Robert V. Pierson is being awarded the Coast Guard Achievement Medal (Gold Star in Lieu of a Second) for his superior performance as a Boat Forces Standardization Team Member from 2006 to 2010. During this time, he conducted 30 standardization assessments, inspected 90 boats, and trained 750 people, demonstrating his expertise on multi-mission platforms. He also co-developed the initial Tactics Standardization Team and created several web-based systems to track unit assessment data, which helped the Coast Guard meet increased homeland security requirements and maximize efficiency.

Petty Officer PIERSON is cited for superior performance of duty while serving as a Boat Forces Standardization Team
Member at Boat Forces and Cutter Operutions Training Branch, Coast Guard Training Center Yorktown, Virginia from July
2006 to June 2010. Petty Officer PIERSON conducted 30 standardizstion assessments inspecting 90 boats and trained 750
people, distinguishing himself as the Coast Guard's subject matter expert on multi rnission platforms. His superior technical
knowledge and meticulous attention to detail ensured each platform was fully mission capable. Petty Officer PIERSON co-
dcvelopcd and seryed on thc initial Tactics Standardization Tcam, a groundbreaking initiative to conduct mission bascd
assessments of the Coast Guardns Ports, Waterways, and Coastal Security mission. His direct efforts led to the Coast Guard's
ability to meet the increased Department of Homeland Security anti-terrorism and force protection requirements.
Recognizing the need to centrally track unit assessment data, he created the web-based Quick-Assist Program, a Web
Subscription Email System, and the Standardization Training and Assessment Reporting System. The Standardization
Training and Assessment Reporting System has been adapted as a tcmplate program for Coast Guard wide inspection,
scheduling, and data capture. These real-time information sharing capabilities effectively captured lessons learned, clarified
policy, promoted {ield-tested best practices, substanfialty increased the standardization team's responsiveness, ensured
compliance with the most current policy, and maximized unit efficiency Coast Guard wide. Petty Officer PIERSON's
diligence, perueverance, and devotion to duty are most heartily comrnended and are in keeping with the highest traditions of
the United States Coast Guard.
