Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

PANDEMI CORONA VIRUS DISEASE 2019 (COVID-19) TAHUN 2021

Menimbang : a. bahwa berdasarkan ketentuan Penjelasan Pasal 2 Ayat (1) huruf
i (4) Peraturan Pemerintah Pengganti Undang-Undang Nomor 1
Tahun 2020 tentang Kebijakan Keuangan Negara dan Stabilitas
Sistem Keuangan untuk Penanganan Pandemi Corona Virus
Disease 2019 (Covid -19) dan/atau dalam rangka menghadapi
ancaman yang membahayakan Perekonomian Nasional
dan/atau Stabilitas Sistem Keuangan; Dana Desa dapat
digunakan untuk Bantuan Langsung Tunai kepada penduduk
miskin di desa dan kegiatan penanganan pandemic Corona
Virus Disease (COVID-19);
b. bahwa berdasarkan ketentuan Pasal 39 ayat (4) Peraturan
Menteri Keuangan Nomor 222/PMK.07/2020 Tentang
Pengelolaan Dana Desa;
c. bahwa dalam rangka menindaklanjuti Peraturan Menteri Desa
Daerah Tertinggal dan Transmigrasi Nomor 13 Tahun 2021
Tentang Prioritas Penggunaan Dana Desa Tahun Anggaran
2021.
d. bahwa berdasarkan pertimbangan sebagaimana dimaksud
dalam huruf a, huruf b dan huruf c, perlu menetapkan
Peraturan Keuchik tentang Daftar Penerima Manfaat Bantuan
Langsung Tunai (BLT) Dana Desa Akibat Dampak Pandemi
Corona Virus Disease 2019 (Covid-19) Tahun Anggaran 2021.
Mengingat 1. Undang- Undang Nomor 6 Tahun 2014 tentang Desa (Lembaran

2. Peraturan Pemerintah Pengganti Undang-Undang Nomor 1
Tahun 2020 tentang Kebijakan Keuangan Negara dan Stabilitas
Sistem Keuangan untuk Penanganan Pandemi Corona Virus
Disease 2019 (Covid -19) dan/atau dalam rangka menghadapi
ancaman yang membahayakan Perekonomian Nasional
dan/atau Stabilitas Sistem Keuangan (Lembaran Negara

sebagaimana telah diubah beberapa kali terakhir dengan

Desa yang bersumber dari Anggaran Pendapatan dan Belanja

Nomor 5558) sebagaimana telah diubah dengan Peraturan
Pemerintah Nomor 22 Tahun 2015 tentang Perubahan Atas
Peraturan Pemerintah Nomor 60 Tahun 2014 tentang Dana
Desa yang bersumber dari Anggaran Pendapatan dan
BelanjaNegara (Lembaran Negara Republik Indonesia
Tahun2015 Nomor 88, Tambahan Lembaran Negara
RepublikIndonesia Nomor 5694);
5. Peraturan Menteri Keuangan Nomor 222/PMK.07/2020 tentang
Pengelolaan Dana Desa (Berita Negara Republik Indonesia
Tahun 2020 Nomor 1641);
6. Peraturan Menteri Dalam Negeri Nomor 20 Tahun 2018 tentang
PengelolaanKeuanganDesa (Berita Negara Republik Indonesia
Tahun 2018 Nomor 611);
7. Peraturan Menteri Desa Pembangunan Daerah Tertinggal dan
Transmigrasi Nomor 13 Tahun 2020 tentang Prioritas
Penggunaan Dana Desa Tahun 2021 (Berita Negara Republik
Indonesia Tahun 2019 Nomor 1012);
8. Peraturan Bupati Bireuen Nomor 1 Tahun 2019 tentang
Pengelolaan Keuangan Gampong (Berita Daerah Kabupaten
Bireuen Tahun 2019 Nomor 413);
9. Qanun Gampong Bireuen Meunasah Dayah Nomor 35 Tahun
2020 Tentang Kewenangan Desa (Berita Desa Bireuen
Meunasah Dayah Tahun 2020 Nomor.......).;
10. Qanun Gampong Bieuen Meunasah Dayah Nomor 01 Tahun
2021 Tentang Anggaran Pendapatan dan Belanja Gampong
Bireuen Meunasah Dayah Tahun Anggaran 2020 (Berita Desa
Bireuen Meunasah Dayah Tahun 2020 Nomor.......).
Memperhatikan : 1. Peraturan Menteri Keuangan Republik Indonesia Nomor :
222/PMK.07/2020 Tentang Pengelolaan Dana Desa;
2. Permendes Nomor 13 Tahun 2020 Tentang Prioritas
Penggunaan Dana Desa Tahun Anggaran 2021.
MEMUTUSKAN
Menetapkan : PERATURAN KEUCHIK BIREUEN MEUNASAH DAYAH
TENTANG DAFTAR PENERIMA MANFAAT BANTUAN
LANGSUNG TUNAI (BLT) DANA DESA PANDEMI CORONA
VIRUS DISEASE 2019 (COVID-19) TAHUN 2021.
Pasal 1
12. Dalam Peraturan Keuchik ini yang dimaksud dengan:
1. Daerah adalah Kabupaten Bireuen.
2. Kecamatan adalah Kecamatan Kota Juang
3. Gampong adalah Gampong Bireuen Meunasah Dayah
4. Pemerintah Pusat selanjutnya disebut Pemerintah adalah Presiden Republik
Indonesia yang memegang kekuasaan Pemerintahan negara Republik Indonesia
sebagaimana dimaksud dalam Undang-Undang Dasar Negara Republik Indonesia
Tahun 1945.
5. Pemerintahan Acehadalah Pemerintah Provinsi Aceh dan Dewan Perwakilan Rakyat
Aceh yang menyelenggarakanurusan Pemerintahan menurut asas otonomi dan tugas
pembantuan dengan prinsip otonomi seluas-luasnya dalam sistem dan prinsip
Negara Kesatuan Republik Indonesia sebagaimanadimaksuddalamUndang-Undang
Dasar Negara Republik Indonesia Tahun 1945.
6. Gampong adalah Desa dan Desa adat atau yang disebut dengannama lain yang
selanjutnyadisebut Gampongadalahkesatuanmasyarakathukum yang memilikibatas
wilayah yang berwenanguntukmengatur dan mengurusurusanpemerintahan,
kepentinganmasyarakatsetempatberdasarkanprakarsamasyarakat, hakasalusul,
dan/atauhaktradisional yang diakui dan dihormatidalamsistempemerintahan Negara
KesatuanRepublik Indonesia.
7. Kewenangan Gampong adalah kewenangan yang dimiliki Gampong meliputi
kewenangan di bidang penyelenggaraan Pemerintahan Gampong, pelaksanaan
Pembangunan Gampong, Pembinaan Kemasyarakatan Gampong, dan Pemberdayaan
Masyarakat Gampong berdasarkan prakarsa masyarakat, hak asal usul dan Adat
Istiadat Gampong.
8. Pemerintahan Gampong adalah penyelenggaraan urusan Pemerintahan dan
kepentingan masyarakat setempat dalam sistem Pemerintahan Negara Kesatuan
Republik Indonesia.
9. PemerintahGampong adalah Keuchik atau yang disebut dengan nama lain dibantu
Perangkat Gampong sebagai unsur penyelenggara Pemerintahan Gampong.
10. Tuha Peut atau yang disebut dengan nama lain adalah lembaga yang melaksanakan
fungsi Pemerintahan yang anggotanya merupakan wakil dari penduduk Gampong
berdasarkan keterwakilan wilayah dan ditetapkan secara demokratis.
11. Musyawarah Gampong atau yang disebut dengan nama lain adalah musyawarah
antara Tuha Peut, Pemerintah Gampong, dan unsur masyarakat yang
diselenggarakan oleh Tuha Peut untuk menyepakati hal yang bersifat strategis.
12. Rencana Pembangunan Jangka Menengah Gampong, selanjutnya disingkat RPJMG,
adalah Rencana Kegiatan Pembangunan Gampong untuk jangka waktu 6 (enam)
tahun.
13. Rencana Kerja Pemerintah Gampong, selanjutnya disingkat RKPG, adalahpenjabaran
dari RPJMG untuk jangka waktu 1 (satu) tahun.
14. Keuangan Gampong adalah semua hak dan kewajiban Gampong yang dapat dinilai
dengan uang serta segala sesuatu berupa uang dan barang yang berhubungan
dengan pelaksanaan hak dan kewajiban Gampong.
15. Anggaran Pendapatan dan Belanja Gampong, selanjutnya disebut APBG, adalah
rencana keuangan tahunan Pemerintahan Gampong.
16. Prioritas Penggunaan Dana Desa adalah pilihan kegiatan yang didahulukan dan
diutamakan daripada pilihan kegiatan lainnya untuk dibiayai dengan Dana Desa.
17. Dana Desa adalah dana yang bersumber dari anggaran pendapatan dan belanja
negara yang diperuntukkan bagi Gampong yang ditransfer melalui anggaran
pendapatan dan belanja Daerah Kabupaten dan digunakan untuk membiayai
penyelenggaraanPemerintahan Desa, pelaksanaan pembangunan Desa, pembinaan
kemasyarakatan Desa, dan pemberdayaan masyarakat Desa.
18. Bencana nonalam adalah bencana yang diakibatkan oleh peristiwa atau rangkaian
peristiwa nonalam yang antara lain berupa gagal teknologi, gagal modernisasi,
epidemi, dan wabah penyakit.
13. 19. Pandemi Corona Virus Disease (COVID-19) adalah skala penyebaranpenyakit Corona
Virus Disease (COVID-19) yang terjadi secara global di seluruh dunia.
20. Bantuan langsung Tunai Dana Desa yang selanjutnya disingkat BLT-Dana Desa
adalah pemberian uang tunai kepada keluarga miskin atau tidak mampu di Gampong
yang bersumber dari Dana Desa untuk mengurangi dampak ekonomi akibat adanya
pandemi Corona Virus Disease 2019 (COVID-19)
Pasal 2
Pengunaan Dana Desa diprioritaskan untuk membiayai pembangunan dan
pemberdayaan masyarakat ditujukan untuk meningkatkan kesejahteraan masyarakat
gampong, peningkatan kualitas hidup manusia serta penanggulangan kemiskinan dan
dituangkandalamrencanakerjaPemerintahGampong.
Pasal 3
(1) Prioritaspenggunaan Dana Desasebagaimana yang dimaksud pada ayat (2)
termasukkegiatandalamrangkapenanggulangandampakekonomiataspandemi Corona
Virus Disease 2019 (COVID-19) antara lain berupa:
a. Kegiatanpenanggulanganpandemi Corona Virus Disease 2019 (Covid-19) dan/atau
b. Jaringpengamansosial di Gampong.
(2) Penanganandampakpandemi COVID-19sebagaimanadimaksud pada ayat (1)
dapatberupa BLT-Dana Desa kepada keluarga miskin di Gampong sesuai dengan
ketentuan peraturan perundang-undangan.
(3) Keluarga miskin sebagaimanadimaksud pada ayat (2) yang menerimaBLT-Dana
Desamerupakankeluarga yang kehilanganmatapencaharianataupekerjaan,
belumterdatamenerima Program Keluarga Harapan (PKH), BantuanPangan Non Tunai
(BPNT), dan kartuprakerja, serta yang mempunyaianggotakeluarga yang
rentansakitmenahun/kronis.
(4) Pendataan calon penerima BLT-Dana Desa dilakukan oleh Relawan Gampong dengan
mempertimbangkan Data Terpadu KesejahteraanSosial (DTKS) dari Kementerian
Sosial ;
(5) Daftar nama-nama penerimaBLT-Dana Desa terlampir yang merupakan bagian tidak
terpisahkan dalam peraturan Keuchikini ;
(6) Penyaluran BLT-Dana Desa dilaksanakan olehpemerintah Gampong dengan metode
tunai dan nontunai (cash less) setiap bulan.
(7) Besaran BLT-Dana Desa Tahun 2021 ditetapkan sebesar Rp.300.000,- (Tiga ratus
ribu rupiah) dibayarkan setiapbulan selama 12 (dua belas) bulan yaitu, Januari s/d
Desember Tahun 2021, untuk 112 Keluarga Penerima Manfaat (KPM);
Pasal 4
Peraturan Keuchik ini mulai berlaku pada tanggal diundangkan.
Agar setiap orang mengetahui, memerintahkan pengundangan Peraturan Keuchik ini
dengan penempatannya dalam Berita Gampong Bireuen Meunasah Dayah.
