Since 40 months in UP
-- 650 employees
without salaries!
As the 50th anniversary of
the Liberation of Bangladesh
draws near, what also draws
near is the 50th anniversary of
a genocide so gruesome that it
ought not to be allowed to slide
intooblivion.
To begin at the beginning,
ZulfikarAliBhutto was notpart
of the deception — he was the
deception. Havingwon only85
seats, Bhutto’s Pakistan
Peoples Party (PPP) had been
a runner-up in the elections of
December 1970, losing to the
Awami League’s 167 seats. In
the political stalemate due to
then-West Pakistan’s attempt
to modify the people’s
mandate, Bhutto’s presence in
Dhaka, on 25 March 1971 for
“talks” with Sheikh Mujibur
Rahman (the legitimate Prime
Minister-Elect for the whole of
Pakistan), probably lulled
Awamileadersintothinkingthat
“the 26th would be just another
Friday, like every other Friday
before it”.
Although it was almost an
open secret that the thousands
of crew-cut youth who had
been arriving in civil clothes
onboard civil flights, day after
day for over a month, were
actually soldiers, the Pakistan
Army troops in Dhaka had
always behaved with deference
and remarkable restraint
towards SheikhMujib – at least
on the surface. Despite martial
lawbeing in force, the Pakistan
Army had withdrawn into their
cantonments on 3 March, with
nearly no indication that they
would not continue to remain
there. The sporadic clashes
were largely attributed to the
eagerness of free agents. After
all,Awami supporters were also
creatingcivil nuisance bygoing
on strikes, blocking roads, etc.
So, even after his face-to-
face talks with Pakistan’s
military ruler Yahya Khan had
failed,SheikhMujib’s calltohis
people, “to prepare themselves
for an all-out struggle”,was still
only a call for non-violent civil
resistance. While Yahya left
Dhaka, Bhutto stayed to
ostensibly ‘continue the talks’
that he had come for. A wily
deception.
An H-Hour of 01:00 am on
the 26th and the arrest of
Mujibur Rahman had already
been green-signalled at 11:00
am on 25 March, but Bhutto’s
presence had successfully
crafted the impression that
‘talkswouldgoon’,creatingthe
belief that the night would be
peaceful, and the days ahead
conducive for democratic
protests through civil
disobedience.
Evening of 25 March. The
iconic clock of St Thomas had
just struck 10, its chimes
soothing. But soldiers, many
with shawls to hide their
insignia, started streaming into
the telephone exchanges, radio
andTVStations, teleprinterand
telegraph offices, and also
around the InterContinental
hotel in Dhaka. Even as the last
of the city’s busybodies were
gettingreadyfor bed,the stroke
of 10, that night, was the sign
for the Pakistan Army to
effectively blockade any
foreign journalists who hadn’t
already been expelled or left
thecountryontheirown, tostop
everymeans ofcommunication,
and to quietly encircle Sheikh
Mujib’s residence. All of this
took them just over an hour.
Killings, thus far, remained
purposeful – limited to what
was necessary to take over
control of the communication.
By 30 minutes to midnight,
all that changed. The H-Hour
had apparently been advanced.
And the true purpose of
Operation Searchlight harshly
shone forth: to kill and show.
Each kill had to be a signal to
the other Bengalis, and
Pakistanis went out of their
way to make it so.
Mass deaths
Sheikh Mujib was fortunate
in a way, he didn’t have to
personally witness all these
killings,for at about 1:30 amon
the morning of 26 March, he
was abducted from his home,
flown to Rawalpindi and then
takento solitaryconfinement in
West Pakistan. But his people
suffered. The armed soldiers of
East Pakistan Rifles, and the
armed constables of the local
police, were not spared either,
if they were Bengalis.
Even the name for their
operationwas apt.Asearchlight
can be used either to ‘search
for’ or to ‘illuminate’. This
operationmetboth aims.Search
out every person suspected of
being a politician, a student
leader, a teacher of Bangla, or
a cultural activist. Don’t hide
the deaths, but emphasise the
gruesome details of these
deaths as symbols and signals
to illuminate the choices before
people who didn’t kowtow. It
was macabre.
“The killing began shortly
after 10 pm,” says Mashuqur
Rahman, describing the
demons of 1971, “in the first 48
hours the orgy of killing had
ravaged Dhaka city……
(but)….. the genocide had just
begun”.
Theintensityof thegenocide
inBangladesh surpassed that of
the Holocaust. The Nazis had
cruelly notched a monthly
average of over 80,000
innocent lives between 1941
and 1945, but the Pakistan
Army broke the Nazi speed-
record five times over in 1971,
with their savage murders
averaging about 400,000
Bengalis each month, not
counting their rapes and other
unspeakable atrocities. The
‘Gear 5’ intensity of the
Pakistani Genocide stands out
— the Pakistanis had
committedapproximately three
millionmurdersinninemonths,
and more than 200,000 rapes.
And mostWestern countries
looked the other way.
Had India not intervened;
had Pakistan been allowed to
continue the killings for six
years as the Nazis had, there
would have been 24 million
Bangalis dead, and the Lord
knows how many more women
violated.
Though the Nuremberg
Trials had in noway offset what
the European Jews had
suffered, they had at least
attempted to bring many of the
Nazis to justice for murdering
an estimated six million Jews.
It is one of the deepest
shames of the Seventies, that
the Pakistani officers
responsible for the murder of
nearly three million Bengalis

International Day of Persons
with Disabilities 2020
On International Day of
Persons with Disabilities
(IDPD) 2020, WHO raised
awareness on the need to
respond to the needs of people
with disability in all aspects of
society, including during the
COVID-19 pandemic, the
importance of fostering an
inclusive culture, and the
complete realization of the
human rights of all persons
with disabilities as an integral
part of all human rights and
fundamental freedoms.
Key messages for
IDPD 2020
1. Disability is part of the
human experience.
2. WHO recognizes that a
world where all people attain
the highest possible standard of
health and well-being is only
possible if health systems are
inclusive of people with
disability.
3.Peoplewithdisabilityhave
been amongst the most
vulnerablepopulationsduringthe
current COVID-19 outbreak
due to many health, social and
environmental barriers,
discriminatory attitudes and
inaccessibleinfrastructure.
4. The COVID-19
pandemic provides a unique
opportunityto build backbetter
our health systems so that they
are more inclusive and
responsive to the needs and
human rights of people
experiencing disability in all
their diversity.
5. Countries need to shift
towards a service delivery
system rooted in the
communities, reaching out and
empowering people with
disability.

UP Cops Stop Inter-Faith Wedding, Week
After NewAnti-Conversion Law
A week after a new
ordinance by the Uttar Pradesh
government to stop unlawful
conversion became law, the
police in state capital Lucknow
stopped a wedding ceremony
between a Hindu woman and a
Muslim man, citing the
ordinance.
The wedding was supposed
to take place on Wednesday in
Lucknow's Para area. But
minutes before ceremonies
were to begin, a police team
reached the venue and asked
both parties to accompany them
to the local police station.
At the police station, both
sides were asked to first seek
clearance for the marriage from
the Lucknow District
Magistrate, according to the
police.
"On 2 December, we
received information that a girl
from one community was
wanting to get married to a boy
from another other community.
We called both sides to the
police station and handed them
a copy of the new unlawful
conversion ordinance and both
sides have given written consent
that as per law, they will inform
the DM (District Magistrate)
and get his permission before
moving ahead with things,"
Suresh Chandra Rawat, a
senior Lucknow police
officer, told the media.
While the families of both
the man and the woman have
not spoken on record ,
sources say the wedding was
taking place with the consent
and the knowledge of both
families and that therewas no
coercion involved . Sources
say both families intend to go
ahead with the wedding after
completing any legal
formalities required under law.
There was also no intention of
either side to convert, family
sources have claimed.
The Uttar Pradesh
Unlawful Religious Conversion
Prohibition Ordinance (2020)
says that religious conversions
that use falsehood, force or an
incentive, or take place solely
for the purpose of marriage will
be declared a crime. Those
who plan to convert after
marriage, the government said,
will have to inform the District
Magistrate of their intention at
least two months in advance.
The burden of proof, that
the conversion was not forced
or for marriage, will be on the
person converting,and all cases
filedunderthe ordinancewillbe
non-bailable.
Accordingto the ordinance,
forced conversion (or
conversion through fraud) will
be punished by up to five years'
imprisonment or a fine of ?
15,000. If the forced
conversion involves a woman
from the marginalised
communities, then this will
increase to between three and
10 years' jail and a fine of ?
25,000. Mass conversions will
attract a similar jail term and a
fine of ? 50,000.

proclaimed East Pakistan a free
nation, had to set free 93,000
prisoners of war (PoWs) in
order to obtain the release of
‘Bangabandhu’ Sheikh Mujibur
Rahman, whose presence was
central to the fledglingnation of
Bangladesh. Blackstone’s ratio
of ten criminals to one innocent,
has perhaps never in history
been skewed on a grander
scale.
The role of the media
From Governor General
Tikka Khan, the infamous
‘Butcher of Bengal’, or his
successor General Amir
Abdullah Khan Niazi, to the
soldiers who made beauty their
booty (to paraphrase Andrew
Jackson) – everyone escaped
trial.
But, even if so many
criminals got away, what
ensured that their crimes
pierced the world’s conscience?
To quote Walter Lippmann,
“News and (the) truth are not
the same thing”. Indeed, when
it comes to news about India,
Western media often chooses
authors and journalists who tell
their readers what they wish to
hear. That becomes news. That
news becomes cited history,
through the sheer perversity of
‘pervasity’(even if it’s not a real
word). Western media is so
pervasive that history cannot be
written by the victors unless
they happen to be from the
West.
The news in the West may
never have resembled the whole
truth even in the 1971 War, had
it not been for a few brave
souls, thanks to whom the truth
of the genocide got through to
theWestern media, and changed
the colour of the “News” as
being reported there.
Who are these heroes?
Foremost among them is
Archer Kent Blood, who, as the
Head of the United States
Consulate in Dhaka, sent a
series of cables to Washington,
commencing with the one on 27
March, which read, “Here in
Decca we are mute and
horrified witnesses to a reign of
terror by the Pak Military….”.
On 6 April 1971, he sent a
‘dissent cable’ (later dubbed
‘The Blood Telegram’) to the
US Secretary of State William
P. Rogers, which read: “Our
government has failed to
denounce the suppression of
democracy. Our government
has failed to denounce
atrocities. Our government has
failed to take forceful
measures to protect its citizens
while at the same time bending
over backwards to placate the
West Pak dominated
government and to lessen any
deservedly negative
international public relations
impact against them. Our
government has evidenced
what manywill consider moral
bankruptcy,… But we have
chosen not to intervene, even
morally,on the groundsthat the
Awami conflict, in which
unfortunately the overworked
term genocide is applicable, is
purely an internal matter of a
sovereign state. Private
Americans have expressed
disgust. We, as professional
civil servants, express our
dissent with current policyand
ferventlyhope that ourtrue and
lasting interests here can be
defined and our policies
redirected in order to salvage
ournation’s position as amoral
leader of the free world….”.
National Security Advisor
Henry Kissinger didn’t react,
but the Blood Telegram found
its way into the press, and the
‘truth’ suddenly became the
‘news’ in the US. The moment
of convergence came in the
Britishmediatoo. First, asmall
snippet by Simon Dring
appeared on the front page of
The Daily Telegraph on 30
March 1971. Dring had gone
underground just before the
murders began, and collected
evidence of the atrocities at
great risk to himself, but his
article failed to really alter the
tone of reporting in Western
media. Even though the BBC
subsequently carried a
broadcast made on the 27th of
March 1971 by Major Ziaur
Rahman from a small
clandestine radio station in
Chittagong (reading out
Mujibur’s declaration of
Bangladeshi independence), it
had mostly been interpreted as
the justification for a Pakistani
crackdown rather than the
right way around.
The defining change came
when Pakistani journalist
NevilleAnthonyMascarenhas,
pennedhis article,“Genocide“,
in The Sunday Times on 13
June 1971. He had originally
been embedded by the
Pakistan government with the
Pakistani forces in East
Pakistan in order to report
favourably, but was so
disturbed by what he saw that
he escaped to the United
Kingdom. His article on the
Bangladesh genocide has been
credited by the BBC as having
“exposed for the first time the
scale of the Pakistan army’s
brutal campaign …”, and
indeed even “impelled India to
look at a military option to
resolve the humanitarian
crisis”.
As the 50th anniversary of
the Liberation of Bangladesh
draws near, what also draws
near is the 50th anniversary of
a genocide so gruesome that it
ill behoves humanity to ever
forget it.
It would only be a befitting
tributetothemillionsofBengali
lives lost in the Pakistani
genocide of 1971, that in the
year 2021, the Indian
government appropriately
honours the names of three
good men: the Late Archer
Blood, the Late Anthony
Mascarenhas, and Simon
Dring, for their courage of
conviction and honesty.
Thanks to them, news
came much nearer to the truth.

Experts believe that a
COVID vaccine "will be ready
in the next few weeks", Prime
Minister Narendra Modi said
on Friday during an all-party
meeting, asserting that India's
vaccination programme would
begin as soon as scientists give
the permission.
"Experts expect that the
vaccine will be ready within
next few weeks itself. Once
scientists approveit, the nation-
wide vaccination drive will be
started in India. Our scientists
are very confident of
succeeding in their endeavour
of making COVID-19 vaccine.
The world is keeping a watch
on the cheapest and safe
vaccine," he said during the
meeting which was attended by
about 12 leaders from
prominent political parties.
PM Modi, who, last week
visited India's top vaccine hubs
to personally review the
development of coronavirus
vaccine and the manufacturing
process also assured that the
country has the necessary
infrastructure to manufacture
the vaccine at a large scale.
Nearly eight vaccines are at
different stages of trial with
their manufacturing assured in
India, PM Modi said.
"The vaccine distribution
and administration is given to a
national experts group.Advice
will be taken from them on a
comprehensive and real-time
manner. India has the facilities
needed to manufacture the
vaccine at a large scale. In fact,
our preparation is better than
most others," PM Modi said at
the meeting, which is the
second such meet called by the
government since the outbreak
of the pandemic.
Three vaccines from India
are also at different stages of
trial, he said.
"Centre is in talks with state
governments over the price of
vaccine and decision regarding
it will be taken keeping public
health as topmost priority," he
added.
Frontline healthcare
workers, who include police
personnel and municipal staff,
and old people suffering from
serious conditions would be
inoculated on priority, he said.
From the time of fear and
apprehensions in the months of
February and March, when
India reported its first COVID
cases, to this atmosphere of
"hope and confidence" in
December, India has come a
long way, he said.
"India is one of the few
countries where the testing and
recoveryrates are veryhighand
the mortality rate is very low.
Compared to developed
countries, India has fought
against COVID much better
and has managed to save a lot
of lives," PM Modi said.
PM Modi also urged
political parties to keep the
masses aware and protect
them from rumours which, he
added, are often spread
whenever there is a mass
vaccination exercise. "We must
make sure rumours are not
spread during vaccination,
rumours that are anti-national
and anti-human," he said.
About 12 leaders from
prominent political parties,
includingLeader of Opposition
in Rajya Sabha Ghulam Nabi
Azad (who is representing the
Congress), Sudip
Bandyopadhyay (Trinamool
Congress) and Sharad Pawar
of the NCP attended the virtual
meeting. Congress leader in
Lok Sabha Adhir Ranjan
Chaudhary also attended the
meeting which started around
10:30 am.
Apart from PM Modi,
Defence Minister Rajnath

Ministers Pralhad Joshi and
ministers of state in the same
ministry Arjun Ram Meghwal
and V Muraleedharan, who
reached out to floor leaders for
the meeting, also attended the
virutal meet, according to
reports.
PM Modi has held four
important meetings on Vaccine
Delivery and Distribution
related preparedness in the last
two weeks.
Last week, PM Modi visited
India's top vaccine hubs in
Ahmedabad, Pune and
Hyderabad to personally
review the development of
coronavirus vaccine and the
manufacturing process. The
visit, PM Modi's office said,
was meant to help him get a
"first-hand perspective of the
preparations, challenges and
roadmap in India's endeavour
to vaccinate its citizens".
While India has logged the
second-highest number of
cases in the world after the
United States, it is one of the
countries with the lowest
deaths per million population
globally.
This morning India added
36,595 fresh infections, taking
the overall coronavirus case
count to 95.71 lakh. The
country's Covid death count
rose to 1,39,188 as 540 people
lost their lives in this period.

Ban On Polygamy Is A
Better Option Than
Making Special Laws
Much has been written
about love jihad – the targeted
luring by Muslim men for
marriage and conversion of
non-Muslim women.
Demography is destiny is a
well-acceptedtruism. But more
than demography per se, it is
the religious nature of
demography that vastly
influences politics, economics,
social stability, war and peace.
Abrahamic religions suchas
Christianity and Islam are
doctrinally ordained as world
conquering expansionist
creeds. Which means they
have to continuously increase
their demography with which
comes the geography too. Both
religions poach from others
throughwell-oiledmultinational
conversion machinery.
To control the menace
of love jihad, a ban on the
practice of polygamy may
be one of the solutions.
Kidney disease leading risk factor
for COVID hospitalisation
Chronic kidney disease is
the leading risk factor for
hospitalisation from COVID-
19, says a study of electronic
health records.
For the study, the
researchers examined the
health records of 12,971
individuals whowere testedfor
COVID-19 within the
Geisinger Health System inthe
US.
Of this group, 1,604 were
COVID-positive and 354
requiredhospitalisation.
The team analysed the
records for association
between specific clinical
conditions, including kidney,
cardiovascular, respiratoryand
metabolic conditions, and
COVID-19 hospitalisation.
Overall, chronic kidney
disease was most strongly
associatedwith hospitalisation,
and COVID-19 patients with
end-stage renal disease were
11 times more likely to be
admitted to the hospital than
patientswithout kidneydisease,
said the study published in the
journal PLOS ONE.
"Previous studies have
identified a variety of health
conditions associated with an
increased risk of COVID-
relatedhospitalisation,including
diabetes, heart failure,
hypertension, and chronic
kidney disease," said Alex
Chang, Geisinger nephrologist
and co-director of Geisinger's
Kidney Health Research
Institute.
"What is significant here is
the magnitude of the kidney
disease-related risk."
How underlying medical
conditions increase the risk of
C O V I D - 1 9 - r e l a t e d
complications is not yet fully
clear.
However, the study
suggests that the physiological
stress caused by an excessive
inflammatory response to
COVID-19 infection could
destabilise organs already
weakened by chronic disease,
or that organ injury from the
virus could act as a "second-
hit" to these organs.
"Consistent with this
hypothesis,kidneyandheart are
among the tissues with the
highest expression of ACE2, a
SARS-CoV-2 receptor," the
team wrote.
Regular heat exposure through
hot baths may reduce risk
factors for type 2 diabetes
Youmayalreadybeawarethat
diabetes is a chronic disease that
occurs either when the bodydoes

as type 1 diabetes) or when the
body cannot effectively use the

conditionsleadtohyperglycemiaor
an increased concentration of

Whydiabetespreventionand

Accordingtoastudy,published
inthejournalDiabetesCarein2003,
type 2 diabetes, in particular, is
reaching epidemic proportions in
urbanIndia,owingpredominantly
totheriseinoneofthebiggestrisk
factors for the disease — obesity.
The study states that there’s an
increase in adolescent obesity
acrossurbanIndia,whichisleading
to diabetes onset at a very young
age among Indians. This is
especially concerning because an
increase in diabetes prevalence is
likelytoalsoleadtoanincreasein
all the other diseases diabetes is
associated with, including
cardiovascular disease, nerve
damage, kidney damage, eye
damage,skinconditionsandeven
Alzheimer’sdisease.
The effects of diabetes can be
evenmorefar-reaching,according
to new research presented at the
annual meeting of the European
Association for the Study of
Diabetes(EASD).Themodelling
study, soon to be published in
Cardiovascular Endocrinology &
Metabolism, suggests that the life
expectancy of a person with type
1 diabetes is eight years less and
that a person with type 2 diabetes
is two years less than the average
personwithoutdiabetes.ThisUK-
based study also suggests that,
comparedtomen,theaveragelost
life years for women was much
higherthaninmenwitheithertype

Though population and
epidemiologicalstudiesneedtobe
conducted in more countries,
including India, to find out if the

same, the fact that diabetes does
lead to debilitated life quality and
lowerlifeexpectancyisundeniable.

actress shared, "Whenever
she gets a chance, she goes
through sarees of her mum
and masi, and tries draping it
around her. She's extremely
close to both of them and the
sentimental value these sarees
hold are way more important
than fashion choices for her
and her heirloom will be these
sarees."
No branded handbags,
shoes, clothes but an elaborate
collection of sarees owned by
her mother and aunt. Shraddha
can have the most amazing
sarees available for her with a
wholehost of stylists aroundher,
but she prefers sarees that have
a sense of belonging.
Recently on the occasion of
Gudi Padwa, the actress was
seen flaunting her mother's
saree which was as gorgeous as
the actress, and that's what
strikes a chord in her fan's
hearts. The actress chooses to
doll up in their sarees for any
important occasion and festival.
Meanwhile, Shraddha had a
hectic 2019 with releases back-
to-back and a bumper start in
2020 with announcements one
after the other. Apart from her
recently announced Nagin
trilogy, the actress will also be
seen in Luv Ranjan's directorial
alongside Ranbir Kapoor
Legal notice sent to actress Kangana Ranaut
for tweeting fake news on Shaheen Bagh dadi
Bollywood actress
Kangana Ranaut, who is
known to express her opinion
on everything under the sun on
Twitter, has received yet
another legal notice. An
advocate in Punjab's Zirakpur
area sent a legal notice to the
actress demanding an apology
for a tweet in which she made
a false claim of identifying an
old woman at the farmer's
protest as the Shaheen Bagh's
Bilkis Dadi.
A few days back, Kangana
Ranaut in her tweet posted a
picture of an old woman and
claimed that she was the same
Dadi who was part of the
Shaheen Bagh's anti-CAA
protests and has now joined the
farmers' protest. Her claim
was proven to be false, as the
old lady was identified as
Mohinder Kaur, a resident of
Bathinda. Kangana, in her
tweet also alleged that the
woman was available for
protests for Rs. 100. After
being slammed on twitter for
making false and insensitive
comments, she deleted the
tweet.
Advocate Hakam Singh
who sent a legal notice to
Kangana Ranaut demanded
that the apology be made in
seven days. If the actress fails
to tender an apology, the
advocate will be pursuing a
defamation case.
The advocate also said that
by making such remarks,
Ranaut has not only degraded
the image of each lady and
each person but also the
farmers who are protesting for
their rights.
Meanwhile, Ranaut is in the
centre of several legal cases for
her remarks on social media.A
case has been registered against
the actress by the Mumbai
