Introduction to HITRANS and our partners.
This slide also provides a good introduction to the scale of this region and the challenges it faces in getting goods to market, doing business and accessing services that people elsewhere take for granted. The map of Scotland shows these geographical and topographical challenges
The farther communities are from the main economic centres in terms of distance and cost of travel, the greater the constraint on their being able to share in the prosperity of the rest of the country and across Europe.
Within the H+I we have the most remote communities of varying sizes in the UK with unique challenges and opportunities. (expand map to show the islands of Coll Tiree WI Orkney (cost and time to cities, frequency and overnight stay issue), then a follow up with Campbeltown, Skye, and Wick and Thurso (distance), then Inverness relative to Aberdeen, Glasgow and Edinburgh (time)). Comment – not by chance that the east coast with its superior transport network has flourished relative to its west coast comparators

Our core vision as outlined in the recently completed Regional Transport Strategy is to “Enhance the region’s VIABILITY” with the Objective being to improve the INTERCONNECTIVITY of the Highlands and Islands to strategic destinations which is translated in more meaningful language as improving our transport services and infrastructure.
Al this leads us to the Primary Outcome of the work which is Economic and is “to enable the Highlands and Islands to compete and grow”
Many of the challenges faced by the Highlands and Islands are shared with other rural parts of Scotland such as Dumfries and Galloway. We need to have sustainbale access opportunities in relation to:
Employment and economic activity
Typically people in rural areas have to travel longer distances to get to work.
The GVA of the Highlands and Islands sits at 80% of the Scottish average so we need to address a low pay issue.
Getting goods produced in the Highlands and Islands to market is costly and the nature of our goods mean we can often ill afford the delays caused by a creaking transport network. We could highlight the example picked up in our Ferry Origin and Destination exercise where a Lewis based haulier suggested that ??%of the cost of transporting a load of gods to Belgium was the cost of crossing the minch. This area is one that we believe has been addressed by the introduction of RET removing a key barrier to the competitiveness of a significant part of our region.
Education
Including higher education where we could highlight the lack of higher education opportunities and the importance of UHI in our long term planning. This provides a real opportunity to keep our talented young people in the region and help develop the economy.
Even within the region though students face the same difficulties accessing educcation establishments as commuters do accessing workplaces. This is an area where UHI has been innovative in pioneering distance learning and the utilisation of telecommunications to limit the need for trave. This is very important as we try to cut our carbon output.
Health
The nature of the region with its sparse population mean people have to travel further to access healthcare services.
Mention need to work together to ensure good practice in making patient appointments and including public transport in the planning of appointments. Mention too the good work of the CT sector and the need to ensure they are properly reimbursed by the NHS for the service they provide.
I think it is worth mentioning the Scottish Ambulance Service impacts on the Orkney and Shetland PSO as a bad example of the public sector failing to work collectively for the greater good.
