3. 1.0 INTRODUCTION OF PROJECT
1.1 INTRODUCTION TO SITE
The site is located at Jalan Raja Laut, which is the
centre authority zone that is surrounded by high rise
government building. It is a parking lot that situated
along the main road, Jalan Raja Laut.
Most of the people, especially for those office staff
and workers will use the main road in daily life. So, it
is not surprised to see that the road has busy traffic
in weekdays. Lots of illegal parking can still be seen
although there are lots of parking area. Less
entertainment can be seen as well as it is an
authority area. Most of the tourists will most
probably pass by the area or go to the shopping mall
area, Sogo. The site can be considered as sitting at a
crowded area because it is surrounded by variety of
transportation like bus and taxi. KTM AND LRT
stations can be seen beside the site which allow
people to come from further region.
There is not any obvious rapid growth of entertainment section around the area. The biggest problem which
city people may face is stress. For example, they will be emotionally driven which will affect their working
performance. Bus drivers and taxi who are under pressure will also be affected by the stressful life and it may
cause them to drive recklessly or emotionally which will probably lead to accident. As a result, the whole
area will be affected and it will eventually cause sickness to the body and mind of everyone, especially for
those who work there every day. In order to solve the problem, a calm and quiet space, like a recreational
centre has to be provided for them to find their inner peace, as well as controlling their emotion properly.
4. 1.2 STAKEHOLDERS
MINISTRY OF TOURISM AND CULTURE (MALAYSIA)
The Ministry of Tourism and Culture (MOTAC) is a ministry of the Government of Malaysia that is responsible for tourism, culture, archives, library,
museum, heritage, arts, theatre, handcraft, visual arts, convention, exhibition. It administers his functions through the Ministry of Tourism and Culture and
a range of other government agencies. It aims to develop the tourism industry in Malaysia. It supports tourism entrepreneurs by offering funds, incentives
and courses across a variety of sub-sectors within tourism. It also runs several tourism-related programmes, such as the Malaysia My Second Home
(MM2H) Programme, which allows financially qualified foreigners to remain in Malaysia for up to 10 years on a ‘social visit pass’ without a visa. It also
provides online services for tourism related licence and registration applications.
MALAYSIAN PSYCHOTHERAPHY ASSOCIATION (MPA)
Malaysian Psychotherapy Association is a professional body for practicing psychotherapists. It was founded in 2002. All practitioner members of the
Malaysian Psychotherapy Association are governed by the Code of Ethics and Professional Conduct. It aims to help an individual to resolve the psychological
problem or disease on the long term basis because it addresses the underlying and emotional cause of the problem.
5. 2.0 PROJECT VIABILITY
2.1 SITE CONTEXT AND ISSUE
Since the proposed site is situated in the middle of the city, it has one common and serious problem that every city is facing from time to time which is
stress. Living in the city is much different than countryside or rural area. Issues like traffic congestion, high crime rate, inadequate parking lots and high
spending rate will further expand the stressful lifestyle in urban city area. The consequence might be unthinkable if people live with an overstressed
lifestyle in a city for a long time.
People who are under stressed will be emotionally driven and this might cause some serious problems like getting hot tempered in a traffic jam and
driving recklessly. It might also highly affect the working performance and get scolded by the bosses which will eventually lead to higher stress level. At
night, people will have to worry about their safety if they work overnight in the office. All these activities are leading to a tired and exhausted lifestyle to
the city people, especially for the office staffs who will then have stress issue.
The problem of city illness has to be taken action drastically or bear the unthinkable consequences which will lead to the downfall of the city.

2.4 PESTLE ANALYSIS
POLITICAL
Although the site is located at an authority zone, the area lacks of promotion and
supportive activities by the local government. Compared to the core heritage
zone like Petaling Street, the site (parking lots) remains what it is and it has no
further action to be taken to preserve or encourage for more activities.
ECONOMICAL
Economy contribution is considered quite low around the site as there is less
entertainment like shooping mall around the site. However, mostly, the site relies
more on the local activities such as old restaurant and open market which are
mostly supported by the locals.
SOCIOLOGICAL
Since it is an open parking there, the site is crowded and packed with vehicles,
especially during the weekdays. However, during night time, illegal activity like
‘Mat Rempit’ occurs and affect the site peacefulness.
LEGAL
The site has a total area of 3936 square metre. According to the authority
requirement, the setback of the site for building purpose is 6m from boundary to
the existing front façade of the building and 3m on each of the adjacent sides of
the boundary. The minimum building floor is 3 floors and the maximum floor
building areas are between 1800 to 2000 square metres including the open
circulation.
ENVIRONMENTAL
The area is exposed to its surrounding without any obstacles which can assert
passive design into the building project like natural lighting and ventilation.

3.2 PROGRAMMES
MEDITATION CENTRE
Meditation is a written or spoken discourse expressing considered thoughts on a subject. It helps to claim their min down and it seeks for inner peace. Also,
it helps to improve a wide range of willpower skills, including attention, focus, stress management, impulses control and self-awareness. By having all these
benefits, the people can be more focused when executing task and have a better working performance. Space with little light will definitely have the effect
to enhance the experience of the user.
YOGA CENTRE
Yoga is a spiritual, mental, and physical practice that is been practiced around for centuries. It helps to connect our mind and body together. For example,
office staffs can have a better flexibility, balance, strength, energy and posture during working. It will bring positive impact to the body which prevents them
from having problems such as backaches and muscle fatigue.
TAICHI CENTRE
Taichi is not slow, rhythmic and meditative body movements that help to enhance relaxation, inner calm and peace. It is also designed to help us to find
peace and calm. Having similar benefit as yoga, it helps the people to strengthen our bodies and be more flexible in life.
ACTIVE THERAPHY CENTRE
Active Therapy Centre is a special activity and course for those who really need it. Unlike meditation, yoga and taichi, this programme is specially designed
for those who work or exercise too hard physically, especially for those who walk around and have intense working load.
3.1 PROPOSED PROGRAMME- RECREATIONAL CENTRE
Stress is living like a shadow living among each of us. If it is being well taken care, it can drive our spirit to the fullest. If not, it might cause miserable to
our lives. Therefore, the project aims to develop a calm and suitable environment for the local, especially for the office staffs to calm their bodies and
minds. It also acts as a new pathway for the local to pass through when they want to go from one place to another. At the same time, a new gathering
place can be formed for the people to take some rest and have conversations with their peers or their loved ones. It acts as one of the important stop
point as well at the area.

SCOPE (Primary)
The major success criteria of the project
are to provide a calm space for the user
with constrain of quality control,
workmanship and craftsmanship. By
promoting calm as an architecture
theme, the design aims to develop
purely quiet space in architectural
context design to deal with stress issue.
COST (Secondary)
To achieve the second success criteria, the
construction budget is within RM5 million
by reducing the amount of money allocated
for repair work within 25%. The purposed
programme is supported by Ministry of
Tourism and Cultural Malaysia and Malaysia
Psychotherapy Association which promotes
stress release programmes.
TIME (Thirdly)
Estimated completion time for
the project is less than 2 years
and the date of completion will
be on 28 January 2019.
Certificate of Completion and
