The Legal Committee, also referred to as the Sixth Committee, is one of six major
committees in the United Nations General Assembly (GA). The general Assembly is
one of the main policy-making bodies in the UN, and the Legal Committee is
responsible for dealing with the delicate issue of International Law that includes a
number of areas including human rights, economic and social development,
international security, and issues dealing with United Nations Organizations
(UNO’s).
International Law is grounded in the ideas of natural law. These laws are those that
are accepted by the general population as morally sound. International Law
endures regime changes and helps ensure justice no matter what the political
atmosphere is. In times of changing political climates, it can thus serve as a bridge
for shifting understandings of legality. War crimes and “crimes against humanity”
are examples of injustices that international law has addressed in the past.1
The topics that the Sixth Committee deals with are thus highly interdisciplinary,
and both of this year’s topics are no exception to this. The Sixth Committee thus
works closely with other General Assembly committees and policy groups to
recommend legislation and solutions.

Mexico has revamped its competition framework by passing a new Competition Bill. Some of the major changes introduced by the bill include empowering the competition authorities (COFECE and IFT) to remove barriers, determine essential facilities, and order divestment of assets. It also establishes specialized courts to handle competition cases and gives competition authorities expanded investigation and prosecution powers, such as longer dawn raid periods. Additionally, the bill codifies the essential facilities doctrine and allows the government to set maximum prices for certain goods.

These amendments to Mexican reorganization and bankruptcy law seek to strengthen the rights of debtors and creditors through new legal concepts that promote more efficient proceedings. Specifically, the amendments aim to 1) avoid indefinite trials like the "Mexicana de Aviación" case, 2) maximize the preservation of companies through "emergency" credits and asset disposal provisions, and 3) adapt the law to current complex business relationships. Key changes include reduced requirements for reorganization, modified bankruptcy settlement agreements, electronic signatures, consolidated proceedings for corporate groups, and increased criminal liability for debtors.

- Mexico has vast oil and natural gas reserves, including unconventional resources like shale, but Pemex lacks the technology and experience to fully tap these reserves. Bringing in international oil companies could help Mexico increase production and improve energy security.
- Mexico currently imports refined fuels like gasoline and liquefied natural gas due to insufficient domestic refining and transportation infrastructure, making it vulnerable. The energy reform aims to attract private investment to boost production and processing.
- The reform will not privatize Pemex or allow private ownership of hydrocarbons in the ground, but may permit partnerships where private companies conduct exploration and production activities under new contract terms. This could incentivize more domestic and foreign private investment and technology transfer

This document provides information about an international legal research group organized by ELSA (European Law Students' Association) on the topic of freedom of expression and protection of journalistic sources. It summarizes that protection of sources is crucial for press freedom and informs the public, but sources may be deterred if not protected. The research group involved law students from 28 countries researching their nation's laws on this topic. The report aims to shed light on violations of these principles and how countries can improve legal protection of journalistic sources.
The national legislation of Albania provides protection of journalists' right to not disclose their sources of information. This protection is construed in several laws and the Constitution. The Constitution guarantees freedom of the press, radio and television. The Press Law of 1993 and the Law on Public and Private Radio and Television of 1998 also aim to protect journalists. However, the legal framework is still being reformed to meet European standards. While journalists have protection, their right is not absolute - legislation allows for balancing protection of sources with overriding public interests in certain situations, such as criminal proceedings. The protection aims to ensure confidentiality of sources so they are not deterred from providing information to journalists on matters of public interest.

This thesis examines access to justice for Roma EU citizens facing discrimination that undermines their free movement rights. It analyzes the legal framework protecting Roma from discrimination under EU law, including the Charter of Fundamental Rights, EU citizenship provisions, anti-discrimination directives, and free movement rights. It then assesses available means of judicial protection at the EU level, such as preliminary rulings, infringement procedures, and the role of equality bodies. The thesis uses the 2010 French expulsions of Roma as a case study to demonstrate challenges and advantages of existing enforcement mechanisms. The main hypothesis is that discrimination of Roma by Member States jeopardizes their free movement, though restrictions may formally comply with EU law, their discriminatory application
This document is a master's thesis that examines the EU-Turkey agreement on refugees as the result of a bargaining process. The thesis investigates the relationship between the EU and Turkey and analyzes negotiations between the two parties. It applies bargaining theory to determine if the final agreement can be explained as the outcome of a bargaining process. Key elements of bargaining such as differences in interests, interdependence, bargaining power, and characteristics of the negotiation are discussed. The findings indicate that the EU-Turkey agreement can be viewed as the result of a bargaining process between the parties.

This document discusses solidarity in the Common European Asylum System (CEAS) and identifies deficits in solidarity practices since 2014. It analyzes existing mechanisms to invoke solidarity, such as the Dublin system and Temporary Protection Directive. The mass arrival of migrants to Europe since 2014 revealed examples where member states lacked solidarity. The document explores improving solidarity through CEAS reforms, including proposals to recast the Dublin Regulation with relocation quotas and other responsibility-sharing measures. The rule of law dialogue: five ideas for future EU presidenciesLibertiesEU
Key recommendations:
• Increase the amount of time available for the dialogue and/or consider making more of available time by splitting Member States into smaller working groups chosen by lot;
• Choose a thematic focus for each dialogue. Use the dialogue to identify challenges faced by Mem- ber States within the thematic focus by reference to the ndings of existing monitoring mecha- nisms (UN, Council of Europe, EU Fundamental Rights Agency) and examine how the national rule of law infrastructure (judiciary, NHRIs, media, civil society) is contributing to upholding the rule of law in this area;
• Involve the national rule of law infrastructure and regional and international human rights bodies in a seminar preparatory to the dialogue;
• Ensure a genuine exchange of views during the dialogue by stimulating Member States to ask questions, o er good practice solutions and make recommendations to be taken on by their peers;
• Facilitate implementation of recommendations by establishing/identifying a rule of law fund to support the rule of law infrastructure, o er technical assistance to Member States, and require Member States to report back on implementation of recommendations.
The ILRC 2014 Annual Report is here! As the ILRC moves into its 15th year, it seems appropriate to take a moment to revisit not only the past year, but the past decade and a half, both to assess past accomplishments and the achievement of future goals.
The ILRC was founded in 1999, following a series of conversations I [Timothy Dickinson] had with UNDP Resident Representatives and the realization that ABA members throughout the world were not only providing technical legal assistance in areas such as Eastern Europe, but were enthusiastic to do even more such work worldwide. This dovetailed well with UNDP’s recognition that, to advance its primary goal of the eradication of poverty, advancement of democratic governance was imperative. The leadership of the ABA, along with then UNDP Administrator Mark Malloch Brown, soon entered into the Project Cooperation Agreement in October 1999, and the “ABA-UNDP Legal Resource Unit” (later to be renamed the ILRC) officially opened its “doors” for business in December 1999, heralding a new era of cooperation between our institutions to achieve common goals.
As we take a look back to provide context for the future, we have much to celebrate! To date, we have carried out over 300 projects worldwide, including a large number of projects relating to the kinds of governance issues that we might have anticipated, such as constitutional reform, access to justice, criminal law reform, mainstreaming human rights and institutional capacity building. But in addition to these more traditional areas, we’ve also been able to help in even more specialized areas of law, such as tax reform, compliance with international treaties, HIV/AIDS legislation, transparency and the list goes on. What is particularly noteworthy in reviewing this exhaustive list is the breadth of what the collaboration between the ABA and UNDP has addressed. Please join me in reviewing this annual report of our recent projects and highlights. We hope that this may inspire those interested in our work to participate. The ILRC is always open to new members. Interested junior and senior experts can e-mail Christina Heid at Christina.Heid@americanbar.org. To learn more, please visit the ILRC website.
