Why the term Satellite Accounts?
– National Accounts provides flexibility for extensions
– Satellite Accounts are extensions to National Accounts
– One such facility is alternative grouping of classifications:
• Tourism industry is defined according to the status of
consumer
• Therefore, not separately visible in the standard list of
industries
• But, its contribution is implicitly included in national
accounts
• The satellite accounts puts together information on tourism
activity included under different industries in national
accounts and presents it in the form of TSA


Concepts and definitions of TSA
Comprise accounts in the form of Tables and Aggregates
• Tables:
• Product-wise expenditures of tourists
• Industries producing outputs to cater to these
expenditures
• Value added generated by the industries to meet
tourism expenditures
• Employment and investment associated with tourism
industries
• Expenditures of government on tourism
• Associated information on non-monetary indicators

Concepts and definitions of TSA (2)
– Visitor
• A traveller taking a trip to a main destination outside his/her
usual environment, for less than a year, for any main purpose
(business, leisure or other personal purpose) other than to be
employed in the country or place visited.

– Classes of visitors
• Tourists (overnight visitors)
• Excursionists (same-day visitors)

– Forms of tourism
• Domestic, Inbound, Outbound

Experience sharing with Australian Bureau of
Statistics
• As part of ToRs for the TSA Study, a team comprising
ADG, MOT and two researchers from NCAER visited
ABS during 10-14 September, 2012
• The team looked at the way TSA of Australia is
compiled and presented India’s preliminary tables
• There was appreciation from ABS to the manner in
which India’s TSA has been compiled



Visit to ABS (2)
Few action points for incorporation in India’s TSA from the visit
are:
• Imputed costs to households on accounts of tourists staying
with them
• Non-market services to be adjusted only for the part of
tourists
• Compilation of a table on direct tourism employment
• Examine the possibility of compiling a bridge table between
balance of payments data on tourism surveys’ data
• Employment multipliers could be calculated by using labour
coefficients
