Open the Operation Manager PowerShell, type the following command
Set-SCOMLicense –ProductID
Restart System Center Data Access Service

Go to Administration Pane Device Management right click Discovery Wizard

Choose Windows Server Core OS Add all the items. Specify the location to download the
management packs.
