The Vice Chair called the meeting to order at 3:01.
HB1903 was laid over.
The Vice Chair recognized Rep. Roberts for HB1458.
HB1458 by
Rep. Perryman asked about limits on 30 day hold periods.
Rep. Roberts stated that his intention was to create a single 30 day hold.
Rep. Perryman asked to what contracts the bill referred.
Rep. Roberts expanded that it would be a contract between the buyer and seller
The Vice Chair recognized Rep. Strohm for questions.
Strohm stated that page two of the bill “gives the impression that there are an unlimited numbers
of 30 day periods”.
Roberts suggested modifying the bill.

Chair explained that the bill make filing for unemployment more user friendly and allows for
immediate filing in case of misconduct and prevents costly mistakes.
Vice Chair recognized Perryman
Perryman asked if there was approval from the Oklahoma Security Commission.
Chair explained that the bill is supported by the ACLU and all the chambers.

McDaniel explained that the bill is a technical cleanup bill in regards to the University of
Oklahoma at special tax lawyers’ request.
The bill received a do pass recommendation and received a vote of 10 to 0.
The Vice Chair recognized that HB1052 is PCS and a working draft.
Chair explained that there were constitutional issues on separation of powers. Changes members
of the state pension commission allowing the Labor Commissioner to serve on the board, giving
the Governor one more appointment and made the Senate and House members non-voting.
The bill received a do pass recommendation and received a vote of 9 to 1.
The Vice Chair recognized HB1053 as a working draft and recognized the Chair to explain.
Chair explained that the emergency clause is the only change
Rep. Perryman was recognized for a question.
Rep. Perryman asked if all changes were related to IRS.
Chair affirmed.
Perryman stated that there are “five changes of substance and they’re not germane to each other”.
Executive Director of the Law Enforcement Retirement System Ginger Poplin was recognized
by the Chair to speak.
Poplin agreed that the five changes are needed.
Perryman was recognized by the Chair.
Rep. Perryman asked if the changes were acceptable to the retirement system.
Poplin affirmed.
The bill received a do pass recommendation and received a vote of 10 to 0.
The Chair recognized that HB1584 had a Proposed Committee Substitute working draft and that
the bill would be laid over.
