Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

1. VALABILITATEA BILETULUI DE TRIMITERE PENTRU
INVESTIGATII PARACLINICE
Asiguratii beneficiaza de investigatii medicale paraclinice (analize de laborator, radiologie, imagistica,
medicina nucleara si explorari functionale) in baza biletului de trimitere eliberat de catre medicul de familie sau
mediul specialist, dupa caz.
Casele de asigurari de sanatate deconteaza furnizorilor de servicii medicale paraclinice cu care au incheiat
contracte contravaloarea serviciilor medicale paraclinice acordate asiguratilor, indiferent de casa de asigurari de
sanatate la care este luat in evidenta asiguratul, cu conditia ca medicul care a eliberat biletul de trimitere sa se
afle in relatie contractuala cu aceeasi casa de asigurari de sanatate cu care se afla in relatie contractuala
furnizorul de servicii medicale paraclinice.
.
Biletul de trimitere pentru investigatiile paraclinice este formular cu regim special, unic pe tara, care se
intocmeste in doua exemplare si are o valabilitate de maximum 30 de zile calendaristice de la data emiterii.
Prin exceptie, biletele de trimitere pentru efectuarea de investigatii paraclinice specifice pentru afectiunile
cuprinse in unele programe nationale de sanatate: diabetul si bolile de nutritie, precum si cele pentru afectiunile
oncologice, au valabilitate de pana la 90 de zile calendaristice.
Pentru celelalte boli cronice, valabilitatea biletului de trimitere pentru investigatii paraclinice specifice este de
pana la 60 zile calendaristice.
Biletul de trimitere pentru investigatii paraclinice - examinari histopatologice si citologice are termen de
valabilitate 90 de zile calendaristice.
Biletul de trimitere pentru investigatii paraclinice recomandate de medicul de familie/medicul de specialitate
din ambulatoriu, care are evidentiat „management de caz”, are o valabilitate de 90 zile calendaristice.
In situatia in care, din motive obiective, investigatiile nu au putut fi efectuate la momentul prezentarii,
furnizorul de servicii medicale paraclinice are obligatia de a-l programa in perioada de valabilitate a biletului de
trimitere, consemnand pe verso-ul exemplarului de bilet de trimitere data prezentarii pentru programare si data
programarii, semnatura si stampila furnizorului; daca asiguratul refuza programarea, furnizorul va restitui
asiguratului biletul de trimitere pentru ca acesta sa se poata prezenta la alt furnizor de investigatii medicale
paraclinice.
La momentul prezentarii la furnizorul de investigatii paraclinice din ambulatoriu pentru efectuarea
investigatiilor, asiguratul va declara pe proprie raspundere pe verso-ul biletului de trimitere, ca a fost sau nu
internat pe perioada de la data eliberarii biletului de trimitere pana la data efectuarii investigatiilor.
Daca in perioada de valabilitate a biletului de trimitere pentru investigatii medicale paraclinice un asigurat
se interneaza in spital fara ca investigatiile recomandate sa fie efectuate in ambulatoriu anterior internarii,
biletul de trimitere isi pierde valabilitatea, cu exceptia biletelor de trimitere pentru investigatii medicale
paraclinice de inalta performanta daca acestea nu au fost efectuate in timpul spitalizarii, cu reconfirmarea pe
biletul de trimitere a necesitatii efectuarii acestor investigatii de catre medicul care a facut trimiterea.
Investigatiile medicale paraclinice efectuate unui asigurat in ambulatoriu pe perioada in care acesta a fost
internat precum si in perioada de la data externarii pana la data expirarii termenului de valabilitate a biletului de
trimitere nu se deconteaza de casa de asigurari de sanatate sau daca acestea au fost decontate se recupereaza de
la furnizorul de investigatii medicale paraclinice - daca pe verso-ul biletului de trimitere nu este consemnata
declaratia asiguratului cu exceptia investigatiilor medicale paraclinice de inalta performanta daca acestea nu au
fost efectuate in timpul spitalizarii, cu reconfirmarea pe biletul de trimitere a necesitatii efectuarii acestor
investigatii de catre medicul care a facut trimiterea.
In situatia in care casa de asigurari de sanatate constata ca, pe perioada de valabilitate a biletului de
trimitere pentru investigatii medicale paraclinice, asiguratul a fost internat intr-un spital si declaratia pe proprie
raspundere consemnata pe verso-ul biletului de trimitere este contrara celor constatate, prejudiciul se
recupereaza de la asigurat.
In situatia in care, casa de asigurari de sanatate constata ca, la data recoltarii probei/probelor pentru examinari
histopatologice /citologice la nivelul laboratorului sau de catre medicul de specialitate din ambulatoriul clinic,
asiguratul a fost internat intr-un spital si declaratia pe proprie raspundere este contrara celor constatate,
prejudiciul se recupereaza de la asigurat.
Este interzisa inlocuirea sau adaugarea altor investigatii paraclinice pe biletul de trimitere prin completarea
acestuia la nivelul laboratorului/punctului de lucru.
2. Serviciile de inalta performanta (RMN, CT, scintigrafie si angiografie) se acorda in baza biletului de
trimitere pentru investigatii medicale paraclinice de inalta performanta care se intocmeste in 2 exemplare, din
care unul ramane la medicul care a facut trimiterea si unul la furnizorul care a efectuat serviciul/serviciile de
inalta performanta, pe care il va prezenta casei de asigurari de sanatate doar la solicitarea acesteia. Biletul de
trimitere pentru investigatii medicale paraclinice este formular cu regim special, unic pe tara si are valabilitate
90 de zile.
Contravaloarea serviciilor medicale paraclinice care nu se regasesc in Lista investigatiilor paraclinice se
suporta de catre asigurati la tarifele stabilite de furnizori si afisate la cabinetul/laboratorul medical, pentru care
se elibereaza documentul fiscal, conform prevederilor legale in vigoare, cu indicarea serviciului prestat.
Pacientii din statele membre ale Uniunii Europene/Spatiului Economic European/Confederatiei Elvetiene,
titulari de card european de asigurari sociale de sanatate, in perioada de valabilitate a cardului, beneficiaza in
ambulatoriul de specialitate pentru specialitatile paraclinice, de serviciile medicale prevazute in Lista de
investigatii paraclinice, pe baza biletelor de trimitere pentru investigatii medicale paraclinice eliberate de

Pacientii din statele membre ale Uniunii Europene/Spatiului Economic European/Confederatiei Elvetiene,
beneficiari ai formularelor/documentelor europene emise in baza Regulamentului CE nr. 883 al Parlamentului
European si al Consiliului din 29 aprilie 2004 privind coordonarea sistemelor de securitate sociala, beneficiaza
in ambulatoriul de specialitate pentru specialitatile paraclinice, de serviciile medicale prevazute in Lista de
servicii paraclinice. Furnizorii de servicii medicale in asistenta medicala ambulatorie de specialitate acorda
servicii medicale numai pe baza biletului de trimitere in aceleasi conditii ca si persoanelor asigurate in cadrul
sistemului de asigurari sociale de sanatate din Romania, cu exceptia situatiei in care pacientii respectivi
beneficiaza de servicii medicale programate acordate cu autorizarea prealabila a institutiilor competente din
statele membre ale Uniunii Europene/Spatiului Economic European/Confederatiei Elvetiene.
Pacientii din statele cu care Romania a incheiat acorduri, intelegeri, conventii sau protocoale internationale
cu prevederi in domeniul sanatatii, beneficiaza in ambulatoriul de specialitate pentru specialitatile paraclinice,
de serviciile medicale prevazute in Lista de investigatii paraclinice in conditiile prevazute de respectivele
documente internationale.
