event, and its
aftermath, has placed an even greater sense of urgency on the collective
work to break the systems of racism and the barriers to full economic
opportunity for all.
We’ve continued our important advocacy efforts and initiatives that
advance the region. All of our work is driven by our employer members but
is executed in collaboration with our partners in government, education
and other community stakeholders. Our deepest thanks for your continued
support and partnership.

KEEPING PEOPLE SAFE
The BNP is committed to helping employers keep workplaces safe during
the COVID-19 pandemic. This winter, our PPE giveaway distributed
175,000 masks and 300 gallons of hand sanitizer to over 50 Erie County
businesses in response to a surge in regional COVID-19 infections. The PPE
was provided by Erie County, and the BNP was proud to partner with the
public sector to help keep Buffalo Niagara employees and customers safe.
The drive thru event was staffed by BNP team members with assistance
from Univera Healthcare volunteers.
TAKING A STAND
Following the mass shooting in Buffalo on May 14, 2022, the BNP led a
coalition of chambers of commerce from across NYS to call on Congress to
pass an assault weapons ban. While gun control is not a traditional lane for
BNP advocacy, we could not ignore the traumatic impact this shooting had
on our community, or the impact mass shootings are having on employers
across the country. According to The Violence Project, current or former
workplaces of perpetrators were the most common sites for mass shootings.

RESPONDING TO TRAGEDY
The events of May 14th demanded that we take collective action. Actions to support our neighbors in East Buffalo in dealing with this
traumatic event. Actions that accelerate the racial equity work being done in this community. And actions that can make our community,
and every community, safer.
LEVERAGING OUR STRENGTHS TO HELP
The BNP offered to assist Mayor Byron Brown and his administration in handling the flood of assistance offers, ensuring
every desire to help was catalogued and addressed. We created the Help Buffalo phone and email system, taking in over
400 offers of financial and service donations. Financial donations were directed to the National Compassion Fund and
the Buffalo Together Community Response Fund. Service-based offers were directed to a network of government and
nonprofit partners.
Paul Vukelic (2021 BNP Board Chair) and Rev. Mark Blue (President of the Buffalo NAACP) were named as the co-chairs
of the local 5/14 steering committee of 26 people that guides the distribution of money raised with 100% of every
dollar donated given to the survivors.
DETERMINING WHAT’S NEXT
BNP is committed to helping the private sector plug in and supports efforts to build equity in East Buffalo.
As a first step we invited five community leaders to speak directly to our board and staff sharing their
thoughts and perspectives on the right way to begin. It was such a sobering, emotional, and impactful
hour that we added a special session to the D&I Symposium so that their message could be shared
with a larger audience.

ADVOCACY IN ACTION
AMPLIFYING EMPLOYERS’ VOICES
The BNP deployed the power of our grassroots advocacy platform
VoterVoice to help employers shape the state’s energy policy. New
York’s Climate Action Council is proposing sweeping new energy
regulations that would ban the use of natural gas and add punishing
costs to ratepayers. More than 2,100 people used our VoterVoice
tool to tell the Climate Action Council to adopt common-sense
policy and strike the right balance between protecting our planet
and safeguarding our economy.

As New York State continues down
its path towards a significant energy transition,
National Fuel was challenged with how to effectively
communicate to energy consumers across the
region what the Climate Action Council’s Draft
Scoping Plan was and the importance for
Western New Yorkers to use their voice
during the public comment period. The
Buffalo Niagara Partnership provided
tangible assistance through its Voter
Voice platform, a digital outreach
tool that allowed for education,
awareness, and engagement.”

MAKING THE CASE
BNP’s advocacy efforts focus on New York State where we press policymakers
on a host of issues impacting employers, including:
• Pushing for action to avoid Unemployment Insurance rate hikes
• Securing a long-term extension of the Brownfield Cleanup Program
• Opposing the Extended Producer Responsibility Act which would make
manufacturing more expensive
• Supporting increased childcare funding to make sure families are not
sidelined from the workforce over lack of access to affordable,
high-quality childcare
• Removing costly
taxes and fees
preventing buildout
of telecommunication
networks
TOUTING TECH HUB LEGISLATION
The BNP campaigned for federal legislation passed and signed into law by
President Biden designed to invest in American manufacturing and expand
centers of research and innovation across the United States. Part of the law
establishes 20 regional technology hubs in areas not currently benefiting
from federal investment. US Senate Majority Leader Chuck Schumer
championed this legislation and is fighting to secure Buffalo as home to
one of the new tech hubs.

CONNECTING WITH CANDIDATES
The BNP’s Government Affairs series is designed to give employers insight
on key policy issues and access to Buffalo Niagara’s leading elected
officials. This fall we hosted both candidates running for NYS Governor to
discuss our state advocacy and take your questions.

NAVIGATING THE BENEFITS CLIFF
The BNP launched two Benefits Cliff Calculator tools this year. One is
designed to help employers better understand the impact the benefits
cliff is making on their hiring and retention efforts. The second is for
employees and their support networks to make informed decisions
that benefit their overall financial situation. Developed in partnership
with the Federal Reserve Bank of Atlanta, the Benefits Cliff Calculator
tools are part of the BNP’s ongoing work to help transition our
region’s underemployed into rewarding and in-demand careers paying
family-sustaining wages.
REMOVING WORKFORCE BARRIERS
The BNP also debuted our HR Toolkit – an online collection of vetted human
resource policies and solutions that will help employers examine their
practices and address ongoing challenges. Created to positively impact all
employees in an organization, the HR Toolkit advances solutions especially
impactful for lower wage employees, the underemployed population we
know is most at risk of falling off the benefits cliff.

EMPLOYING DEI IN BUFFALO NIAGARA
BENCHMARKING OUR COLLECTIVE EFFORTS
This year, BNP deployed the second WNY Diversity and Inclusion
(D&I) Business Community Assessment, which was nearly identical
to the original benchmark study conducted in 2020. This assessment
was designed to point to successes as well as areas still in need of
improvement for workplace D&I in our community.
Once again, the assessment’s results are projectable to the WNY employer
community and showed great strides were made by employers over the past
two years.
Compared to 2020, more employers reported their organizations have
established D&I infrastructures in the form of point persons (+40%) or
committees (+55%) and that they set concrete D&I goals (+120%).
Some D&I approaches have evolved since 2020, particularly among those
who report having begun their D&I journey, including a greater need for
accountability and impact analysis information and less of a need for
information about policy setting.
Across those who have yet to begin, there has been a shift in motivations
for initiating a D&I process, going from being most commonly a community
improvement concern in 2020 to
most commonly one focused on
feelings of inclusion.

CREATING A SEAT AT THE TABLE
Our Minority-Owned Business Initiative helps break through the barriers
that have historically challenged minority business ownership and created a
pathway to board membership for participants. The pilot program participants
received a two-year sponsored membership, the ability to leverage financial
training curriculum from one of our sponsors, were featured on our blog
and our social media channels and attended an array of networking and
educational events.
At National Grid, our goal is to encourage
and help develop Minority-Owned business
(MOB’s) partners to build a rich and diverse
supply chain. We believe this approach is
critical to the well-being of the communities
we serve, and is reflective of our values, which
emphasize inspiration and inclusivity, which
gives us a competitive advantage. We see
BNP’s Minority-Owned Business initiative as
a perfect fit with our values, and a pathway
to help MOBs in WNY.

5TH ANNUAL D&I SYMPOSIUM
With 29 panelists and over 800 attendees, our 5th
Annual D&I Symposium: DE&I At Work was a great
success. Our Keynote address featured Melissa Donaldson
Chief Diversity Officer of Wintrust, and was just one
of 13 hours of incredible D&I Programming available
to participants.

GRANT LOOMIS PROMOTION
The BNP’s Grant Loomis expanded his role this year as the organization looked to
strategically align its policy and programmatic efforts. In addition to continuing to lead
the BNP’s advocacy efforts, Grant now serves as Vice President of Government Affairs and
Economic Development where he also oversees the BNP’s economic development and
workforce development efforts. Grant’s new role recognizes his contributions to the BNP
and allows the organization to better serve members through a coordinated approach to
their advocacy, talent, and business development needs.

  • 2. MESSAGE FROM THE CHAIRMAN AND PRESIDENT & CEO SPECIAL THANK YOU CHAIRMAN’S CIRCLE We began this year searching the horizon of what the “new normal” will look like as we move past the pandemic. Most certainly, this time presents tremendous opportunities and also holds significant challenges. Our Board of Directors and team continue to focus on driving economic opportunity for our region and all its residents. At this critical time, we’ve doubled down on employer led talent development with an equity lens supported by our DEI work. The 5/14 massacre more than revealed how racism and hate thrives in the shadow of ignorance. That event, and its aftermath, has placed an even greater sense of urgency on the collective work to break the systems of racism and the barriers to full economic opportunity for all. We’ve continued our important advocacy efforts and initiatives that advance the region. All of our work is driven by our employer members but is executed in collaboration with our partners in government, education and other community stakeholders.   • 4. KEEPING PEOPLE SAFE The BNP is committed to helping employers keep workplaces safe during the COVID-19 pandemic. This winter, our PPE giveaway distributed 175,000 masks and 300 gallons of hand sanitizer to over 50 Erie County businesses in response to a surge in regional COVID-19 infections. The PPE was provided by Erie County, and the BNP was proud to partner with the public sector to help keep Buffalo Niagara employees and customers safe. The drive thru event was staffed by BNP team members with assistance from Univera Healthcare volunteers. TAKING A STAND Following the mass shooting in Buffalo on May 14, 2022, the BNP led a coalition of chambers of commerce from across NYS to call on Congress to pass an assault weapons ban. While gun control is not a traditional lane for BNP advocacy, we could not ignore the traumatic impact this shooting had on our community, or the impact mass shootings are having on employers across the country. According to The Violence Project, current or former workplaces of perpetrators were the most common sites for mass shootings.   • 5. RESPONDING TO TRAGEDY The events of May 14th demanded that we take collective action. Actions to support our neighbors in East Buffalo in dealing with this traumatic event. Actions that accelerate the racial equity work being done in this community. And actions that can make our community, and every community, safer. LEVERAGING OUR STRENGTHS TO HELP The BNP offered to assist Mayor Byron Brown and his administration in handling the flood of assistance offers, ensuring every desire to help was catalogued and addressed. We created the Help Buffalo phone and email system, taking in over 400 offers of financial and service donations. Financial donations were directed to the National Compassion Fund and the Buffalo Together Community Response Fund. Service-based offers were directed to a network of government and nonprofit partners. Paul Vukelic (2021 BNP Board Chair) and Rev. Mark Blue (President of the Buffalo NAACP) were named as the co-chairs of the local 5/14 steering committee of 26 people that guides the distribution of money raised with 100% of every dollar donated given to the survivors. DETERMINING WHAT’S NEXT BNP is committed to helping the private sector plug in and supports efforts to build equity in East Buffalo. As a first step we invited five community leaders to speak directly to our board and staff sharing their thoughts and perspectives on the right way to begin. It was such a sobering, emotional, and impactful hour that we added a special session to the D&I Symposium so that their message could be shared with a larger audience. 5/14 RESPONSE Our thanks to Dr. Lavonne Ansari, Rev.   • 6. ADVOCACY IN ACTION AMPLIFYING EMPLOYERS’ VOICES The BNP deployed the power of our grassroots advocacy platform VoterVoice to help employers shape the state’s energy policy. New York’s Climate Action Council is proposing sweeping new energy regulations that would ban the use of natural gas and add punishing costs to ratepayers. More than 2,100 people used our VoterVoice tool to tell the Climate Action Council to adopt common-sense policy and strike the right balance between protecting our planet and safeguarding our economy. BNP’s Grant Loomis participates in press conference with NYS Senate Minority Leader Rob Ortt and other stakeholders before the Climate Action Council public hearing in Buffalo. As New York State continues down its path towards a significant energy transition, National Fuel was challenged with how to effectively communicate to energy consumers across the region what the Climate Action Council’s Draft Scoping Plan was and the importance for Western New Yorkers to use their voice during the public comment period. MAKING THE CASE BNP’s advocacy efforts focus on New York State where we press policymakers on a host of issues impacting employers, including: • Pushing for action to avoid Unemployment Insurance rate hikes • Securing a long-term extension of the Brownfield Cleanup Program • Opposing the Extended Producer Responsibility Act which would make manufacturing more expensive • Supporting increased childcare funding to make sure families are not sidelined from the workforce over lack of access to affordable, high-quality childcare • Removing costly taxes and fees preventing buildout of telecommunication networks TOUTING TECH HUB LEGISLATION The BNP campaigned for federal legislation passed and signed into law by President Biden designed to invest in American manufacturing and expand centers of research and innovation across the United States. Part of the law establishes 20 regional technology hubs in areas not currently benefiting from federal investment. US Senate Majority Leader Chuck Schumer championed this legislation and is fighting to secure Buffalo as home to one of the new tech hubs. BNP’s Dottie Gallagher joins US Senate Majority Leader Chuck Schumer along with UB President Satish Tripathi and M&T Chairman and CEO René Jones to advocate federal innovation legislation. BNP’s Grant Loomis meets with NYS Senate Majority Leader Andrea Stewart- Cousins in Albany to discuss our agenda. CONNECTING WITH CANDIDATES The BNP’s Government Affairs series is designed to give employers insight on key policy issues and access to Buffalo Niagara’s leading elected officials. This fall we hosted both candidates running for NYS Governor to discuss our state advocacy and take your questions. www.thepartnership.org | 7
  • 8. NAVIGATING THE BENEFITS CLIFF The BNP launched two Benefits Cliff Calculator tools this year. One is designed to help employers better understand the impact the benefits cliff is making on their hiring and retention efforts. The second is for employees and their support networks to make informed decisions that benefit their overall financial situation. Developed in partnership with the Federal Reserve Bank of Atlanta, the Benefits Cliff Calculator tools are part of the BNP’s ongoing work to help transition our region’s underemployed into rewarding and in-demand careers paying family-sustaining wages. REMOVING WORKFORCE BARRIERS The BNP also debuted our HR Toolkit – an online collection of vetted human resource policies and solutions that will help employers examine their practices and address ongoing challenges. Created to positively impact all employees in an organization, the HR Toolkit advances solutions especially impactful for lower wage employees, the underemployed population we know is most at risk of falling off the benefits cliff. EMPLOYING DEI IN BUFFALO NIAGARA BENCHMARKING OUR COLLECTIVE EFFORTS This year, BNP deployed the second WNY Diversity and Inclusion (D&I) Business Community Assessment, which was nearly identical to the original benchmark study conducted in 2020. This assessment was designed to point to successes as well as areas still in need of improvement for workplace D&I in our community. Once again, the assessment’s results are projectable to the WNY employer community and showed great strides were made by employers over the past two years. Compared to 2020, more employers reported their organizations have established D&I infrastructures in the form of point persons (+40%) or committees (+55%) and that they set concrete D&I goals (+120%). Some D&I approaches have evolved since 2020, particularly among those who report having begun their D&I journey, including a greater need for accountability and impact analysis information and less of a need for information about policy setting. Across those who have yet to begin, there has been a shift in motivations for initiating a D&I process, going from being most commonly a community improvement concern in 2020 to most commonly one focused on feelings of inclusion. CREATING A SEAT AT THE TABLE Our Minority-Owned Business Initiative helps break through the barriers that have historically challenged minority business ownership and created a pathway to board membership for participants. The pilot program participants received a two-year sponsored membership, the ability to leverage financial training curriculum from one of our sponsors, were featured on our blog and our social media channels and attended an array of networking and educational events. At National Grid, our goal is to encourage and help develop Minority-Owned business (MOB’s) partners to build a rich and diverse supply chain. We believe this approach is critical to the well-being of the communities we serve, and is reflective of our values, which emphasize inspiration and inclusivity, which gives us a competitive advantage. We see BNP’s Minority-Owned Business initiative as a perfect fit with our values, and a pathway to help MOBs in WNY.
