Supervisor Julie Christensen will introduce amendments to expand the scope of Supervisor Scott Wiener's existing "Good Samaritan" ordinance. The ordinance currently allows property owners to temporarily rent out vacant units at below-market rates to tenants displaced by disasters. The amendments would include tenants who are relocated temporarily during the rehabilitation of dilapidated public housing in San Francisco. The city housing authority has over $270 million in needed repairs for its properties and is undertaking a program to finance and complete the repairs. Some tenants will need to be temporarily relocated during this work. The amendments aim to help those tenants access affordable temporary housing options.

San Francisco, CA – Today Supervisor Julie Christensen will introduce amendments to
Supervisor Scott Wiener’s ‘Good Samaritan’ ordinance to expand coverage to tenants relocated
due to rehabilitation of public housing. The Good Samaritan ordinance, passed in 2011, allows
property owners to rent out vacant units at below market rates on a temporary basis for tenants
displaced by disasters.
San Francisco Housing Authority (SFHA) public housing has more than $270M in deferred capital
repairs on its properties, and is participating in HUD’s Rental Assistance Demonstration Program
(RAD) in order to bring critical financing to make desperate repairs to the dilapidated sites.
Last week, the Board of Supervisors passed resolutions related to financing those critical repairs.
Two of the resolutions that Supervisor Christensen cosponsored with the Mayor’s Office - and that
are directly related to District 3 - are the developments at 227 Bay Street and 990 Pacific Avenue.
This was an important first step.
“When this critical long-deferred maintenance begins, some tenants will be temporarily relocated.
I am working with the Mayor’s Office of Housing and Community Development to minimize the
challenges of temporary relocation – and I am committed to every tenant’s right to return to their
newly repaired unit as swiftly as possible,” stated Christensen. “To that end, we are expanding the
Good Samaritan ordinance to include households temporarily displaced due to the rehabilitation
of public housing.”
“The purpose of the Good Samaritan rental ordinance is to help tenants who’ve been displaced by
fire or other disasters and to ensure they have access to temporary affordable housing while their
units are being fixed,” said Supervisor Wiener, who authored the Good Samaritan ordinance in
2011 after a series of arsons displaced numerous tenants in the Castro. “I commend Supervisor
Christensen for once again stepping up for at-risk tenants.”
