Russia is one of the most popular countries for international adoption but also one of the most difficult due to many requirements. There are over 700,000 Russian children without biological parents due to declining economic and health conditions. Russia began questioning adoption policies after a mistreated child was found in the US, threatening to ban US adoptions. The Hague Convention established international standards for adoptions but Russia has not yet signed.
