become a common practice on the part of
participants of Sports events to forge birth
certificates & the occurrence of this practice is
on an increase. On account of this age fraud,
our Central Government has come out with a
directive, (Ref.No. F-32-18/2009-SP-III dated
25-11-2009) which will put a stop to this age
fraud for good.
3. →Now it is mandatory for all National
Federations, State & District Associations to
religiously abide by this directive.
→According to the said directive, every
Association must insist upon & scrutinize the
following documents:
Date of Birth Certificate
Forensic Report by the Govt. Hospital
4. • After a thorough scrutiny of the documents, the
e-ID Cards will be issued , subject to 100%
compliance only. In addition to this, a register is
to be maintained which will record the Medical
Reports of all Athletes.

6. Benefits of E-ID Card
As the e-ID card is made from a composite compound, it is completely
dust & water resistant.
Lamination of this card enhances it’s aesthetic & security value.
Every software generated ID number will be associated with only one e-ID
Card. Thus duplication of cards is ruled out.
Once the e-ID Card is issued, there is NIL POSSIBILITY of tampering with
the printed matter.
As one of the latest technologies is used for printing the required matter
on the card, the print quality is excellent.
As all the vital information of the Athlete is stored in the CHIP which is
embedded in the e-ID Card, it is secured.
The access to the data stored in the chip is READ ONLY in nature for
unauthorized persons. Hence hacking/ tampering of/ with information in
the embedded chip using some other software is ruled out.
Games specific stationery is also made available in the Federation
Software. E.g. Score Sheets, duty roster etc.

12. Enrollment software – a summary
The name, gender, unit name, date of birth, nature of proof of date
of birth is registered.
It is required that the fingerprint of any one finger of both left &
right hand be captured & verified by the Biometric system.
A live photograph will be captured by using web- camera.
The report of Dope test will be stored as follows: 1- The date 2-
Place where the sample was taken 3- Result of the dope test. A
total of 25 records can be saved in the chip.
The achievements/ performance analysis of the Athlete on State/
National/ International level will be recorded. A total of 25 records
can be saved in the chip.
Offences, if any, will be recorded. A total of 25 records can be saved
in the chip.
13. • Printed receipt will be issued immediately at the time of NEW
REGISTRATION. A printer is needed to be connected to the
Laptop.
• New information can be added in the chip by using the
option, update chip data from time to time. A Smart Card
Reader is needed to be connected to the laptop.
• The data entry of an individual Athlete needs APPROVAL from
the Federation/ Association and this process is mandatory.
Without the approval, a card can’t be printed.
• A provision has been made available to the authority to view
the date of birth certificate & the medical reports while
approving/ rejecting a profile of an individual Athlete.
• The card can be blocked / unblocked by the Federation for a
valid reason.

• A MIS report can be generated regarding the approved
profiles & rejected profiles with reason.
• A pre printed receipt can be generated to the affiliated
State/Board/ unit containing the fees paid for a particular
tournament to the Federation e.g. Athletes’ entry fees,
yearly affiliation fees, referee exam fees, athletes’ card
renewal, penalty, donation, referee card renewal etc.
• A pre printed receipt can be generated for the payments
made by the Federation/ Association e.g. Athlete
allowances, referee allowances, freight/ travel expenditure
incurred.
• The data can be uploaded on to the remote server or can
be transferred by way of a CD ROM.
15. Authentication software – a summary
An event can be created by using the option, create event. The
dates of the tournament, place & venue & the age categories are to
be mentioned for authentication purpose.
The e-ID Card’s contents can be read by this Software & the
performance, anylysis, dope test reports, medical reports, dental
test reports can also be read and made known.
The complete profile of the Athlete can be printed including each &
every details of the Athlete with his / her colored photograph.
Before participating in the tournament, the Athlete needs to be
authenticated by the BIOMETRIC SYSTEM, by tallying his / her
fingerprints. His/her age as on 1 January 2011 will be flashed along
with participating age category with his / her name, surname,
representing unit, validity of card , gender & colored photograph.
16. Authentication software – a summary
His/her eligibility to participate in the tournament will be displayed.
If the Athlete is eligible, a green signal (audio visual) will be received
and if the eligibility is not valid, a red signal (audio visual) will be
received.
The date of birth certificate submitted during enrollment, medical
report, dental test report are made available for verification. A
smart card reader is needed to be connected to the laptop.
The event report for any specific period can be generated which
details the as on date event history of the sportsperson.
The participation report of any particular tournament can be made
available which includes the name of the tournament, date &
venue, e-ID no. name of Athletes & his / her birth date.
Suspended/ banned Athletes’ ID cards will not be accepted by the
Authentication software & a message will be flashed ”This Athlete
is banned”
