Current recycling goals
• For 30 years, weight-based recycling has been our
measure of material management performance
• States, cities and corporations have developed high
goals: 50%, 75%, 100%
• Cities added more materials and convenient programs
to help achieve their goals.
• Current goals do not consider environmental outcomes
Do we have the right goals?
The Evolution of an Industry
• Many of the materials that have been added to recycling
programs have increased recycling processing costs, or are
hard (impossible) to market
• As the waste stream has changed, it has become more
complex and contamination has increased
• Achieving weight based goals will become even more
difficult and expensive with China’s new policies on material
bans.
• We have more data in 2017 to help define environmental
outcomes.

• Online sales account for
just 3% of the $795B
CPG market
• While revenue from
traditional retail grew
1.5% in 2015, on line
sales revenue grew by
14.5%
• A projected four-year
compounded average
growth rate of 18%
means that nearly half
of the growth the
industry will experience
through 2020 will come
through digital channels.
Millennials are digital savvy consumers and are approaching their peak
spending years. Much of their spending will be online.

As companies pivot toward e-commerce, they are moving away from
rigid or glass packaging that may be prone to damage when shipped to
a consumer’s home. Flexible pouches are easier to ship, offer a lower
total package cost, and optimize the product-to-package ratio.
Packaging Peaked in 2000
• Per capita packaging generation has fallen from 0.27 tons per person
annually in 2000 to less than 0.24 tons in 2013
• Per capita packaging is roughly equivalent to 1983 levels.

Implementing Oregon’s 25% Food Reduction Goal
In 2017, Oregon released their plan to achieve their 25% food reduction
goal.

The plan identifies key priorities focusing on upstream prevention and
recovery, instead of end-of-life:
• Preventing one ton of food from being wasted results in
6X larger lifecycle GHG benefits than composting, and 7X
the GHG emission benefits of anaerobic digestion,
• Their plan focuses solely on upstream prevention and
recovery – rather than EOL recycling.
Oregon’s key take-aways: Limits to Weight Based
Recovery Goals
1. All recovery is the same (recycling = composting =
“counting” energy recovery)
2. All materials are the same (aluminum = yard debris)
3. All end-markets are the same (glass to bottles = glass to
fill)
4. Encourages “recovery for the sake of recovery”
5. Some energy recovery is excluded
6. Does nothing to move up the hierarchy, no value to
reduction or broader lifecycle thinking.
The Florida Story: Academics at Work
• The University of Florida project was driven by an interest in
material measurement and impact.
• Materials counted have changed over the past two decades
• Recognition of the role of Lifecycle Assessment
• State-wide workshops now contemplating how to apply this
information to the State’s recycling goal.

create an “Environmental Burden Baseline”

Ontario Materials Study
• MRF feedstock increased by 15% over the past decade
• Cost increased by 63% (adjusted for inflation)
• Analysis indicates that 7 materials caused the increased cost with
negligible contribution to recycling: Gable Top Cartons, Aseptic
Containers, Paper Laminates, Plastic Film, Plastic Laminates, Polystyrene
and Other Plastics.

Developing goals and measuring success
Summary
• It’s time to think differently about how we set goals for
materials management
• Focus on waste reduction and recycling quality
• Using data lets us be strategic in maximizing broader
environmental benefits.
• Lifecycle thinking lets us prioritize programs for the best
overall environmental results
• After developing material specific goals, per capita reduction
(measured in tons) allows us to measure from a base year.

Summary • It’s time to think differently about how we set goals for materials management • Focus on waste reduction and recycling quality • Using data lets us be strategic in maximizing broader environmental benefits. • Lifecycle thinking lets us prioritize programs for the best overall environmental results • After developing material specific goals, per capita reduction (measured in tons) allows us to measure from a base year. Policies should focus on the primary goal: Reducing overall environmental impact

  2. These questions force us to think about changes in our industry and in society. We live differently and we purchase differently. More on the go lifestyles means that we purchase products to meet this lifestyle Products and packaging have evolved. They always have and always will…. But we now find that many of the new packaging is not recyclable, even though it may have net environmental benefits. Unfortunately, we don’t always have a good way to measure this net impact…. As the waste stream becomes more complex, contamination has increased, which increases the cost of recycling China’s pending materials ban combine with low energy prices in the U.S. may force us to make new decisions based on markets and cost. With a renewed focus on quality as materials compete for end markets, education and processing costs may increase recycling cost in a period of volatile markets..
  3. So let’s start by looking at this graphic, developed by RRS Consultants. The problem with weight based goals is that they aren’t always based on data/reality. In fact, according to one consultant, it’s not even possible to reach them legitimately. Data from RRS Consultants shows that 50-70% of the material in the waste stream is legitimately recyclable, while another 30% is not currently realistically recyclable. This chart shows that the 10% in the middle column is not recyclable given current technologies, and another 20% are simply not recyclables. If 50-70% of the material in the waste stream is recyclable, how are we going to achieve 75% and 90% recycling rates with any real integrity?
  4. States and cities have recycling goals…. But even after decades, most are not really close to achieving them.
  5. And, as we saw on the map of the U.S., cities have recycling goals. Again – they are not even close to achieving them. In fact, most large cities aren’t even recycling at the U.S. average rate of 34%.
  6. The next two slides tell an important story. When I looked at them together the first time, I had an “aha” moment. This first graph highlights the changes in different types of packaging materials used between 1990 to 2013. The materials on the left in red are those declining in prevalence – paper, metal and glass. The materials on the right are increasing in prevalence. These are all plastic, except for cardboard.
  7. Now, look at this chart that shows how much of each material we are actually recycling today. Most of what we are currently recycling is the stuff that we are using less of…. Other than cardboard, we are using more of the things with the lowest recycling rates (and the things that weight less). No wonder we are having a hard time growing recycling!
  8. The grown of online shopping. Online sales grew 14.6% in 2015, compared to a 1.5% growth in traditional retail sales Although only 3% of the $795 B CPG industry is online sales, the revenue growth in dollars over the next three years is expected to be almost the same ($23 B compared to traditional retail $24 B). One of the reasons for the growth of ecommerce is shift in shopping practices related to the demographic shift we talked about earlier regarding the millennial generation. There are 79 million millennials, they have now surpassed the baby boomers as the largest generation, and they are reaching their peak purchasing years. They are digital savvy consumers and are moving into their own homes and are starting families. In the next few years, these millennials will be at the stage in their lives where grocery spending peaks, and much of this spending will take place online.
  9. The recyclables that arrive at our MRFs are primarily packaging. Ecommerce is all about packaging and transportation. And as e-commerce changes the face of shopping, it has fundamental impacts on our industry. Brands are using different shipping and packaging based on the unique needs of products.  The distribution chain is much different for ecommerce.  It takes out the customer role in delivery to the home, replacing it with a multi-step delivery process that required much different packaging. Well, it just so happens that pouches, which are not recyclables, are an excellent packaging alternative for home delivery of groceries as you can see in this slide.
  10. This slide is from the Sustainable Packaging Coalition. As you can see, packaging generation peaked in the year 2000, and has been declining since. We pay attention to this since most material in curbside recycling programs is packaging. Even with the rebound following the economic downturn, Per capita packaging generation has fallen from 0.27 tons per person annually in 2000 to less than 0.24 tons in 2013, having trended downward steadily since 2009 and roughly equivalent to 1983 levels. Packaging will continue to become - more efficient, which is encouraging, however it makes it harder to increase our recycling rate past our current 51.5%. There is a bulls-eye on plastics and on packaging.
  11. Which bring us to our discussion today around whether it is time for a paradigm shift. For decades, we've used recycling as a proxy for environmental good, and have focused on recycling more tons in order to reach weight based recycling goals. Now we have the knowledge and the capabilities to focus on environmental benefits rather than arbitrary weight-based goals that take the focus away from the real reason why we reduce, reuse and recycle in the first place. Based on EPA’s work on SMM, we are asking if it’s time to evolve and think differently, and to focus goals that consider lifecycle thinking to look at broader environmental benefits rather than arbitrary end-of-life weight-based goals that take the focus away from the real reason why we reduce, reuse and recycle in the first place. Recycling is not the goal – reducing our environmental impacts is the goal.
  12. I’m sure that many of you have seen the pie chart on the left, which shows our nation’s domestic greenhouse gas emissions organized by economic system. In this “systems-based inventory” the provision of materials contributes 42% of our nation’s greenhouse gases – more than the operation of buildings, and more than transporting people. But on the right you’ll see that if we could achieve exceptionally high recovery rates (95% of all municipal solid waste and about 70% of all construction and demolition debris), the reduction in emissions would be meaningful, but still only about 6%, leaving most of the emissions untouched. Greenhouse gases are only one example, but if we want to use materials in a manner that is environmentally and economically sustainable, we’re going to need some additional approaches. And that’s what sustainable materials management provides us, is a bigger toolbox. I want to repeat here that the overarching goal is to conserve resources and reduce pollution. While the goal is no longer just landfill diversion or high recycling rates, they absolutely can help to achieve these higher goals.
  13. This slide represents the recovery of 1 ton of each of the materials in the graph. As the folks in Oregon point out, it’s not very useful….. But it’s pretty much what we see now when we talk about weight-based recycling goals. We’re just counting tons. Since goals are based on weight we are completely ignoring the fact that recovering different materials have different benefits. Think about it. Why do we recover materials for recycling? Recycling reduces the upstream energy and pollution caused by mining virgin materials to make products. However, the varying environmental benefits of recovering each of these materials are not addressed in any of our existing goals. So, what are the environmental outcomes of recycling the materials in this chart?
  14. As you can see there are huge differences! Information like this can help us target the materials that reap the biggest environmental benefits.
  15. Using lifecycle analysis of the actual materials in their waste stream, Oregon created outcome based material recovery goals that target specific materials based on environmental impact. This slide is an example of the goals that Oregon has established for carpet, food and plastics based on science. The goals were created after looking at GHG emission reduction potential and other environmental attributes.
  16. Once material specific goals have been established, programs for achieving them can be developed. Earlier this year, Oregon released its Food Reduction Plan. The lays out 10 priority programs to achieve the state’s 25% Food Reduction goals. Oregon’s Food Recovery plan is remarkable for its approach to achieving the state's goal. Recognizing that preventing one ton of food from being wasted results in 6 times larger lifecycle GHG benefits than recycling one ton of food through composting, and 7 times the GHG emission benefits of anaerobic digestion, their plan focuses solely on upstream prevention and recovery – rather than EOL recycling.
  17. At the heart of this discussion is the limitations of weight-based recycling goals. Here are a few shortcomings, as noted by David Allaway from Oregon’s DEQ: With weight based goals: All recovery is the same (recycling = composting = energy) All materials are the same (aluminum = yard debris) All end-markets are the same (glass to bottles = glass to fill) Encourages “recovery for the sake of recovery” Some energy recovery is excluded Does nothing to move up the hierarchy, no value to reduction or broader lifecycle thinking. So the next obvious question is – how can we address these shortcomings with our current system of weight-based goals? While we will always need weight to measure our progress, we can create strategic goals that target environmental benefits by looking differently at the materials we manage.
  18. Now, let’s switch gears, and move diagonally across the country to Florida, with its current 75% recycling goal. Ironically, they are marching down a similar path, but in a very different manor. Rather than the State driving the change, the University of Florida has completed some analysis that is driving change. Dr. Tim Townsend, at the University of Florida started thinking about their weight based system about two years ago, and the environmental impact of the various materials in the waste stream. Over the years, the State of Florida has added and subtracted materials from their inventory: they took C&D out of their MSW counting inventory in 1998, then added WTE tons as recycling in 2010. Recognizing the impact of these changes to tons, Dr Townsend looked at other cities in the US and Germany to see the impact there on their recycling rate. Indeed, much of San Francisco’s 80% recovery rates comes from counting inert materials and biosolids. This set him down a path to think about the environmental impacts of various types of materials rather than just tons diverted.
  19. Ironically, Dr. Townsend’s process closely mirror that in Oregon Dr. Townsend started by looking at the waste characterizations of several counties in the Florida. Here is one example – Sarasota County, a high performing county in Florida. 9% is OCC
  20. Using the tons for each type of material, he created a GHG emissions impact by material types. He also looked at the energy reduction potential for each material. These chart list each type of material in the waste characterization study. It uses the environmental impact of a ton of each type of material multiplied by the number of tons of each to look at the relative environmental burden of each type of material in the waste stream. So – from a GHG emission perspective, C&D, Metal and Paper are areas focus on to reduce GHG emissions. And from an energy perspective, reducing metals, paper and plastic bottles would reduce energy use the most. This is a function of both the impact per ton as well as the number of tons in the stream.
  21. Armed with this data, the University of Florida team has proposed that the state use their 2008 goal setting year as their base year. They determined the environmental burden for that year using the number of tons of each material types times the GHG emissions or energy used for each material. They are suggesting that the State create a 75% emissions or energy reduction goal from this total – rather than a 75% recycling goal. Then, the state can develop programs to achieve these goals, prioritizing those material that will get them to their goal, based on their material-specific analysis. Just like Oregon. This is simply smart goals setting, using real data. And, it’s appropriate for 2017! Use your Base Year outputs to create an “Environmental Burden Baseline” Create a target reduction goal from this number The University of Florida is recommending a 75% GHG emissions or Energy emission reduction goal from the baseline, instead of an overall 75% recycling goal.
  22. I included this chart which is one example of programs that could be developed to achieve a 75% GHG emissions reduction goal. The state of Florida could exceed heir 75% GHG emissions reduction goal by just focusing on recycling the bottles, cans and paper in the waste stream really well. If they captured 80% of the “basics” they would achieve their 75% recycling goal. Food, C&D and Yard Waste will absolutely add more benefits, but they can’t get you there alone. Dr Townsend and his team looked a variety of different programs and scenarios for achieving a 75% GHG Emissions reduction goal. This is just one of their scenarios. The point is that it is based on real data about environmental benefits, and programs can vary by community and by different community’s priorities for how to achieve the overall emissions reduction goals.

Natural Gas trucks may make financial sense on their own, plus other emissions factors (SOx, NOx, particulates, etc.) may be a bigger factor. TO DISCUSS: We should revisit collections at some point. Underlying assumption is non-overlapping fleets in an area. This is probably right for municipal contracts, however it likely understates commercial open-market service GHG impacts. Likely still negligible, but more than we currently show.
  24. Here is an example of how we can use lifecycle thinking to evaluate goals and programs. This is one large commercial customer - a hotel, with a lot of food. The pie chart on the left is their tons, and you can see that about 25% of the tons they generate are food. The chart on the right is the GHG emission reduction potential associated with recycling their waste stream. Because of the relatively large amount of food in their waste stream, we were all surprised to learn that they can still capture the vast majority of their emissions benefits by recycling traditional recyclables. Emissions from food are a relatively small portion of their overall inventory, but would add significant cost. This generator immediately got the point of this analysis. They identified their opportunity to focus their limited dollars on recycling traditional recyclables really well - but also, to reduce their food waste. Then, as they maximize their other programs, they can tackle the remaining food in their waste stream for recycling for an overall maximum environmental benefit..
  25. Conversely, a recent study in Toronto looked at the impact of the broad range of materials collected in curbside programs. They found that the amount of material recycled increased by 15% between 2002 and 2014, while their cost increased by 63%, and being adjusted for inflation. Next, they dug deeper and found that the increased costs could be attributed to 7 non-core materials in the stream: Gable tops Aseptics Paper Laminates Plastic Laminates Plastic Film Polystyrene, and Other plastics In other words, these materials added significant costs without a corresponding environmental benefit. They are actually considering recommending taking these non-core materials out of their curbside collection program.

Here is what we think the process looks like in this new way of thinking Step #1: Evaluated all tons Waste Composition Study Step #2: Estimated “environmental impact(s)” of these materials across their life cycle Environmental impacts = energy + others (GHGe, toxicity, other) Benefits of recovery by material, recovery pathway, and end market Magnitude of these benefits relative to “big picture” – Look at full life cycle of waste generation Step #3: Set the goals. Based on the areas they’ve identified as having the greatest opportunity to reduce environmental impact, they’ve set material specific goals. Step #4: Finally, use the material specific information to develop programs to meet the goals. Then, measure progress using annual tonnage reporting and periodic waste characterization studies! Need to consider per capita reduction from a base year to capture reduction, rather than just diversion.
