  1. Govt has not been smart at procuring in the IT space - visual example of large contracts and suppliers Do you want to let the trad tech companies keep getting that by default. Why I care, why you should care We know our processes suck. We know they aren’t getting us the the palce we need and that the results don’t work for Canadians Governments are changing UK example - digital marketplace slide. In UK £1.7bn of spend on digital and tech now goes through digital marketplace - 56% of that spend goes to small and medium businesses. Canada is learning from that. First competition just launched [ask Jaimie for details]. Leading to reguarly exposing govt problems looking for digital solutions, procuring in an agile way, based on results not contracts. Assuming working in the open, so that neither party is locked in. Opportunity to be involved with real value creation. Govt has to stop thinking we have all the answers. We want you to be part of that market.
  2. If govt can do this differently - then all large institutions can do it differently. Not to mention provincial governments.
  3. Work on things that matter.
  4. Proposed approach would leverage agile procurement for digital services to enhance the usability of the open by default pilot on Open.Canada.ca. Key elements of the approach: Challenge-based – Open ended challenge based on usability and innovation Highly competitive - SMEs across Canada eligible; remote participation Prize – Winner will receive a prize on the day of the selection and a contract to implement the solution Fast – Accelerated timelines with very quick contract award Webinar – Participatory Q&A session during solicitation Open evaluation – Dragons’ Den with external experts Open source code – Setting new precedent on IP & licensing
