2. •Database containing data of all personnel information are being prepared through an online portal,
WBPPMS developed by the NIC, WB on behalf of CEO, WB.
•Deficit polling personnel districts closer to State Capital need to be placed in separate polling phase to
facilitate movement of polling personnel as was done during last Parliament and Assembly General
Elections.
•Efforts are being taken to deploy all female polling party teams in urban areas.
•Approval has been sought from the Commission to deploy female polling personnel through manual
randomisation at any polling station other than ‘her own’ polling station.
•Approval has been sought from the Commission to under take third randomisation on P-3 day and
movement on P-2 day for 577 nos. of polling stations located in difficult terrain in the district of
Darjeeling, Kalimpong, North 24 Parganas and South 24 Parganas.

Mandatory welfare initiatives –
■ Unit concept- Single window service at DC/RC,
■ Colour coding – Distinct colour of every AC in multi constituency DCRC,
■ Perforated booklet – All forms in stitched booklet,
■ Health kit for Polling parties – consisting of basic medicines and hygienic items.
■ Tagging of SHGs with each PS for supply of food & bed roll (on payment basis),
■ Transport Grid – For picking and dropping of polling personnel before and after poll,
■ Interactive website for dissemination of information and meeting queries,
■ SMS alert on important events,
■ Payment of honorarium through ECS,
■ Mapping of referral hospital and ambulance with every polling station with due reflection in
communication plan,
■ Reservation of beds in Govt. and non Govt. Hospital,

4. Postal Ballot/ETPBS/EDC

• It is being ensured that adequate measures are taken in districts for Postal Ballot
Management at facilitation centres as per new guideline of ECI.
• Proper Training arrangements for facilitation of Postal Ballot and EDC
arrangements will be put in place in due time.
• Training will be organised for Returning Officers for ETPBS management for
Service Electors and arrangement will be made for the required resources.

l Training Plan for PGE 2024 has been prepared and submitted immediately.
l The district SLMTs will train the DLMTs in the districts within 13-15th January, 2024. Evaluation will be done
through Google forms.
l List of ALMTs is being prepared. They will be trained by the DLMTs. ALMTs will train the polling personnel.
l Sector officer training will be conducted at district level on 17th/18th January, 2024. Schedule, session plan, teaching
material is shared. They will be evaluated through google forms.
l 2 day’s Certification programme of DEO/RO (PC) is completed at IIIDEM from 18th Dec to 29th Dec, 23 in phased
manner.All 43 officers attended it.
l Residential 5 days’ Certification programme of ARO (PC) is being held at ATI, Kolkata from 11th Dec, 23 to 12th
Jan, 24 in 3 phases. All residual AROs must attend the training of last phase has been started from 8.1.2024. No further
batch is required, all AROs are trained.
l A set of total 32 books covering all election manuals, handbooks, checklist etc. are being shared from this end for
District officials, EROs and BDOs.

Training Plan
■ One Deputy CEO has been engaged as State Nodal officer,
Training.
■ At all Districts, Nodal officer for training has been engaged from the
rank of ADM.
■ SLMTs identified from Deputy Secretary and above as per the scale
of Commission.
■ ALMTs @ 10/AS have been engaged.
■ Training Plan prepared in cascaded mode in three layers - State-
District-RO/ARO and submitted to the Commission.
■ Training materials standardised, updated and shared with all SLMTs
and Districts. Also made available in CEO,WB portal in G2G
platform.
■ Preparation of training material for the polling personnel in
vernacular is under process and will be shared with districts.
