前言
China’s national strategy of “One Belt and One Road” calls for strengthening the functions
of Guangzhou and Shanghai airports as international hubs.
Baiyun International Airport is a strategic resource of Guangzhou and the airport economy
is an integral part of Guangzhou’s efforts of building the international shipping center
and logistics center, trading center and modern financial service system. Guangzhou
will accelerate the construction of the high standard international hub airport and airport
economic demonstration area and develop the new engine of economic growth of
Guangzhou.

广州空港经济区位于广州中北部，流溪河蜿蜒

场座落其中，截至 2015 年底，在白云国际机
场开展基地化运作的航空公司包括南航、国
航、深航、海航、九元航空 5 家企业；同时有
83 家国内航空公司和 44 家国外航空公司运营
300 多条航线（其中国际航线 136 条），实现
旅客吞吐量 5521 万人次，货邮吞吐 154 万吨。
Guangzhou Baiyun International Airport, one
of the three international hubs of China, is
located in GADD. By the end of 2015, five
enterprises, namely China Southern Airlines,
Air China, Shenzhen Airlines, Hainan
Airlines and 9 Air Co. Ltd., have started
base operation at the airport. Meanwhile, 83
domestic airlines and 44 overseas airlines
operated a total of more than 300 air routes
(including 136 international ones), and
realized passenger throughput of 55.21
million and cargo throughput 1.54 million
tons.

广州白云机场综合保税区总规划面积 7.385 平方公里，分为北区、中区和南
区 3 个片区，区域内全面复制自贸区先行先试相关政策：
综保区内企业可享受保税、免税、退税及外汇管理相关政策；
集口岸、进出口商品展示、进出口贸易、保税仓储与物流、保税加工等功能
于一身，可开展跨境电商、融资租赁等新型保税业务。
北区：一期围网面积 0.468 平方公里。区内网外已进驻中国移动通信集团广
东有限公司、浙江淘宝供应链管理有限公司、广东中烟工业有限责任公司、
华润广东医药集团有限公司、国药物流有限公司等企业。
中区：紧临白云机场跑道。一期围网面积 0.537 平方公里。现已进驻 DHL、
顺丰速运、中国免税品集团、中外运等 200 多家企业。
南区：一期围网面积 0.64 平方公里，已完成土地储备及封关验收。
The planned area of Guangzhou Baiyun
Airhub Bonded Area measures 7.385 square
kilometers and is divided into three sections:
the north, central and south section. The
bonded area adopts the same pioneering
and pilot policies as those of the free trade
zone.
The enterprises in the bonded area will
enjoy the preferential policies related to
bonded goods, tax exemption, tax refunding
and foreign exchange management.
Integrating the functions of the port of
entry, imported and exported commodity
exhibition, import and export, bonded
warehousing and logistics and bonded
processing, it is good for developing the
cross-border e-commerce, financial leasing,
and other new bonded businesses.
North section: Planned area for Phase I
measures 0.468 square kilometers. China
Mobile Group Guangdong Co., Ltd., Zhejiang
Taobao Supply Chain Management Co. Ltd.,
China Tobacco Guangdong Industrial Co.

Area Phase I, which is fully enclosed by a perimeter fence subject to customs
control and has passed national acceptance inspection.

by Guangdong Airport Authority and managed and operated by FedEx.
The transfer center will offer the overnight delivery services (the next
business day) for 20 major cities and connect these cities with more than
220 countries and regions through the global network of FedEx. It can sort
35,000 parcels and documents per hour.

GAMECO 飞机维修基地是由广州飞机维修工程有限公司
（南航股份、和记黄埔（中国）有限公司共同控股）投资
建设。南航既是其股东，又是主要客户，主要可提供翻新
及附件维修服务。
项目占地约 600 亩，已建有滑行 / 拖机道、飞机维修机坪，
一期、二期机库 ( 共可同时容纳 20 架窄体机 )；项目三期
将建设飞机维修机库、附件维修中心厂房、复合材料维修
中心。
GAMECO Aircraft Maintenance base is invested by Guangzhou Aircraft Maintenance &
Engineering Company Limited (GAMECO) (jointly held by Southern Airlines and Hutchison
Whampoa Limited). Southern Airlines is both shareholder and key client. The base mainly
offers the refurbishment and component maintenance services.
The project covers an area of 600 mu (40 hectares) and has completed the construction
of the taxiway/towing path, aircraft maintenance apron, Phase I &II hangars (can house 20
narrow-body aircrafts simultaneously in total). Phase III will complete construction of the
aircraft maintenance hangar, component maintenance center workshops and composite
material maintenance center.

Planned area of the Phase I is about 2,000 mu (about 133.33 hectares). The east
section, 928 mu (about 61.87 hectares) in total, has completed the land acquisition
and reserve. The projects mainly include nine functions: aviation technology industrial
park, aviation information R&D base, aviation enterprise headquarters, aviation
commerce, trade and financial CBD, Asian aviation material trading & logistics
distribution center, international aviation industry training base, culture and media
industrial base, aviation call center and others.
新科宇航飞机维修基地是由广州新科宇航科技有限公司（广东省机场管理集团有限公司和全球最
大的第三方飞机维修公司新加坡科技宇航的中外合资企业）投资建设，专为国内外航空公司提供
飞机维护、大修和改装服务，包括 B747 的客机改货机，以及 A380 的维修检查、相关零部件的
制造维修等。
项目一期占地 480 亩，将建设 G1、G2 两个飞机维修库及维修机坪、滑行道和动力站、办公区
等配套设施；其中 G1 机库占地 20 亩，已于 2014 年 3 月建成运营，共可容纳 4 架窄体飞机；
G2 机库占地 110 亩，现已于 2015 年 4 月动工，计划 2016 年竣工。
STAG aircraft maintenance base is invested by ST Aerospace Guangzhou Aero-Technologies
& Engineering Co. Ltd. (a joint venture of Guangdong Airport Authority and Singapore
Technologies Aerospace – the world’s largest third-party aircraft maintenance company). It
specializes in aircraft maintenance, overhaul and refurbishment services for domestic and
overseas airline companies, including refurbishing B747 airliner into the cargo aircraft and
A380 maintenance, overhaul, manufacturing and maintenance of relevant spare parts.
Phase I covers an area of 480 mu (32 hectares) and will develop G1 and G2 aircraft hangars
and maintenance apron, taxiway and power house, and offices and other supporting
facilities. G1 hangar covers an area of 20 mu (about 1.33 hectares) and was completed in
March 2014. It can house four narrow-body aircrafts. G2 hangar covers an area of 110 mu
(about 7.33 hectares). Construction started in April 2015 and is scheduled to complete in
2016.
