The judicial system in Turkey consists of general law courts, specialized heavy penal courts, military courts, and three high courts - the Constitutional Court as the highest court, the Court of Cassation which hears criminal appeals, and the Council of State which hears administrative appeals. Most cases are prosecuted in the general law courts which include civil, administrative, and criminal courts.
