Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

de drugsleveranciers in Suriname
betaald. Deze witwaspraktijk heeft
zeker US$2 miljoen opgebracht. Het

overheden er wat aan doen? In dit artikel zullen achtergronden worden gegeven over de risico's en de methoden die voorkomen bij het witwassen van geld. Bij “witwassen” gaat
het niet alleen om opbrengsten uit drugshandel, maar ook om brengsten uit andere illegale activiteiten.

het hier illegale activiteiten betreft
waarover geen statistieken bijgehouden
kunnen worden.

De term zwart geld verwijst naar opbrengsten die direct traceerbaar zijn naar de illegale activiteit waaruit ze zijn verkregen.
Zwart geld is lastig of niet te gebruiken,
omdat men niet kan aantonen dat de bron
van dit geld legaal is. Heel vaak gaat het
ook om grote bedragen in contanten en in
kleine coupures.
Het proces van geld witwassen
Het witwassen van geld kan op verschillende
manieren gebeuren, maar het doorloopt altijd
de volgende drie fasen:
1. Plaatsing: In deze fase worden de illegaal
verkregen opbrengsten geïntroduceerd in
het financiële circuit. Vaak gaat het om
grote hoeveelheden geld in contanten.
2. Versluiering: In deze fase wordt een
opeenvolging van soms complexe financiële transacties uitgevoerd om de oorsprong van het illegale geld te verbergen.
3. Integratie: In deze fase wordt het geld
weer geïntroduceerd in de economie alsof
het legaal verkregen geld betreft.
Witwassers zijn creatief en gebruiken verschillende methoden om geld wit te wassen, die
variëren van het storten van kleine bedragen
op meerdere bankrekeningen tot de koop en
verkoop van luxe goederen zoals antiek, juwelen, tweedehandse auto's en onroerend goed.
Het witwassen van geld gaat gepaard met
kosten, maar het gaat de crimineel bij het witwassen niet om het maken van winst, maar
puur om het verbergen van de bron.
Twee bekende methoden van
witwassen
De Black Market Peso Exchange methode
komt oorspronkelijk uit Colombia. Een
Colombiaans kartel verkoopt drugs op de
Amerikaanse markt tegen dollars. Deze dollars
willen ze witwassen en dat gebeurt met de hulp
van een Colombiaanse 'peso makelaar'. De
'peso makelaar' geeft het kartel peso's in ruil
voor de dollars en laat deze dollars op een
Amerikaanse
bankrekening
storten.
Vervolgens worden deze dollars aangeboden
aan een Colombiaanse zakenman die goederen
wil importeren vanuit Amerika en daarvoor
dollars nodig heeft. De 'peso makelaar'
gebruikt de peso's van de zakenman om het
kartel te betalen. Op deze manier verlaat het
geld het land van herkomst niet. De zakenman
is zich er niet van bewust dat de dollars die hij
koopt, verkregen zijn met drugshandel. Hij
koopt dollars bij een 'peso makelaar' omdat
Colombia restricties heeft op het wisselen van
peso's in dollars.
Casino's zijn een goede plek om geld wit te
wassen. De crimineel gaat naar een casino en
wisselt een groot bedrag om voor fiches. Hij
speelt een poosje en wint of verliest misschien
een beetje en gaat vervolgens met zijn fiches
naar de kassa om een cheque uit te laten schrijven. Zijn contante geld is nu omgewisseld
tegen een cheque van het casino en deze kan
hij makkelijk storten bij een bank als winst van
een avond blackjack. Bij grote casinoketens is
het ook mogelijk om een cheque te laten
uitschrijven die bij een ander casino in een
andere stad of zelfs in een ander land geïnd
kan worden.
Als de eigenaar van een casino geld wil witwassen, kan hij de illegale opbrengsten
bijschrijven bij de bedrijfsopbrengsten en kan
er in één keer een grote hoeveelheid geld worden witgewassen.
Casino's zijn in veel landen verplicht om, net
als banken, verdachte transacties te rapporteren.
De risico's
Witwassen van illegaal geld brengt verschillende risico's met zich mee.

Daarom is het belangrijk dat een
overheid wetten maakt om witwassen tegen te gaan. Het succesvol
witwassen van geld betekent dat
criminelen hun opbrengsten kunnen
gebruiken voor de aankoop van
goederen. Dit kan criminelen stimuleren om door te gaan met hun
activiteiten en zou kunnen leiden tot
meer drugs op straat, frauduleuze
handelingen, verduistering bij
ondernemingen (met als gevolg faillissementen en meer werkeloosheid)
en verharding van de criminaliteit.
Dit komt door justitiële autoriteiten
die niet genoeg capaciteit hebben om
de criminaliteit aan te pakken.

Terrorisme en witwassen
Ontwikkelingslanden dragen vaak
de gevolgen van witwassen, omdat
de overheden nog bezig zijn met het
ontwikkelen van regelgeving voor de
nieuwe private financiële sector.
Geld witwassen kan leiden tot
foutieve conclusies bij het opstellen
van het economische beleid, omdat
zwart geld bepaalde sectoren kunstmatig financieel interessant doet
lijken. Grote hoeveelheden zwart
geld dat in bepaalde economische
sectoren worden gepompt, kan een
valse vraag creëren waarop beleidsmakers het beleid aanpassen. Mocht
het zo zijn dat het witwasproces een
punt bereikt waarbij justitie interesse
krijgt in de sector en onderzoek gaat
doen, dan zullen de cri-minelen het
zwarte geld niet meer in die sector
investeren en zal zonder enige
economische wetmatigheid de sector
plotseling niet meer economisch
interessant zijn.
Een ander gevolg op kleinere schaal,
dat het midden- en kleinbedrijf beïnvloedt, is het feit dat over zwart geld
geen belasting wordt betaald met als
gevolg dat inwoners van een land
meer belasting moeten betalen om
dit verlies te compenseren. Een zakenman die legaal zaken doet, kan
niet concurreren met een crimineel
die geld aan het witwassen is. Zoals
gezegd gaat het bij witwassen niet
om winst maken en daardoor is de
crimineel in staat om een bepaald
product of service goedkoper of zelfs
beneden de kostprijs aan te bieden.
Het merendeel van de onderzoeken
naar witwassen richt zich op twee
witwas-industrieën,
te
weten
drugshandel en terroristische organisaties. Het resultaat van succesvol
geld witwassen is duidelijk: meer
drugs, meer criminaliteit en meer
geweld. Het verband tussen witwassen en terrorisme is iets complexer, maar speelt een belangrijke
rol in de ontwikkeling van een terroristische organisatie. Mensen die
een terroristische organisatie steunen, zullen dit anoniem willen doen.
Ook zullen terroristen geen wapens,
vliegtickets en ander materiaal aanschaffen met een creditcard. Het geld
dat terroristen gebruiken voor hun
activiteiten is vaak legaal, maar terroristen maken gebruik van witwastechnieken om ervoor te zorgen
dat het geld niet naar hen traceerbaar
is. Het verstoren van het witwasproces zal criminaliteit en terrorisme
helpen verminderen.
