Prime Minister Narendra Modi will hold a meeting with state Chief Ministers on Monday to discuss boosting economic activities as India exits the coronavirus lockdown. The focus of the meeting will be on converting 'red' zones with high COVID-19 cases into 'orange' or 'green' zones with fewer restrictions. The meeting may also discuss further relaxing lockdown restrictions in a phased manner but all curbs are unlikely to be lifted at once. Railway Minister Piyush Goyal has appealed to states to allow special trains to transport stranded migrants home over the next 3-4 days.

The Madras High Court observed that the Election Commission must be held "singularly" responsible for the second wave of COVID-19 in India. Sources said the EC has taken caution throughout elections in Bihar, four states, and a union territory to ensure COVID-19-free polls. They said while enforcing disaster management laws is the responsibility of state authorities, the EC invoked its constitutional powers to place campaigning curbs in West Bengal to reduce virus exposure. Polling for the seventh phase of Bengal assembly elections was held peacefully at 34 seats, with an overall turnout of 75.06% as of 5pm, though it was much lower in Kolkata.

As India entered the fourth phase of lockdown on Monday, several states relaxed restrictions and restarted economic activities. However, malls, schools, colleges and religious gatherings remained prohibited. The ICMR also revised its testing strategy to test all SARI patients and frontline workers, regardless of travel history. Meanwhile, India's COVID-19 cases crossed 100,000 with over 3,000 deaths as Maharashtra and Tamil Nadu reported over 2,000 new cases. The stock market declined sharply in response to the government's economic relief packages.
First India-Lucknow Edition-07 May 2021FIRST INDIA
The UP government has extended the implementation of Section 144 in the state till June 5 due to a surge in COVID-19 cases. This will impact Friday prayers (Alvida Ki Namaz) which many Muslims observe. People have been appealed to observe prayers at home. The UP government has expanded the vaccination drive to 18+ years in 11 more districts, in addition to the existing 7 districts. CM Yogi Adityanath has also ordered the designation of one oxygen refiller in each district for COVID patients in home isolation and ensuring oxygen support to those who need it.
The Supreme Court gave two weeks for the central and state governments to transport all stranded migrant workers to their home states. It will issue an order on the matter on June 9. As of now, around 1 crore migrant workers have reached their destinations via road and train. However, some states like Delhi still have around 2 lakh stranded workers. The court is monitoring the process of transporting the remaining migrant workers.
First india ahmedabad edition-29 april 2020FIRST INDIA
The three documents discuss:
1) ADB approves $1.5 billion loan to India to fund its coronavirus response including disease prevention, social protection for vulnerable groups, and economic support.
2) India's coronavirus recovery rate improves to 23.3% with 6,869 recovered so far, while new cases reach 30,631.
3) Promising results from a vaccine trial on monkeys in the UK could lead to human trials starting next month, while India issues home isolation guidelines for mild cases.
16 migrant workers sleeping on railway tracks were killed after being hit by a passing freight train near Aurangabad, Maharashtra in the early hours of Friday. The workers were walking from Jalna to Bhusawal to catch a train to their home state of Madhya Pradesh. They had slept on the tracks exhausted from the walk. 14 workers died on the spot, while two others died in the hospital. The workers apparently believed no trains would run during the lockdown and thought the tracks would be safe to sleep on. An investigation has been ordered into the incident.

—Statement by the health ministry
WHO ALL ARE ELIGIBLE AND WHEN
WILL THEY GET THEIR SHOTS?
The Health Ministry an-
nounced that those born in
2008, 2009, and 2010, i.e,
those who are above the
age of 12, will be eligible
for their Covid-19 vaccines
from March 16. Currently,
the population above 14
years of age are being ad-
ministered Covid-19 vac-
cines under the ongoing
inoculation programme.

WILL BE USED FOR
THIS AGE GROUP?
WHAT TECHNOLOGY
THAT CORBEVAX
HAS BEEN BUILT ON?
According to the Health
Ministry, Corbevax,
that is manufactured by
the Hyderabad-based
Biological-E, will be used
to inoculate kids in this
age group. Corbevax is
India’s first indigenously
developed Receptor Bind-
ing Domain (RBD) protein
sub-unit vaccine. On
February 21, India’s drug
approval agency granted
emergency use authoriza-
tion to Corbevax.
Corbevax, a protein sub-
unit Covid-19 vaccine,
is one that is built on
the traditional sub-unit
vaccine platform. Instead
of the whole virus, the
platform triggers an im-
mune response by using
fragments of it, like the
spike protein. The sub-
unit vaccine contains the
harmless S-protein, and it
produces antibodies, such
as white blood cells, that
fight the infection.

Gandhinagar: During
the Question Hour at
the legislative assem-
bly session on Mon-
day, the state admit-
ted to having only one
teacher each in over
700 government
schools in Gujarat.
Roughly 10 days ago,
in their last budget be-
fore the polls, the Guja-
rat government allocat-
ed the highest amount
of Rs34,884 crore to the
education sector. The
Budget had also pro-
posed an allocation of
Rs937 crore for con-
struction of 10,000 new
classrooms in the exist-
ing government-run
primary and secondary
schools.
However, the state
government confessed
to the alarming figure
in response to several
questions related to ed-
ucation raised by Con-
gress MLAs.
According to the
written reply given by
state Education Minis-
ter Jitu Vaghani, “The
highest number of
schools with one teach-
er on staff are in the
Kutch district (100). A
disturbing figure, espe-
cially when considering
that primary school
comprises Class I to
VIII. How is the one
teacher teaching all the
subjects to the stu-
dents?”
Further statistics of
government-aided pri-
mary schools run by a
single teacher only
screams the state’s apa-
thy towards education.
After Kutch, the Mahis-
agar district (74) has
highest number of
schools run by one
teacher on staff each,
followed by Tapi dis-
trict (59), Surat district
(43), Vadodara (38),
Chhota Udepur (34) and
Sabarkantha (32).
Out of the total 33 dis-
tricts, only Bhavnagar
and Kheda districts
have more than one
teacher in all govern-
ment schools.
Meanwhile, in re-
sponse to another
question from a Con-
gress MLA, 86 gov-
ernment schools have
been closed, and 491
merged in the state in
the last two years.
Jamnagar district
tops the list of merg-
ers with 144 schools.
According to the op-
position bench, the
government is grant-
ing new approvals to
private schools while
state-run schools are
either closing down
or being merged.

Surat: Ward number
05 councillor Mani-
sha Kukadiya, who
defected to the
Bharatiya Janata
Party (BJP) last
month, returned to
the Aam Aadmi Party
(AAP) on Monday.
She had been elected
to the Surat Munici-
pal Corporation
(SMC) in February
2021 civic body elec-
tions, along with 27
other councillors. She
had joined the ruling
party on February 15
with four other AAP
councillors.
According to sourc-
es, Kukadiya’s decision
to return to AAP within
a month came after the
party swept the Punjab
assembly elections by
winning 92 seats.
Underplaying the
event, AAP Gujarat
Chief Gopal Italia told
media persons, “If a
member of the family
is misguided and wants
to return home after re-
alizing their mistake,
they should be wel-
comed with a warm
heart. Manisha has
been inducted back into
the party fold.”
The ward number 05
councillor is one of the
‘aayaram gayaram’
leaders who have
switched their alle-
giances from one party
to another. Following
her footsteps, if the
other seven AAP coun-
cillors who defected
also return, then it will
be a setback for the BJP.
To avoid action under
the anti-defection law, a
minimum of nine coun-
cillors should have
crossed over to the BJP.
So far, only seven had
joined, and with Ku-
kadiya’s return, the
tally is now down to six.
If BJP cannot con-
vince four more coun-
cillors to change
their allegiance,
those who have
switched over to it
will face action. As
per the rumour mill,
at least seven Con-
gress MLAs and three
senior leaders are
likely to join the BJP
soon.

The youth wing had

.
Earlier in the day, the

with Gujarat Pradesh
Congress Committee
(GPCC) Leader of Op-
position Sukhram

the mail written by
MLAs to national party
leader & Wayanad MP
Rahul Gandhi seeking
his appointment. MLAs
feel that the ruling par-
ty may aim to go for
early elections, and so,
the opposition party
must start preparing
for it, said sources.
Though the party ap-
pointed Jagdish Tha-
kor as the GPCC presi-
dent in December, he
has not been able to
constitute the state ex-
ecutive committee and
election campaign com-
mittee yet. Many dis-
trict and city commit-
tee president posts are
still lying vacant, added
sources.
On the other hand,
the Bharatiya Janata
Party (BJP) is storm-
ing ahead in the state
general election cam-
paign. Prime Minis-
ter Narendra Modi
addressed two mega
events and participat-
ed in two roadshows
over the last few days

Ahmedabad: Govern-

digital platforms to

state government to
their demands. In a

the month of February
be released.
Taking to Twitter, the
Adhyapak Mahaman-

March 14, and yet, pro-
fessors have not re-

are finding it difficult to
make two ends meet
and for the last few
months their salaries
are being paid irregu-

out loans to meet their
family’s needs and
those who had bor-

ing it difficult to repay
their installments.”
The organization
also tagged the Chief
Minister’s Office (CMO)
Gujarat, Education
Minister Jitu Vaghani
and senior officers of
the education depart-
ment in the tweet.
On February 28, pro-
fessors across the state
had worn black ribbons
and boycotted their
teaching duties to at-
tract the government’s
attention towards their
problems. Another
grievance put forth by
them was that around
1,500 promotions of pro-

Pratapganj area, has
achieved national and
worldwide acclaim in

received widespread
recognition, including
medals, at painting

A Class IV at Kend-

very young age, after
receiving encourage-
ment from his grand-
mother. His father,
Arvind Suthar, who is a
professor of fine arts at
Maharaja Sayajirao
University of Baroda
(MSU), told First India,
“As part of Gautam’s
initiation into educa-
tion, his grandmother
put a brush in his hand
when he was only two-
years-old. I think that is
when his enthusiasm
for art blossomed.”
He added, “Gautam
has so far produced al-
most 150 paintings. His
work is distinct, in that,
unlike other young art-
ists, he does not paint
peacocks, parrots, or
cartoons, but rather ex-
amines things and situ-
ations in his surround-
ings and presents them
in the form of art.”
According to Arvind,
the COVID-19 lockdown

his art and creativity to
new heights. “He used
to paint before the pan-
demic too but with the
shutdownof school,tui-

of watching television
or playing games on

is the reason his paint-

war enters into a crucial
phase if the pathogens in the
laboratories were released
causing a much bigger trail
of death unleashed by the
manmade Corona Virus in
2019, which was leaked from
a Chinese facility in Wuhan.
The issue was brought before
the UN Security Council dur-
ingthesecondweekof March
when the Russian represent-
atives raised the issue before
the UN Security Council. The
US Ambassador to the United
Nations, Linda Thomas-
Greenfield, however, has
countered the Russian alle-
gations that the US-Ukraine
collaboration has been for
the past several years for de-
veloping the bio-weapons.
The big powers did not
agree to set up an interna-
tional team for conducting an
enquiry about the allega-
tions. During the Covid-19,
which was leaked from a
similar facility from a Chi-
nese facility in Wuhan could
never be probed. It may be
recalled that the laboratory
in China was set up with
French collaboration. It had
received liberal funding from
various American proxies,
including the Bill Gates
Foundation. Instead of tak-
ing the allegations seriously,
the UN officials stated that
“They do not have any evi-
dence of the existence of any
such facilities.” However, the
Chinese Ambassador, Zhang
Jun, supported the Russian
statement and asked that it
should be properly ad-
dressed. He not only rejected
the US charges that “Beijing
spreads disinformation.”,
and stated that the US main-
tains or supports biological
research institutions around
the world. And he called for
diplomatic efforts between
Moscow and Kyiv to acceler-
ate the peace negotiations.
Thomas-Greenfield
counters the Chinese
Thomas-Greenfield coun-
tered the Chinese allegations
by stating that the US has
long supported legitimate
medical research to help of-
ficials counter disease
outbreaks.“These facilities
make it possible to detect and
diagnose diseases like Cov-
id-19, which benefit us all.
She further claimed that
“The United States has as-
sisted Ukraine to do this
safely and securely. This is
work that has been done
proudly, clearly, and out in
the open.”
The Growing
Apprehension
With the Russian-Ukrainian
War entering into the third
week, the use of biological
weapons could not be ruled
out. During the past few days,
this apprehension is being
repeatedly stated in various
forums in the UN as well as in
the American state depart-
ment. The Russian allegation
has triggered off worldwide
attention towards the allega-
tion that the bio-weapons that
the USA and Ukraine were
being secretly developed.
The US-led western powers
do not subscribe to these al-
legations, but it is being
pointed out that the US rep-
resentatives, however, have
vehemently denied. However,
it is being stated that the
United States has helped
Ukraine in converting its sev-
eral laboratories that had
been involved in the former
Soviet Union’s biological
weapons program into public
health facilities.
Earlier, the issue came up
before the international me-
dia when a Russian spokes-
person, Zakharova, stated
that Russia had documents
showing the Ukrainian
health ministry had ordered
the destruction of samples of
plague, cholera, anthrax and
other pathogens before Feb
24, when Russian forces
moved into Ukraine. Earlier
in 2020 in similar bio-warfare
accusations, the U.S. embas-
sy in Kyiv had issued a state-
ment saying its involvement
was to ensure “dangerous
pathogens do not fall into the
wrong hands.” On March 6,
Moscow’s foreign ministry
had tweeted that Russian
forces found evidence that
Kyiv was “Eradicating traces
of the military-biological
programme in Ukraine,” fi-
nanced by the Pentagon.
The issue of bio-warfare
has been dominating since
the spread of Covid-19,
which is believed by a section
of people that it was being
developed as a part of some
bio-warfare, but this man-
made virus suddenly leaked
from a Chinese facility liber-
ally funded by the Western
powers. It is also quite
known that the classical bio-
warfare agents could be
made much more efficiently
than their natural counter-
parts, with even the simplest
genetic techniques; thus,
with modern biotechnology,
it becomes possible to create
completely a new range of
biological weapons.

J&K: Commission finalises delimitation
draft, invites suggestions till March 21
Srinagar (PTI): The
Jammu & Kashmir De-
limitation Commission
on Monday placed a
draft with the proposed
changestoassemblyand
parliamentarysegments
in the Union territory in
the public domain and
invited suggestions till 5
pm on March 21.
The most recent draft
includes small changes
that were made to the
earlier drafts after ob-
jections raised by Na-
tional Conference (NC)
MPs and suggestions by
Bharatiya Janata Party
(BJP) MPs.
The commission is
tasked with redrawing
boundaries of assembly
constituencies post the
splitting of the state
into two Union territo-
ries — Jammu & Kash-
mir and Ladakh — on
August 5, 2019.
While the National
Conference (NC) has
termed these changes
largely “cosmetic”, the
state unit of the BJP had
earlier stated that the ex-
ercise is a “logical move”
to ensure political em-
powermentof theregion.
The changes include
the renaming of cer-
tain constituencies.
However, suggestions
on redrawing of con-
stituencies have not
been accepted by the
commission.
This includes the re-
naming of the Habba
Kadal assembly constit-
uency
,whichwasearlier
included in Srinagar
South. The Larnoo con-
stituency will now be
called Kokernag, to rep-
resent the larger area.
Likewise, the Anantnag
East seat will hence-
forth be Shangus-
Anantnag East. The
Mughalmaidan seat in
Kishtwar has been re-
named Inderwal. The
BJP MPs had also sug-
gested renaming the
Anantnag-Rajouri par-
liamentary seat and
Anantnag-Poonch but
that has not been accept-
ed by the commission.
In a public notice, the
commission said: “The
Delimitation Commis-
sion has published in
the Gazette of India,
Extraordinary and in
the Union Territory of
Jammu & Kashmir Ga-
zette, both dated 14th
March, 2022 its propos-
als for the delimitation
of Parliamentary and
Assembly Constituen-
cies in the UT of Jam-
mu & Kashmir for the
purpose of elections to
the House of People and
the Legislative Assem-
bly for the Union Terri-
tory. The Commission
invites objections and
suggestions in relation
to the same.”
The commission has
provided only a week
for the general public to
provide their feedback
on the proposals in the
draft that it will take up
in public sittings in Sri-
nagar and Jammu on
March 28 and 29.
The location and tim-
ings of the hearings will
be notified separately,
the commission said.

(-) 26.37%. Inflation in
potatoes saw a sudden
spike at 14.78% in Feb
against (-)14.45% in
Jan. “The high rate of
inflation in February
2022, is primarily due
to rise in prices of min-
eral oils, basic metals,
chemicals and chemi-
cal products, crude pe-
troleum natural gas,
food articles and non-
food articles etc as com-
pared to the corre-
sponding month of the
previous year,” the
Commerce and Indus-
try Ministry said.

Lay down new pipeline in Kalol: Shah
AS SECOND BREAKOUT OF CHOLERA EPIDEMIC HAS HIT THE TOWN IN 8 MONTHS, GANDHINAGAR
DISTRICT HEALTH PERSONNEL ARE SCRAMBLING TO BRING IT UNDER CONTROL
First India Bureau
Gandhinagar: In less
than eight months,
cholera has resurfaced
in Kalol town again
with more than 500 per-
sons affected with con-
taminated water in the
area. While some of
them were hospitalized,
others received medical
assistance at home. Af-
ter learning about an-
other breakout during
his visit, Gandhinagar
Lok Sabha MP and Un-
ion Home and Coopera-
tion Minister Amit
Shah instructed district
authorities to lay down
a new water pipeline
and ensure that the ill-
ness was brought under
control, at the earliest.
For the past two to
three weeks, cholera
cases have been report-
ed in different parts of
the town. News of the
case surge reached Dis-
trict Collector Kuldeep
Arya, who instructed
Kalol nagarpalika and
its health teams to con-
duct door-to-door sur-
veys and increase medi-
cine distribution in the
town.
As of now, there are
30 medical and para-
medical teams carrying
out surveys of over
2,921 homes. Eight doc-
tors and 92 para-medi-
cal personnel are close-
ly monitoring the situa-
tion, and have so far,
covered around 59 resi-
dential societies that
have been affected with
contaminated water.
The nagarpalika has
disconnected water
supply to these socie-
ties and a control room
has been set up to help
residents.
Last month, the Na-
tional Human Rights
Commission (NHRC)
had issued notices to
the state principal sec-
retary (health and fam-
ily welfare) as well as
the Gandhinagar dis-
trict magistrate asking
them to appear before
the commission on
April 28. The commis-
sion is hearing com-
plaints filed regarding
the cholera breakout in
July 2021.
In its notice to them,
the commission had
noted, “Facts of the
case are disturbing.
The allegations made in
the complaint are seri-
ous in nature, involving
rising numbers of
deaths and the cholera
epidemic on account of
lack of medical facili-
ties and shortage of
staff. The case, there-
fore, involves grave vio-
lation of human rights
of the patients at large.
Such types of cases are
viewed very seriously
by the commission.”

Gandhinagar: The Gu-
jarat government’s
Minister of State for
Home Harsh Sanghavi
informed the house on
Monday that Gujarat
was still awaiting the
return of the 1,145 of
the missing women re-
ported in 2020.
In 2020, the state po-
lice reported 7,673 wom-
en as missing. They
found 6,528 women, but
1,145 women are still
missing.
Of the 7,673, maxi-
mum females were re-
ported missing from
Ahmedabad, 1,870, fol-
lowed by Surat, 1,216
and then Vadodara, 327.
Out of the women
found 1,674 returned to
Ahmedabad, 988 to Su-
rat and 291 to Va-
dodara, as disclosed by
MOS home in his reply
to an Unstarred Ques-
tion by Congress MLA
from Viramgam Lakha
Bharwad.
In reply to a question
asked by the Radhan-
pur legislator Raghu
Desai, the MOS home
said there was a re-
quirement of three new
women police stations,
one each in Ahmedabad
rural, Banaskantha
and Surat. It was listed
based on a proposal re-
ceived only now by the
Directorate General of
Police.

Rajkot: Two kids,
14-years old daughter
and 12-years old son of
a lady living in Jetpur,
have demanded the
death penalty for their
father, who killed their
mother on Monday
morning. The Jetpur
police have invoked the
IPC section of murder
on the husband and his
nephew, who fled after
committing the offence.
Shantu Kahor and
his nephew Shivraj en-
tered Prasannben’s
house in Bhaviknagar,
Jetpur, attacked her
with a sharp weapon
several times and then
fled from the town.
Neighbours rushed the
victim to a nearby hos-
pital, where the doctor
on duty declared her
dead.
In her statement,
Prayesha (name
changed) told the police
that her parents had got
a divorce a few years
ago, and since then, her
mother had moved to
Jetpur with her young-
er brother Pratham
(name changed) and
her.
Prayesha also added
that her mother was the
second wife of her fa-
ther. Her father had
killed his first wife, too,
by setting her on fire.
Recently, her father had
made two attempts to
attack her mother.
Prayesha and Pratham
have demanded that
their father be arrested
soon, and the court
award him a severe
punishment like the
death penalty

HUSBANDS ATTEND DIST PANCHAYAT
MEETING INSTEAD OF ELECTED WIVES
First India Bureau
Rajkot: Three days
ago, during his road-
show in Ahmedabad,
Prime Minister Nar-
endra Modi had
stressed that a Mahila
sarpanch was capable
of performing her du-
ties, just like women
in other fields. The
practice of “Sarpanch
Pati” must come to an
end.
The Sankalan meet-
ing of BJP Rajkot dis-
trict Panchayat, held
on Monday, clearly
give this diktat a deaf
ear! Of the 14 elected
women representa-
tives, only three were
present for the meet-
ing. The remaining
members had their
husbands present for
the meeting.
The Sankalan meet-
ing of BJP comprised
of elected members in
district panchayat
and the Sangathan.
“Husbands attending
the meeting on behalf
of their wives is a
common tradition
and practice going on
for years,” said a sen-
ior BJP leader.
Speaking to First In-
dia district panchayat
president, Bhupat
Bodar said, “Only
three of 14 elected
women representa-
tives were present in
today’s Sankalan
Samiti meeting. In-
stead of women mem-
bers, their husbands
were present. But it
was only a party meet-
ing for members and
the Sangathan, so we
allowed them. Howev-
er, the same is not per-
mitted during an offi-
cial meeting of the
district panchayat.”
Circumstances are seldom
perfect, you will often be ill-
equipped but continue to work
towards your aim.

Q Where do you see

Q How did your
journey begin?
My journey was very
interesting in 2016
when I won the title for
Mr India runner up. I
practised a lot of chal-

fear under confidence

world woke the actor
inside me and I ended
up doing Tvc ads and

Q What were some
of the battles you
fought and are still
fighting in your
journey?
Acting and Model-
ling were not my
forte, I used to be
very shy and less
confident but desti-

I worked hard for my
