GOVT REJECTS CRITICISM AGAINST
AGNIPATH, ISSUES CLARIFICATION
Central govt has increased age limit for recruitment this year, youth up to 23
years of age will be able to apply and also issued a clarification, asserting that not
only new model will bring in new capabilities to armed forces but will also open
up avenues for youth in pvt sector. Below are MYTHS & FACTS sheet issued
FUTURE OF AGNIVEERS INSECURE
l Those wishing to be entrepreneurs will
get a financial package and a bank loan
l Those wishing to study further will be
given certificates equivalent to class 12
l Those wishing to obtain jobs will be
given priority in CAPFs and State Police
OPPORTUNITIES FOR YOUTH WILL
DECREASE AS A RESULT OF AGNIPATH
l Opportunities for the youth to serve in
the armed forces will increase. Soon,
recruitment of Agniveers will be tripled
REGIMENTAL BONDING WILL BE AFFECTED
l No change is being made to the Regi-
mental system. It will be further accentu-
ated as best Agniveers will be selected
THIS WILL HARM THE EFFECTIVENESS
OF THE ARMED FORCES
l Such short-term enlistment systems
exist in most countries and hence are
already tested out and considered best
practice for a youthful and agile army
l Agniveers to be recruited in the 1st year
would only make up 3% of armed forces
l Performance of Agniveers will be tested
before re-induction into army after 4 yrs
23-YEAR-OLDS ARE IMMATURE
AND UNRELIABLE FOR THE ARMY
l At no point in time will there be more
youngsters than experienced people. The
present scheme will only bring about the
right mix of 50%-50% youngsters and
experienced supervisory ranks
AGNIVEERS WILL BE A DANGER
TO SOCIETY & JOIN TERRORISTS
l This is an insult to the ethos and values
of the Indian armed forces
NO CONSULTATION WITH FORMER
ARMED FORCES OFFICERS
l Proposal has been framed by the
Department of Military Officers
l Many former officers have recognized
the advantages of the scheme and
welcomed it
AGNIPATH SCHEME
IS VERY POORLY
CONCEIVED: CONG
Congress said on
Thursday that Agnipath
scheme to recruit soldiers
into 3 defence forces, is
“controversial, carries
multiple risks, subverts the
long-standing traditions”
and demanded that it
should be held in abey-
ance. Senior Congress
leader P Chidambaram
said the announcements
by MHA & MoE on post-
discharge opportunities
of Agniveers appear to be
after-thoughts and show
that scheme is “poorly
conceived and hastily
drawn up”. He urged govt
to hold wide consultations
and address issues of qual-
ity, efficiency & economy.

Despite CS communique, ‘Babus’ repeatedly breach protocol
M Tariq Khan
Lucknow: Babus will
be babus. A section of
them has repeatedly re-
fused to mend their
ways despite being
chastised by the Su-
preme Court and Yogi
Government from time
to time.
Or what else would
explain the reason be-
hind this latest missive
to the state’s bureau-
cracy to fall in line from
none other than their
top boss once again.
The letter from Chief
Secretary DS Mishra,
the third such commu-
nication on the subject,
has again spelt out the
protocol and behaviour
the civil servants are
expected to show to
public representatives.
From standing up to
welcome the Members
of Parliament (MPs)
and Member of Legisla-
tive Assemblies (MLAs)
to receiving all phone
calls of public repre-
sentatives or call them
back, if unavailable or
in a meeting, the letter
lists out dos and don’ts
which most of these
civil servants must
have learnt as part of
their training.
Several ruling party
legislators have already
in the past lamented
how officers do not lis-
ten or pick up their
calls. Hence, the re-
minder from the CS.
“It has come to notice
that the orders about
parliamentary courte-
sies are not being strict-
ly followed by the offic-
ers despite clear direc-
tives,” said Chief Secre-
tary, DS Mishra in his
order.
Also during public
functions, the MPs have
to be compulsorily in-
vited and comfortably
seated as per the proto-
col.
If the constituency of
an MP falls in two dis-
tricts, the bureaucrats
of both districts must
send invitations for im-
portant events well in
advance, states the com-
munique.

Lucknow: Chief Minis-
ter Yogi Adityanath has
instructed the govern-
ment officials to work
expeditiously on the
‘Nishadraj Boats Sub-
sidy Scheme’ through
which the government
will provide 40 per cent
subsidy to fishermen to
purchase boats up to Rs
1 lakh.
Fully funded by the
state government, the
scheme will also en-
courage fish exports.
The process of inviting
fishermen to claim this
subsidy will begin soon.
The scheme was prom-
ised to Nishads, the
boatsmen and fisher-
men community in the
Lok Kalyan Sankalp
Patra of the ruling BJP.
The fishermen living
on the banks of the riv-
er earn their family’s
livelihood by catching
fish through boats and
selling them in the mar-
ket.
But, due to financial
constraints, they are
not able to carry out the
task smoothly
. The gov-
ernment has started
making efforts to uplift
them.
The budget 2022-23
has approved a provi-
sion of Rs 2 crore for
the Nishadraj Boat Sub-
sidy scheme which is
mainly meant for the 17
sub-castes under the
‘machhua’ community
- kewat, mallah, nishad,
bind, dheemar, kashy-
ap, raikwar, turaha,
manjhi, gond, kahar,
batham and godia be-
sides others.
There are a large
number of fishermen
in Varanasi, Kanpur,
Prayagraj, Chitrakoot
other such districts of
Uttar Pradesh who are
dependent on rivers.

FOREX CRISIS IN
PAKISTAN STRIKES

MAN’S DAILY CHAI
akistan has made a
uniquepropositionto
its people: Cut down
on the daily cuppa to
save foreign ex-
change. Pakistanis are reported
to have consumed tea worth Rs
83.88 billion in 2021-22. That
caused a huge drain on the coun-
try’s foreign exchange as tea im-
port in 2020-21 was worth Rs 70.82
billion. Although Pakistan is
likely to be removed from the Fi-
nancial Action Task Force “grey
list”, the directive on tea con-
sumption gives an idea how crit-
icaltheeconomicsituationinthe
neighbouring country is. Thank
God, Federal Planning Minister
Ahsan Iqbal did not suggest don-
key milk as an alternative.
With its foreign exchange re-
serve below USD 10 billion Paki-
stan has forex to pay for two
months of imports. It has sharp-
ly increased fuel and electricity
prices to face the crisis. With its
trade deficit expected to widen
to USD 45 billion by June-end
these measures may not be
enough. Looks like Pakistan is
headed the Sri Lanka way

ith the overall un-
employment rate

been hovering
around 20 percent in urban
areas, Prime Minister Naren-
dra Modi has decided to step
in to set things right. Espe-
cially when the economy is
struggling to keep the growth
rate high amid global ten-
sions, Modi has ordered for
recruitment of 10 lakh youth
in the next 1.5 years, or by
2024 when the next Lok Sab-

Coming on a day the gov-
ernment unveiled its trans-

wings of the armed forces the
focus has decidedly shifted to
youth unemployment. An
army of jobless young men
and women, who are expected
to play an important role dur-
ing elections, can’t be allowed
to remain frustrated.
The government’s an-
nouncement did not give any
details of unemployment
numbers. Those figures were
provided by BJP MP Varun
Gandhi. “There are 60 lakh
‘sanctioned posts’ vacant in
the country if ‘government
figures’ are to be believed,”
he said in a tweet. Varun Gan-
dhi claimed that unemploy-
ment “is at its highest level in
3 decades”. If these numbers
are correct then 10 lakh re-
cruitments will be woefully
short of the real numbers.
The BJP has not reacted to
Varun Gandhi’s claim. How-
ever, according to the 2018-19
report on pay and allowances
of Central government em-
ployees there were 31.43 lakh
civilianemployeesonMarch1,
2019.Thiswasagainstthesanc-
tioned strength of 40.66 lakh.
These vacancies are low level
and in different government
departments. Filling up these
vacancieswillentailadifferent
set of problems which the gov-
ernment is not discussing.

W
UNDERSTANDING
PAIN
ain is an everyday happen-
ing. Acute pain may be severe
but usually managed quickly
but chronic pain which is
quite common is very chal-
lenging to manage. Most of
the physicians fail to provide
significant relief despite
their best efforts. The first
problem is a precise diagno-
sis. Despite highly advanced
tools of investigation, accu-
rate diagnosis might evade in
a large number of cases. The
history given by the patient
tooismostlyconfusinghence,
it might not be easy to pin-
point the tissues involved.
Even the definition of chron-
ic pain is full of controversies
and differences of percep-
tions. For some physicians,
any pain which lasts more
than three months is chronic
pain while others are ada-
mant on pain of six months’
duration. A small group be-
lieves that any pain which
extends beyond normal tis-
sue healing time should be
considered as chronic pain.
As the tissues involved
might be muscle, nerve,
brain, bones, joints, liga-
ments or some internal or-
gans, it might not be possible
for a single general physician
to reach a final diagnosis. A
multidisciplinary approach
is needed and this costs a lot.
When so many specialists are
involved, the treatment be-
comes cumbersome and de-
pressing.
Chronic pain is a humon-
gous personal tragedy
. People
who suffer are mostly in a
depressed mood, the quality
of sleep is poor, fatigue is
overpowering and the power
to concentrate is lost. In a
large number of sufferers,
the libido is impacted which
may lead to excessive intake
of drugs and even alcohol.
Many times, the feeling of
dependence on other people
causes more suffering than
the impairment itself.
Loss of employment leads
to severe anxiety and mood
swings which may, ultimate-
ly
, lead to clinical depression.
In many cases, family life be-
comes negatively affected
and patients may become hy-
pochondriac and start doing
somatization of symptoms.
The management as told
earlier is frustrating. But
some relief can be provided
by medicines and physiother-
apy. Here again, it should be
very clear that painkillers
have significant side effects
and hence, should be consid-
ered only under guidance of
an experienced and updated
physician. Role of psycholo-
gy is very important though,
only few avail it due to igno-
rance and cost of treatment.
Remember,thereisnomiracle

pain. One has to be psycholog-
ically very strong and coun-
selled to bear the suffering.

which is, coincidental-

Mumbai: Former Ma-

dra Fadnavis has
avenged his insult. He
defeated the joint effort
of CM Uddhav Thack-

the third BJP candidate
in the Rajya Sabha elec-
tions. Earlier, because
of Uddhav and Pawar,

chance to qual the
score. This time when
the BJP fielded a third
candidate at the behest
of Fadnavis, it seemed
that this time also the
ploy would not work in
front of Uddhav and Pa-
war. After all, Sharad
Pawar himself spoke to
the leaders of the Sama-
jwadi Party and took
two of their votes with
him and two votes of
Owaisi’s party were
also done in support of
the Cong. Yet another

election. The five Rajya

cided by the first prefer-

real fight was for the

Will there be a
Chautala family?
Mahesh Sharma
New Delhi: After the
results of the Rajya Sab-
ha elections in Haryana,
many possibilities are
being discussed, but an
important possibility
has arisen that the
Chautala family can
come together as one as
efforts are being made
in this regard for the
last few days.
Now it seems
that a con-
crete step has
been taken in
that direc-
tion. The lone
MLA of the
Indian Na-
tional Lok
Dal (INLD)
Abhay Chau-
tala has cast
his vote for
independent candidate
KartikeyaSharma.This
initself isasignthatthe
campaign to unite the
Chautala family has
gone ahead. Keep in
mind that Karthikeya
Sharma was made a
candidate by the Jan-
nayak Janata Party,
which is part of the Har-
yana govt. He was an
independent but was
nominated by 10 JJP
MLAs.JannayakJanata
Party is led by Dushyant
Chautala, son of Ajay
Chautala, brother of
Abhay Chautala. Given
the kind of enmity that
existed in the Chautala
family until recently, it
was difficult to imagine
that Abhay Chautala
would vote for Dushyant
Chautala’s candidate.
Before voting, Bhupin-
der Singh Hooda and
Congress leaders were
confident that Abhay
Chautala would not vote
for anyone. But he voted
for the candidate sup-
ported by
D u s hya n t
Chautala.
After this
the possibil-
ity of com-
ing together
of both the
families has
increased. It
is being told
that as long
as Om-
p r a k a s h
Chautala was out of jail,
he kept trying to unite
the family
. But now that
he is in jail, efforts are
still underway
. One hur-
dle in that is about the
party leadership. Dush-
yant Chautala’s brother
Digvijay Chautala says

one, then command of
party will be in the
hands of his father, Ajay
Chautala. On the other
hand, INLD leaders
want that Dushyant is
Dy CM, so the command
of the party should re-
main in the hands of
Abhay Chautala.

ILLEGAL BAR
RUN BY CHINESE
BUSTED
Police in Greater Noida have
busted an illegal luxury bar
being run in a clandestine manner
with Chinese nationals living in
India as its major patrons, officials
said on Thursday. The three-storey
facility, located in Gharbara village
with its interiors designed in
traditional Chinese-style, was
busted on Tuesday night, close on
the heels of the arrest of a Chinese
national who had been living in
India illegally since 2020, a senior
official said. Everything in the
facility was designed in Chinese
style. Its bar and restaurant had
items mentioned in Chinese script
with no mark of Hindi or English
anywhere. It is suspected that
illegal activities like drug abuse
were also being carried out there,
the official, privy to the probe, told
PTI. The three-storey building
mostly had Chinese nationals as
frequent visitors and guests.
Among the Indians, some people
from Northeast have also been
found to be patrons of this facility,
which was being run in a
clandestine manner in the village in
Greater Noida, the official added.
No arrest was made from the spot,
though the police said the
investigation into the whole
episode has widened with central
government agencies and those
specialising in dealing with
foreigners. When contacted,
Gautam Buddh Nagar excise
department officials confirmed to
PTI that the facility did not have
any license to serve liquor. They
had applied for occasional party
license but that was in the past. No
license permit was sought by them
in recent times, an excise officer
added. Chinese national Xue fei
aka Kelay, 36, and his Indian
girlfriend Petekhrinuo, 22, who
hails from Nagaland, were arrested
from a hotel in Gurugram,
Haryana, by UP’s Gautam Buddh
Nagar Police on Monday. They
were held on the basis of
information given by two Chinese
nationals, who were arrested on
Nepal-India border in Bihar on
Saturday last week by the
Sashastra Seema Bal (SSB) as they
were trying to cross over into the
Himalayan nation after staying in
India illegally, the police said.
During probe these two Chinese
nationals had informed the police
in Sitamarhi district of Bihar that
they had been staying in India with
a friend in Greater Noida,
prompting a search and
investigation into the matter. —PTI

SOLDIERS’
RECRUITMENT
BSP chief says new move will add to the woes of the
people already beset with inflation and poverty
Lucknow (PTI): Bahu-
jan Samaj Party (BSP)
supremo Mayawati on
Thursday hit out at the
Union government over
its new ‘Agnipath
scheme’ of recruiting
soldiers, terming it un-
fair towards rural
youth.
As announced, ‘Ag-
nipath’ or ‘Agniveer’
scheme is a process for
recruiting soldiers in
the Army, Navy and Air
force, to be hired for a
term of four years on
contract. The scheme
was announced by De-
fence minister Rajnath
Singh on Tuesday
.
“After keeping the re-
cruitment pending in
the army for a long
time, the centre has
now announced a new
recruitment scheme
‘Agniveer’ with a short
duration of four years
in the army
.
Even though it has
been called an attrac-
tive scheme, the youths
of the country are dis-
satisfied and angry.
They are openly oppos-
ing the change in army
recruitment system,
Mayawati said in a
tweet in Hindi.
“They believe that
the government is lim-
iting the soldiers’ ten-
ure to four years in or-
der to eliminate pen-
sion benefits in the
army and government
jobs, which is grossly
unfair and deleterious
to the future of rural
youth and their fami-
lies,” Mayawati said.
In a series of tweets,
the former Uttar
Pradesh chief minister
said that the new move
of recruitment will add
to the woes of the peo-
ple already beset with
inflation and poverty
.
“People in the coun-
try are already afflicted
by rising poverty, infla-
tion, unemployment,
wrong policies, and ar-
rogant working style of
the government, in
such a situation, the un-
easiness spread among
the youth regarding
new recruitment sys-
tem in the army is caus-
ing anxiety
. The govern-
ment should reconsider
its decision immediate-
ly, this is the demand of
BSP, Mayawati added.

by-election campaign
gaining momentum,
onceagainthisfounding
member of SP is appar-
entlyreturningtohisold
habit of transcending
verbal decency
.
Notably
,thereisanold
rivalry between Azam
Khan and the Nawab
family in Rampur. In the
recently held assembly
elections,Azamdefeated
Nawab Kazim Ali alias
Naved Mian from Ram-
purSadarseat.Whereas,
inSwarseat,Azam’sson
Abdullah had won over
BJP alliance candidate
Haider Ali alias Hamza
Mian, son of Naved. An-
gered by the Congress’s
decision not to contest
the Rampur by-election,
Naved has announced
support of BJP candi-
date Ghanshyam Lodhi.
Enraged Azam Khan,
indirectly targeting the
Nawab family in an elec-
tion meeting, took a jibe
and said that there are
more eunuchs in Ram-
pur than the votes they
got; such people are now
advisingthepeoplehere.
However, this is not the
first time that this fire-
brand leader has made a
controversial statement.
In2014,therewasuproar
over Azam’s objection-
able remark against
BJP’sthenPMcandidate
Modi. Taking a dig at the
Congress in the same pe-
riod, Azam had said, “
Al-
lah punished Sanjay
Gandhi for forced steril-
ization during emergen-
cy and Rajiv Gandhi for
laying the foundation
stone in Ayodhya.”
In the 2014 general
elections, the Election
Commissionhadbanned
Azam during the entire
poll season due to his
controversial state-
ments. His election cam-
paign was again banned
for 72 hours for making
misogynist remarks
against BJP candidate
JayaPradainthe2019LS
elections. An FIR was
also registered against
him for the derogatory
statement given regard-
ing Jaya Prada’s cloth-
ing. Moreover, Azam
created a ruckus while
speaking in Parliament
for the first time as an
MP
. Women MPs were
furiousoverhisremarks
made against BJP MP
Ram Devi. During the
last LS elections, Azam
lashed out at the then
DM Rampur over the is-
sue of Jauhar Universi-
ty’s gate being demol-
ished, saying “Don’t
worryabouttheRampur
DM. After winning the
elections, I will make
him clean Mayawati’s
sandals.” Eight years
ago when questioned
about the funding on
Mulayam’s birthday
bash, Khan raked anoth-
er controversy by saying
thateventwasfundedby
Taliban Dawood Ibra-
him.Thestatementsgiv-
en by him regarding
RSS, Bharat Mata and
Army had also triggered
controversy
. However,
political experts believe
Azamhaslandedintrou-
ble only because of his
acrimonious style. But
due to his statements,
BJP has got electoral
mileage many times.
Azam’s provocative statements have often been igniting controversy

his use of bulldozers
against alleged illegal

“The Yogi govern-

He said that due to
the statement made by
former BJP spokesper-

unusual situation has
arisen in the country.
About 90 lakh Indians
living in the Gulf
countries are faced
with a situation where
they might have to re-

Rajbhar said. He also
said the Modi govern-

Sharma. But this is
not happening. BJP is
not paying any atten-
tion to this issue.

deals with social media trolling and
the negativity
. She had said that she
has become indifferent to it.
Recently, Janhvi had said, “I

surprised and taken aback by just
the double standards sometimes.
And how bitter some people can be,
but then again, it’s not a big deal.”

THE PAIN PASSES,
BUT THE BEAUTY
REMAINS!
amed for his
a l l u r i n g
nudes and
enchanting
scenes of
pretty wom-
en, Auguste
Renoir was a far
more complex and
thoughtful painter
than generally as-
sumed. He was a
founding member of
the Impressionist
movement, however,
he ceased to display
with the group after
1877. From the 1880s
until well into the
twentieth century, he
developed a monu-
mental, classically
inspired style that
influenced such
avant-garde giants as
Pablo Picasso. This
French artist has
lived an idiosyncrat-
ic life, after the string
of rejections by the
conservative Salon
de Paris, he along
with his fellow artist
friends formed an
Anonymous Society
of Painters, Sculp-
tors and Engravers,
later known as the
Impressionists.
These like-minded
people mounted their
first Impressionist
exhibition in 1874,
during this exhibi-
tion, he showcased
his six impressive
impressionist paint-
ings! The Impres-
sionists, as they were
called, sought to cap-
ture modern life, and
Renoir’s works from
this period focused
on everyday people.
Though Renoir be-
gan his artistic ca-
reer as a porcelain
painter; nonetheless,
his ambitions to be-
come a professional
artist encouraged
him to pursue other
instruction.
This independent
artist with his new-
found financial free-
dom tried his hands
on other artistic di-
rection as well. After
showcasing his de-
sired arts in 2-3 con-
tinuous exhibitions,
he became one of the
most successful and
most famous artists
of that time, his eve-
ry art expressed
scepticism about the
durability of the Im-
pressionist aesthetic
and richness of emo-
tion and a warmth of
response to the world
its people. His first
painting in this vein,
Luncheon of the
Boating Party exhib-
its a new solidity and
clarity in the depic-
tion of the figures
and their placement
within space, espe-
cially when com-
pared to Moulin de la
Galette. After run-
ning a successful
movement, by the
mid-1880s he broke
the independent art
movement to learn a
more disciplined and
formal approach to
art and mainly Wom-
en’s art. His most
iconic painting from
this period, Dance at
the Moulin de la Gal-
ette (Musée d’Orsay,
Paris), explores dap-
pled light as it flut-
ters over young
Montmartre revelers
flirting, drinking,
and dancing.
Renoir’s inclina-
tion for portraiture
attracted the atten-
tion of a range of
patrons with avant-
garde sensibilities.
From the politically
radical pastry cook
Eugène Murer to the
wealthy society lady
Madame Georges
Charpentier, Renoir
painted all of his pa-
trons with affection-
ate charm. One of
his most magnificent
and enterprising
portraits, the paint-
ing of Marguerite
Charpentier with
her children mixes a
modern informality
and intimacy with
the compositional
rigor of an old mas-
ter portrait. Reclin-
ing Nude is an excel-
lent example of his
painting style in the
mid-1880s. The mar-
ble or porcelainlike
figure is sharply de-
fined against an im-
pressionistically
brushed landscape.
The spatial relation-
ship between the
nude and the amor-
phous background is
deliberately unclear.
Renoir had shifted
his investigation of
the old masters from
linear classicism to
the coloristic tradi-
tions of Titian and
Rubens as well as the
unabashedly sensual
beauty of eight-
e e n t h - c e n t u r y
French art.
His finest example
of linear classicism
is Young Girl Bath-
ing, which exhibits
his softened touch.
His love for art took
him to a different
level, despite old age
and declining health,
Renoir persisted in
artistic experimenta-
tion. Even in the last
three decades of his
life when he was suf-
fering from severe
rheumatoid arthritis
he was found paint-
ing with the brush
tied to his wrists. His
love for art depicts
true emotions and
powerful affirmation
of his unmatchable
desires.
French magician, Renior was known for his
mesmerizing Impressionist movement. His
pure skills have given life to many
imaginary people. Let’s dive into the
amazing world of Renior!

BOYFRIEND
BLAZER
We all know that
fashion fads come
and go, but a styl-
ish boyfriend blaz-
er is something
that every lady
should have in her
closet. It’s a
founda-
tional piece that
will allow you to
construct fool-
proof outfits that
are up to date.
OVERSIZED
SINGLE-
BREASTED
BLAZER
An oversized single-
breasted jacket is
the easiest garment
to put on, whether
casually with jeans
or dressed up for a
meeting. Layer over
anything from day-
time crop tops to
business shirts,
nighttime go-to
tops, weekend jeans
or festival boho
dresses. An over-
sized single-breast-
ed jacket is a versa-
tile piece that can be
worn in both the
city and the desert.
HOUNDSTOOTH
BLAZER
We adore tailored
coats that can be
dressed up. One of
them is a hound-
stooth blazer. Pair
with a t-shirt and
jeans or a
sweater and shorts
for everyday wear. It
will work well over a
similar skirt or with
a silk shirt and nar-
row pants for a more
boyish appeal when
you need to dress up.
TWEED BLAZER
When it comes to
wearing a blazer for
something special
throughout the day,
pretty and tweed are
the way to go. A
tweed blazer is not
just one of the sea-
son’s most fashion-
able blazers, but it’s
also ideal for a luxu-
rious tea party
.
WHITE BLAZER
A sleek white blaz-
er is a must-have
item for this sea-
son, and it will
work with shorts or
a slip dress long
into the summer.
You’ll enjoy how
versatile it is,
whether you wear it
with a similar bot-
tom or a contrast-
ing dress, skirt,
or shorts to cre-
ate different
outfits.

  • 1. The farmers of the country suffered for 13 months due to the “wrong policies” of the BJP-led Centre and now young- sters are facing the results of a “wrong deci- sion”, farmer leader Rakesh Tikait said on Thursday.“The government should know that those getting into the armed forces are also sons of farm- ers. We will fight till our last breath for the youngsters of the country and our children,” Tikait said in a tweet in Hindi. RLD ANNOUNCES PROTESTS IN ALL UP DISTRICTS Noida/Mathura (PTI): The Rashtriya Lok Dal has announced protests at all district headquar- ters in UP against the Agnipath scheme at 11am on Saturday. The RLD also announced a campaign named ‘Yuva Panchayat’ in support of the youth in western Uttar Pradesh to pres- sure the government to withdraw the scheme. Party chief Jayant Chaudhary made the Yuva Panchayat’ cam- paignannouncementon social media. AFTER FARMERS, YOUNGSTERS SUFFERING: TIKAIT Imam of Teele Wali Masjid barred from leading Friday prayers First India Bureau Lucknow: Even as the UP police continued in- teraction with Muslim groups to ensure peace on Friday, the Lucknow Eidgah Imam and ex- ecutive committee member of All India Muslim Personal Law Board, Maulana Khalid Rashid Firangi Mahli appealed to worship- pers not to pay any heed to rumours and return home straight after offering Friday prayers. He said that people should stay away from protests. In a surprise move, the UP Sunni Central Waqf Board has issued an order restraining the Imam of Luc- know’s Teele Wali Mas- jid, Maulana Fazlul- manna Rahmani, from leading Friday or any other prayer at the mosque. He has also been stopped from de- livering sermons dur- ing the Friday prayer. The board has given this responsibility to his younger brother Maulana Wasif Hasan who is also co-muta- walli of the mosque. The order said the prayers would be led by either Wasif Hasan or Rahmani’s son Maulana Imtiyaz Hus- sain. The Teele Wali Masjid is a waqf prop- erty under the control of Sunni Waqf Board. Rahmani had been leading prayers ever since death of his fa- ther Maulana Fazlul Rahman Waizi in Jan- uary 2017. Last Friday a group of Muslim re- sorted to slogan-shout- ing after prayers at the masjid. FRIDAY FEAR Return home straight after prayers: Maulana Khalid Rashid Police flag march outside Teeli Wali Masjid in Lucknow on Thursday. —PHOTO BY ASHOK DUTTA SHIA WAQF BOARD BANS FRIDAY SERMONS Lucknow: The Shia Central Waqf Board has directed mutawallis of all Shia mosques registered under the waqf board to not allow sermons and other speeches after Friday prayers and daily namaz. The working administrative officer of the board, Syed Hasan Raza, in his order to all committees of the regis- tered mosques has asked that sermons and other speeches would not be allowed that could disturb peace and harmony. First India Bureau Lucknow: The Cen- tral Bureau of Inves- tigation has regis- tered four separate cases on complaint from Assistant Cus- todian of Enemy Property for India (Govt of India), Luc- know, on allegations of causing huge loss to the government exchequer by leas- ing out prime value lands/ properties on forged documents. Senior Congress leader P Chidambaram said the announcements by MHA & MoE on post- discharge opportunities of Agniveers appear to be after-thoughts and show that scheme is “poorly conceived and hastily drawn up”. The letter from Chief Secretary DS Mishra, the third such commu- nication on the subject, has again spelt out the protocol and behaviour the civil servants are expected to show to public representatives. From standing up to welcome the Members of Parliament (MPs) and Member of Legisla- tive Assemblies (MLAs) to receiving all phone calls of public repre- sentatives or call them back, if unavailable or in a meeting, the letter lists out dos and don’ts which most of these civil servants must have learnt as part of their training. Pakistanis are reported to have consumed tea worth Rs 83.88 billion in 2021-22. That caused a huge drain on the coun- try’s foreign exchange as tea im- port in 2020-21 was worth Rs 70.82 billion. Although Pakistan is likely to be removed from the Fi- nancial Action Task Force “grey list”, the directive on tea con- sumption gives an idea how crit- icaltheeconomicsituationinthe neighbouring country is. Thank God, Federal Planning Minister Ahsan Iqbal did not suggest don- key milk as an alternative. With its foreign exchange re- serve below USD 10 billion Paki- stan has forex to pay for two months of imports. It has sharp- ly increased fuel and electricity prices to face the crisis. With its trade deficit expected to widen to USD 45 billion by June-end these measures may not be enough. Looks like Pakistan is headed the Sri Lanka way . P ith the overall un- employment rate amongyouthaged 15-29 years has been hovering around 20 percent in urban areas, Prime Minister Naren- dra Modi has decided to step in to set things right. Espe- cially when the economy is struggling to keep the growth rate high amid global ten- sions, Modi has ordered for recruitment of 10 lakh youth in the next 1.5 years, or by 2024 when the next Lok Sab- ha elections are due. An army of jobless young men and women, who are expected to play an important role dur- ing elections, can’t be allowed to remain frustrated. The government’s an- nouncement did not give any details of unemployment numbers. Those figures were provided by BJP MP Varun Gandhi. “There are 60 lakh ‘sanctioned posts’ vacant in the country if ‘government figures’ are to be believed,” he said in a tweet. Varun Gan- dhi claimed that unemploy- ment “is at its highest level in 3 decades”. If these numbers are correct then 10 lakh re- cruitments will be woefully short of the real numbers. The BJP has not reacted to Varun Gandhi’s claim. An army of jobless young men and women, who are expected to play an important role during elections, can’t be allowed to remain frustrated W UNDERSTANDING PAIN ain is an everyday happen- ing. Acute pain may be severe but usually managed quickly but chronic pain which is quite common is very chal- lenging to manage. Most of the physicians fail to provide significant relief despite their best efforts. The first problem is a precise diagno- sis. Despite highly advanced tools of investigation, accu- rate diagnosis might evade in a large number of cases. The history given by the patient tooismostlyconfusinghence, it might not be easy to pin- point the tissues involved. Even the definition of chron- ic pain is full of controversies and differences of percep- tions. For some physicians, any pain which lasts more than three months is chronic pain while others are ada- mant on pain of six months’ duration. A small group be- lieves that any pain which extends beyond normal tis- sue healing time should be considered as chronic pain. As the tissues involved might be muscle, nerve, brain, bones, joints, liga- ments or some internal or- gans, it might not be possible for a single general physician to reach a final diagnosis. A multidisciplinary approach is needed and this costs a lot. When so many specialists are involved, the treatment be- comes cumbersome and de- pressing. Chronic pain is a humon- gous personal tragedy . People who suffer are mostly in a depressed mood, the quality of sleep is poor, fatigue is overpowering and the power to concentrate is lost. In a large number of sufferers, the libido is impacted which may lead to excessive intake of drugs and even alcohol. Many times, the feeling of dependence on other people causes more suffering than the impairment itself. Loss of employment leads to severe anxiety and mood swings which may, ultimate- ly , lead to clinical depression. In many cases, family life be- comes negatively affected and patients may become hy- pochondriac and start doing somatization of symptoms. The management as told earlier is frustrating. But some relief can be provided by medicines and physiother- apy. Here again, it should be very clear that painkillers have significant side effects and hence, should be consid- ered only under guidance of an experienced and updated physician. Role of psycholo- gy is very important though, only few avail it due to igno- rance and cost of treatment. Remember, thereisnomiracle in management of chronic pain. This was disclosed by Union Minister of State , Dr Jitendra Singh who chaired a meeting to review preparations for the upcoming “In- ternational Coastal Cleanup Day 2022” on 17th September, 2022 at Prithvi Bhavan, Minis- try of Earth Sciences headquarters. The Union Minister said that the annual event, which is organ- ized on the 3rd Satur- day of September every year, is falling on 17th September this year which is, coincidental- ly, the birthday of Modi, who has been pi- oneering the cause of cleanliness (Swach- hta), sea beach protec- tion, environment and climate protection in all its forms. He said that the par- ticipation of common man is essential to convey the message of “Swachh Sagar, Surakshit Sagar” for prosperity of not only coastal areas but also other parts of country. Sharat K Verma Mumbai: Former Ma- harashtra CM Deven- dra Fadnavis has avenged his insult. He defeated the joint effort of CM Uddhav Thack- eray and NCP supremo Sharad Pawar to win the third BJP candidate in the Rajya Sabha elec- tions. Earlier, because of Uddhav and Pawar, Fadnavis had to resign within four days of tak- ing oath as the chief minister. Since then he was looking for a chance to qual the score. This time when the BJP fielded a third candidate at the behest of Fadnavis, it seemed that this time also the ploy would not work in front of Uddhav and Pa- war. After all, Sharad Pawar himself spoke to the leaders of the Sama- jwadi Party and took two of their votes with him and two votes of Owaisi’s party were also done in support of the Cong. Yet another Shiv Sena candidate Sanjay Pawar lost the election. The five Rajya Sabha seats in Maha- rashtra have been de- cided by the first prefer- ence vote. Two candi- dates from BJP and one each from Shiv Sena, NCP and Cong won. The real fight was for the sixth seat, where Shiv Sena’s Sanjay Pawar was pitted against BJP’s Dhananjay Ma- hadik. Fadnavis en- sured that this poll was not decided by first preference vote as he knew he would win the second preference votes. For this, he got the nine MLAs of small parties supporting the govt to cross-vote. The main opposition BJP has 106 MLAs of its own and is supported by sev- en other MLAs. The saf- fron party received sup- port of one MLA from Raj Thackeray’s party and won the support of nine other MLAs. Fad- navis was so confident of winning the third seat that he first allot- ted 48 votes each to both the candidates Piyush Goyal and Anil Bonde, while 41 votes were needed to win one seat. His third candidate got 27 first preference votes and adding the second preference votes, the to- tal votes crossed the 41 vote mark easily . The lone MLA of the Indian Na- tional Lok Dal (INLD) Abhay Chau- tala has cast his vote for independent candidate KartikeyaSharma. This initself isasignthatthe campaign to unite the Chautala family has gone ahead. Given the kind of enmity that existed in the Chautala family until recently, it was difficult to imagine that Abhay Chautala would vote for Dushyant Chautala’s candidate. Before voting, Bhupin- der Singh Hooda and Congress leaders were confident that Abhay Chautala would not vote for anyone. But he voted for the candidate sup- ported by D u s hya n t Chautala. After this the possibil- ity of com- ing together of both the families has increased. It is being told that as long as Om- p r a k a s h Chautala was out of jail, he kept trying to unite the family . Recently , after his re- lease from Sitapur jail, he was seen delivering statementsinabalanced and impeccable manner. But with the Rampur by-election campaign gaining momentum, onceagainthisfounding member of SP is appar- entlyreturningtohisold habit of transcending verbal decency . Notably ,thereisanold rivalry between Azam Khan and the Nawab family in Rampur. In the recently held assembly elections,Azamdefeated Nawab Kazim Ali alias Naved Mian from Ram- purSadarseat.Whereas, inSwarseat,Azam’sson Abdullah had won over BJP alliance candidate Haider Ali alias Hamza Mian, son of Naved. An- gered by the Congress’s decision not to contest the Rampur by-election, Naved has announced support of BJP candi- date Ghanshyam Lodhi. Enraged Azam Khan, indirectly targeting the Nawab family in an elec- tion meeting, took a jibe and said that there are more eunuchs in Ram- pur than the votes they got; such people are now advisingthepeoplehere. However, this is not the first time that this fire- brand leader has made a controversial statement. In2014,therewasuproar over Azam’s objection- able remark against BJP’sthenPMcandidate Modi. Taking a dig at the Congress in the same pe- riod, Azam had said, “ Al- lah punished Sanjay Gandhi for forced steril- ization during emergen- cy and Rajiv Gandhi for laying the foundation stone in Ayodhya.” In the 2014 general elections, the Election Commissionhadbanned Azam during the entire poll season due to his controversial state- ments. His election cam- paign was again banned for 72 hours for making misogynist remarks against BJP candidate JayaPradainthe2019LS elections. An FIR was also registered against him for the derogatory statement given regard- ing Jaya Prada’s cloth- ing. Moreover, Azam created a ruckus while speaking in Parliament for the first time as an MP . Women MPs were furiousoverhisremarks made against BJP MP Ram Devi. During the last LS elections, Azam lashed out at the then DM Rampur over the is- sue of Jauhar Universi- ty’s gate being demol- ished, saying “Don’t worryabouttheRampur DM. He was a founding member of the Impressionist movement, however, he ceased to display with the group after 1877. From the 1880s until well into the twentieth century, he developed a monu- mental, classically inspired style that influenced such avant-garde giants as Pablo Picasso. This French artist has lived an idiosyncrat- ic life, after the string of rejections by the conservative Salon de Paris, he along with his fellow artist friends formed an Anonymous Society of Painters, Sculp- tors and Engravers, later known as the Impressionists. These like-minded people mounted their first Impressionist exhibition in 1874, during this exhibi- tion, he showcased his six impressive impressionist paint- ings! The Impres- sionists, as they were called, sought to cap- ture modern life, and Renoir’s works from this period focused on everyday people. Though Renoir be- gan his artistic ca- reer as a porcelain painter; nonetheless, his ambitions to be- come a professional artist encouraged him to pursue other instruction. This independent artist with his new- found financial free- dom tried his hands on other artistic di- rection as well. After showcasing his de- sired arts in 2-3 con- tinuous exhibitions, he became one of the most successful and most famous artists of that time, his eve- ry art expressed scepticism about the durability of the Im- pressionist aesthetic and richness of emo- tion and a warmth of response to the world its people. His first painting in this vein, Luncheon of the Boating Party exhib- its a new solidity and clarity in the depic- tion of the figures and their placement within space, espe- cially when com- pared to Moulin de la Galette. After run- ning a successful movement, by the mid-1880s he broke the independent art movement to learn a more disciplined and formal approach to art and mainly Wom- en’s art. His most iconic painting from this period, Dance at the Moulin de la Gal- ette (Musée d’Orsay, Paris), explores dap- pled light as it flut- ters over young Montmartre revelers flirting, drinking, and dancing. Renoir’s inclina- tion for portraiture attracted the atten- tion of a range of patrons with avant- garde sensibilities. From the politically radical pastry cook Eugène Murer to the wealthy society lady Madame Georges Charpentier, Renoir painted all of his pa- trons with affection- ate charm. One of his most magnificent and enterprising portraits, the paint- ing of Marguerite Charpentier with her children mixes a modern informality and intimacy with the compositional rigor of an old mas- ter portrait. Reclin- ing Nude is an excel- lent example of his painting style in the mid-1880s. The mar- ble or porcelainlike figure is sharply de- fined against an im- pressionistically brushed landscape. The spatial relation- ship between the nude and the amor- phous background is deliberately unclear. Renoir had shifted his investigation of the old masters from linear classicism to the coloristic tradi- tions of Titian and Rubens as well as the unabashedly sensual beauty of eight- e e n t h - c e n t u r y French art. His finest example of linear classicism is Young Girl Bath- ing, which exhibits his softened touch. His love for art took him to a different level, despite old age and declining health, Renoir persisted in artistic experimenta- tion. Even in the last three decades of his life when he was suf- fering from severe rheumatoid arthritis he was found paint- ing with the brush tied to his wrists. His love for art depicts true emotions and powerful affirmation of his unmatchable desires. French magician, Renior was known for his mesmerizing Impressionist movement. His pure skills have given life to many imaginary people. Let’s dive into the amazing world of Renior! UTTKARSHA SHEKHAR uttkarsha.shekhar@firstindia.co.in F
