After a March 2011 earthquake and tsunami devastated
Japan’s Tōhoku coast, U.S. Rotary clubs affected by the 9/11
terrorist attacks developed an innovative disaster response,
creating strong bonds with local Rotarians and bringing
healing to survivors in both regions. You’ll learn to think
beyond the deployment of supplies and professionals and see
the untapped potential of peer support in sustained disaster
response.
2. NUCLEAR DAMAGE: THE LIMITATIONS OF COMPENSATION
The need of compensation in order to rebuild their living
However, it cannot cover everything, and there is the “Irreversible Damage”
(damage that cannot be repaired only with monetary compensation)

(When refugees come to evacuate, they are often given privileges/special conditions that were not given for the people who
had been living there before the refugees, such as free access to highways and better services for medical treatment. This
happens for land value as well. The land which refugees gather at becomes populated, resulting in the increase of land
prices, which is another disadvantage for residents who had been there from before. On the other hand, land value of lands
that are vacant due to the evacuation of the people decrease.
As a country that deeply values equity between the people, these disparities cause conflicts, or cause the refugees to feel
uncomfortable in the new environment.)
