ADVISORY: TRAVEL AND VISA RESTRICTIONS RELATED TO COVID-19

In addition to the Visa restrictions already in place, the following travel restriction shall also come into effect from 1200 GMT on March 18, 2020:
1. All passengers coming from European Union (Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France,
Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain
and Sweden), European Free Trade Association (Iceland, Liechtenstein, Norway and Switzerland), Turkey and United Kingdom have been prohibited
from entering India from any of the Land/Air/Seaport ICPs. This restriction shall come into effect from 1200 hrs GMT on March 18, 2020 at the port of
first departure, and shall remain till March 31, 2020 and is a temporary measure.
2. The earlier visa restrictions, as mentioned below, shall also remain in force;
i. All existing visas issued to nationals of any country except those issued to Diplomats, Official passport holders, those in UN / International
organizations, those on Employment, Project visas and those who are operating aircrew of scheduled commercial airlines, and who had not yet
entered India, stand suspended w.e.f. 1200 GMT on March 13, 2020 till April 15, 2020.
i. Visas of all foreign nationals already in India remain valid. They may contact the nearest FRRO/FRO through e-FRRO module for extension/
conversion etc. of their visa or grant of any consular service.
ii. The validity of OCI card of foreigners presently in India shall remain.
iii. Visa free travel facility granted to OCI card holders who are not in India presently, has been kept in abeyance till April 15, 2020. This has come
into effect from 1200 GMT on March 13, 2020 at the port of departure of any foreigner for onward journey to India.
iv. Any foreign national (including OCI cardholder) who intends to travel to India for compelling reasons may contact the nearest Indian Mission for
fresh visa.
v. International traffic through land borders will be restricted to designated Immigration Checkposts that have been notified by MHA vide O.M.
No.25022/12/2017-Imm dated March 14, 2020.

temporary measure and shall be enforced till 31st March 2020 and will be reviewed subsequently.
ii. Passengers travelling from / having visited Italy or Republic of Korea and desirous of entering India will need certificate of having tested negative
from COVID-19 from the designated laboratories authorized by Health Authority of these countries. This is enforcement since 0000 hrs. of March 10,
2020 and is a temporary measure till cases of COVID-19 subside.
iii. All incoming travellers, including Indian nationals, arriving from or having visited China, Italy, Iran, Republic of Korea, France, Spain and
Germany after Feb. 15, 2020 shall be quarantined for a minimum period of 14 days. This will come into effect from 1200 GMT on March 13, 2020 at
the port of departure.
iv. All passengers coming from UAE, Qatar, Oman and Kuwait will be placed under compulsory quarantine for a minimum period of 14 days which
shall come into effect from 1200 hrs GMT on March 18, 2020 at the port of first departure.
v. Incoming travellers including Indian nationals are advised to avoid non-essential travel and are informed that they can be quarantined for a
minimum period of 14 days on their arrival in India.
vi. Indian nationals are further strongly advised to refrain from travel to China, Italy, Iran, Republic of Korea, Japan, France, Spain & Germany.
vii. All incoming international passengers returning to India should self-monitor their health and follow required do’s and don’ts as detailed by the
Government.
viii. International traffic through land borders will be restricted to designated check posts with robust screening facilities. These have been notified
separately by Ministry of Home Affairs.
ix. All international passengers entering into India are required to furnish duly filled self-declaration form in duplicate (including personal particulars
i.e. phone no. and address in India) (as annexed) to Health Officials and Immigration officials and undergo Universal Health Screening at the
designated health counters at all Points of Entry.

Additional Travel Advisory for Novel Coronavirus Disease (COVID-19)
In continuation of the travel advisory issued on 11th
March, 2020 and 16th
March, 2020, the
following additional advisory is issued:
(i) Travel of passengers from Afghanistan, Philippines, Malaysia to India is prohibited

Additional Travel Advisory for Novel Coronavirus Disease (COVID-19)
In continuation of the travel advisory issued on 11th March 2020, the following additional advisory
is issued:
(i) Expanding compulsory quarantine for a minimum period of 14 days for passengers
coming from/transiting through UAE, Qatar, Oman, and Kuwait. This will come into
effect from 1200 GMT on 18th March 2020 at the port of first departure.
(ii) Travel of passengers from member countries of the European Union, the European
Free Trade Association, Turkey and United Kingdom to India is prohibited with effect
from 18th March 2020. No airline shall board a passenger from these nations to India
with effect from 1200 GMT on 18th March 2020. The airline shall enforce this at the
port of initial departure.
(iii) Both these instructions are temporary measures and shall be in force till 31st March
2020 and will be reviewed subsequently.

Consolidated Travel Advisory for Novel Coronavirus Disease (COVID-19)
More than 100 countries across the world now have reported cases of COVID-19. People traveling to
these countries or people who have travelled abroad might come in contact with people affected with
COVID-19 during their stay or even while in transit at the airports. Within these countries, few countries
have reported very large number of cases and deaths putting passengers from these countries particularly
at higher risk of infection. Travel Advisories had been issued by Ministry of Health and Family Welfare
from time to time. The following consolidated Advisory is presently issued.
1. All existing visas (except diplomatic, official, UN/International Organizations, employment,
project visas) stand suspended till 15th
April 2020. This will come into effect from 1200 GMT on
13th
March 2020 at the port of departure.
2. Visa free travel facility granted to OCI card holders is kept in abeyance till 15th
April 2020. This
will come into effect from 1200 GMT on 13th
March 2020 at the port of departure.
3. OCI card holders already in India can stay in India as long as they want.
4. Visas of all foreigners already in India remain valid and they may contact the nearest FRRO/FRO
through e-FRRO module for extension/conversion etc. of their visa or grant of any consular
service, if they choose to do so.
5. Any foreign national who intends to travel to India for compelling reason may contact the nearest
Indian Mission.

Annexure
Standard Operating Procedure for Passenger Movement post Disembarkation
1. Ministry of Civil Aviation would instruct the Airport Authorities to stagger the arrival of
flights from COVID19 affected areas so that the flow of passengers is maintained for the
screening of passengers.
2. From the dedicated aerobridges, the passengers will arrive escorted by Airline Staff to the APHO
Health Counters for Initial Thermal Screening, where symptomatic passengers would be isolated
and moved to designated hospital as per the existing SOPs.
3. After screening, the remaining asymptomatic passengers will be allowed to move to the designated
Immigration Counters with passports and a copy of the SRF (Self-Reporting Form) as per the
existing SOP. A
Note: Airlines staff in the aircraft and at ground will ensure that the arriving passengers have filled
their SRFs properly.
4. Though the passengers will be directed to the designated Immigration Counters, in case any
passenger presents himself at any other counter, the Immigration staff would direct him to the
designated counters.
5. After clearance of immigration, the passport of the passengers shall be retained by the Immigration
officials.
6. Passengers in batches of 30, will be handed over to the escort team (24x7 - 5 member Team,
Headed by CISF and comprising representative from DIAL, Airlines and Delhi Police). The passports
of these passengers would be handed over by the Immigration staff to the Team Lead (CISF officer).
THE PASSPORTS SHALL NOT BE HANDED OVER TO THE PASSENGERS, AT ANY COST.
7. The Team, along with the passengers shall move to the luggage belts to collect the luggage. If there
is any delay/missing luggage in the case of any/few passengers, the respective passenger shall stay
behind along with a team member and the rest of the team and passengers shall proceed further
through the customs.
8. If there is any delay in the Customs Clearance, the respective passenger shall stay behind along
with a team member, while the rest of the team and passengers shall proceed further.
9. The team along with the passengers shall move to the designated triage area manned by Delhi
State Govt. Officials with logistics like Laptops, etc. The Control Room In-charge would perform the
functions of supervision and coordination.
10. There would be a control room at the triage area and 5 screening counters manned by medical
officers and para-medical staff deputed by Delhi Government.
11. The escort team would report to the control room in-charge who will assign a counter to the batch.
12. At the assigned counter, the passports of the entire batch will be handed over by the Team Lead to
the Medical Officer in-charge of the counter. Here the passengers would be screened and those
without any risk factors would be sent for home quarantine after providing them with their
passports, the Home Quarantine Advisory and collecting a declaration from them, to remain strictly
under Home Quarantine, or else face penal action, as per the rules. The possibility of stamping the
passengers, as done in Maharashtra, with Home Quarantine Stamps would be explored. These
passengers would be linked to the IDSP, surveillance system. Delhi Government would depute
Delhi State IDSP team for this purpose.
13. The High Risk Passengers identified for quarantine at the facilities would be first asked to fill up a
declaration opting for paid hotel facility/Govt. Quarantine Facility (based on availability) and
subsequently would be quarantined as per availability list of quarantine Facilities given by the State
Government.
14. The escort team would escort these passengers to the transport provided by the State Govt.
15. The Passengers shall be quarantined as per the laid down guidelines.
SOPs for Quarantine
LUGGAGE COLLECTION AND CUSTOMS
LUGGAGE COLLECTION AND
HEALTH SCREENING
 From the dedicated aerobridges, the passengers will arrive escorted by Airline Staff to the APHO Health Counters for Initial
Thermal Screening, where symptomatic passengers would be isolated and moved to designated hospital as per the existing
SOPs. Note: Airlines staff in the aircraft and at ground will ensure that the arriving passengers have filled their SRFs properly.
 After screening, the remaining asymptomatic passengers will be allowed to move to the designated Immigration Counters with
passports and a copy of the SRF (Self-Reporting Form) as per the existing SOP.
IMMMIGRATION
 The passengers will be directed to the designated Immigration Counters, in case any passenger presents himself at any
other counter, the Immigration staff would direct him to the designated counters.
 After clearance of immigration, the passport of the passengers shall be retained by the Immigration officials.
 Passengers in batches of 30, will be handed over to the escort team (24x7 - 5 member Team, Headed by CISF and
comprising representative from DIAL, Airlines and Delhi Police). The passports of these passengers would be handed
over by the Immigration staff to the Team Lead (CISF officer).
 THE PASSPORTS SHALL NOT BE HANDED OVER TO THE PASSENGERS

 The Team, along with the passengers shall move to the luggage belts to collect the luggage. If there is any
delay/missing luggage in the case of any/few passengers, the respective passenger shall stay behind along with a team
member and the rest of the team and passengers shall proceed further through the customs.
 If there is any delay in the Customs Clearance, the respective passenger shall stay behind along with a team member,
while the rest of the team and passengers shall proceed further.
TRIAGE ROOM
 The team along with the passengers shall move to the designated triage area manned by Delhi State Govt. Officials
with logistics like Laptops, etc.
 There would be 5 screening counters manned by medical officers and para-medical staff deputed by Delhi
Government.
 At the assigned counter, the passports of the entire batch will be handed over by the Team Lead to the Medical Officer
in-charge of the counter.
 Passengers would be screened and those without any risk factors would be sent for home quarantine after providing
them their passports, the Home Quarantine Advisory and collecting a declaration from them, to remain strictly under
Home Quarantine, or else face penal action, as per the rules. These passengers would be linked to the IDSP,
surveillance system. Delhi Government would depute Delhi State IDSP team for this purpose.

paid/Govt. Quarantine Facility (based on availability).
 The escort team would escort these passengers to the transport provided by the State Govt.

Backqround:
WHO declared an outbreak of febrile respiratory illness of unknown etiology in December 2019
from Wuhan, Hubei province of China. Since its emergence, the disease his rapidly spread to
neighboring provinces of China as well .15.1
other countries mainly through lnternational travel.
lnfection is spread through droplets of an infected patient generat;d by coughing and sneezing
or through prolonged contact with infected patients.
Currently, lndia has witnessed only imported cases of COV|Dlg and limited local transmission
from imported cases to their immediate contacts. Community transmission of the disease has
not been documented till now. lf community transmission is documented, the above testing
strategy will undergo changes to evolve into stage appropriate testing strategy.
Obiectives:
. To contain the spread of infection / community transmission of COV|DI9 by improving
access.
. To provide free of cost and reliable diagnosis to all individuals meeting the inclusion
criteria ot COVlDl9 testing.
. To avoid indiscriminate testing and reducing panic and optimally utjlize the resources of
the country and scale up facilities for testing.
Current scenario:

Guidelines for private sector laborato es intending to initiate COV|Dl g testing:
- Laboratory test should be only offered when prescribed by a qualified physician as per
ICIIR guidance for testing. Since the guidance evolves periodica y, the latest revised
version should be followed.
' ICMR will share the SOPS for taboratory testing and provjde positive controls for
establishing the test as soon as the concerned private laboratory has procured the
primers, probes and reagents as per SOps. Adoption of commercial kits for testing
should be based on validations conducted by lClilR-National lnstitute of Virology (NlV):
Pune.
- Appropriale biosafety and biosecurity precautions should be ensured while collectang
samples from a suspect patient. Alternatively, a disease specific separate collection site
may be created.

Guidelines for notifying COVID-19 affected persons
by Private Institutions
In the wake of the prevailing COVID-19 situation and in order to
strengthen the containment measures, it is of utmost importance that
each and every case (suspects/confirmed) of COVID-19 is isolated and
provided appropriate treatment and their contacts are traced at the
earliest to break the chain of transmission. It is important that support
and cooperation of private sector is enlisted, in this regard.
Therefore, it shall be mandatory for all hospitals (Government and
Private), Medical officers in Government health institutions and
registered Private Medical Practitioners including AYUSH
Practitioners, to notify such person(s) with COVID-19 affected person
(as defined in the attached annexure) to concerned district
surveillance unit. All practitioners shall also get the self-declaration
forms (enclosed), who, within their knowledge, are having travel
history of COVID-19 affected countries as per the extant guidelines
and are falling under the case definition of COVID-19 (Suspect/Case)
In case the person has any such history in the last 14 days and is
symptomatic as per case definition of COVID-19, the person must be
isolated in the hospital and will be tested for COVID-19 as per
protocol.
Information of all such cases should be given to the State helpline
number (list enclosed) and also to national helpline 1075. Email may
also be sent at ncov2019@gov.in.

COVID-19 Case Definitions
Suspect Case:
A patient with acute respiratory illness (fever and at least one sign/
symptom of respiratory disease (e.g., cough, shortness of breath) AND
a history of travel to of residence in a country/area or territory
reporting local transmission (See NCDC website for updated list) of
COVID-19 disease during the 14 days prior to symptom onset;
OR
A patient / Health care worker with any acute respiratory illness AND
having been in contact with a confirmed COVID-19 case in the last 14
days prior to onset of symptoms;
OR
A patient with severe acute respiratory infection (fever and at least
one sign/symptom of respiratory disease (e.g., cough, shortness
breath) AND requiring hospitalization AND with no other etiology that
fully explains the clinical presentation;
OR
A case for whom testing for COVID-19 is inconclusive
Laboratory Confirmed case: A person with laboratory confirmation of
COVID-19 infection, irrespective of clinical signs and symptoms.

Advisory on Social Distancing Measure in view of spread of COVID-19 disease
Social distancing is a non-pharmaceutical infection prevention and control intervention
implemented to avoid/decrease contact between those who are infected with a disease causing
pathogen and those who are not, so as to stop or slow down the rate and extent of disease
transmission in a community. This eventually leads to decrease in spread, morbidity and
mortality due to the disease.
In addition to the proposed interventions, the State/UT Governments may prescribe such other
measures as they consider necessary.
All these proposed interventions shall be in force till 31st
of March, 2020. They will be reviewed
as per the evolving situation.
The following interventions are proposed:
1. Closure of all educational establishments (schools, universities etc), gyms, museums,
cultural and social centres, swimming pools and theatres. Students should be advised
to stay at home. Online education to be promoted.
2. Possibility of postponing exams may be explored. Ongoing exams to be conducted only
after ensuring physical distance of one meter amongst students.
3. Encourage private sector organizations/employers to allow employees to work from
home wherever feasible.
4. Meetings, as far as feasible, shall be done through video conferences. Minimize or
reschedule meetings involving large number of people unless necessary.
5. Restaurants to ensure handwashing protocol and proper cleanliness of frequently
touched surfaces. Ensure physical distancing (minimum 1metre) between tables;
encourage open air seating where practical with adequate distancing.
6. Keep already planned weddings to a limited gathering, postpone all non-essential social
and cultural gatherings.
7. Local authorities to have a dialogue with organizers of sporting events and competitions
involving large gatherings and they may be advised to postpone such events.
8. Local authorities to have a dialogue with opinion leaders and religious leaders to
regulate mass gatherings and should ensure no overcrowding/at least one metre distance
between people.

9. Local authorities to have meeting with traders associations and other stakeholders to
regulate hours, exhibit Do’s and Don’ts and take up a communication drive in market
places like sabzi mandi, anaj mandi, bus depots, railway stations, post-offices etc.,
where essential services are provided.
10. All commercial activities must keep a distance of one meter between customers.
Measures to reduce peak hour crowding in markets.
11. Non-essential travel should be avoided. Buses, Trains and aeroplanes to maximize
social distancing in public transport besides ensuring regular and proper disinfection of
surfaces.
12. Hospitals to follow necessary protocol related with COVID-19 management as
prescribed and restrict family/friends/children visiting patients in hospitals.
13. Hygiene and physical distancing has to be maintained. Shaking hands and hugging as
a matter of greeting to be avoided.
14. Special protective measures for delivery men/ women working in online ordering
services.
15. Keep communities informed consistently and constantly.

Compilation of Travel and Covid19 Advisories by Indian Authorities

  • 1. ADVISORY: TRAVEL AND VISA RESTRICTIONS RELATED TO COVID-19 Contact Us | Skip to Main Content | | Search In addition to the Visa restrictions already in place, the following travel restriction shall also come into effect from 1200 GMT on March 18, 2020: 1. All passengers coming from European Union (Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden), European Free Trade Association (Iceland, Liechtenstein, Norway and Switzerland), Turkey and United Kingdom have been prohibited from entering India from any of the Land/Air/Seaport ICPs. This restriction shall come into effect from 1200 hrs GMT on March 18, 2020 at the port of first departure, and shall remain till March 31, 2020 and is a temporary measure. 2. The earlier visa restrictions, as mentioned below, shall also remain in force; i. All existing visas issued to nationals of any country except those issued to Diplomats, Official passport holders, those in UN / International organizations, those on Employment, Project visas and those who are operating aircrew of scheduled commercial airlines, and who had not yet entered India, stand suspended w.e.f. 1200 GMT on March 13, 2020 till April 15, 2020. i. Visas of all foreign nationals already in India remain valid. They may contact the nearest FRRO/FRO through e-FRRO module for extension/ conversion etc. of their visa or grant of any consular service. ii. The validity of OCI card of foreigners presently in India shall remain. iii. Visa free travel facility granted to OCI card holders who are not in India presently, has been kept in abeyance till April 15, 2020. This has come into effect from 1200 GMT on March 13, 2020 at the port of departure of any foreigner for onward journey to India. iv. Any foreign national (including OCI cardholder) who intends to travel to India for compelling reasons may contact the nearest Indian Mission for fresh visa. v. International traffic through land borders will be restricted to designated Immigration Checkposts that have been notified by MHA vide O.M. No.25022/12/2017-Imm dated March 14, 2020. Mandatory compliance of travel advisory issued by Ministry of Health and Family Welfare, GoI. i. Travel of passengers from Afghanistan, Philippines, Malaysia to India is prohibited with immediate effect. This will come into effect from 1200 GMT on March 13, 2020 at the port of departure. iv. All passengers coming from UAE, Qatar, Oman and Kuwait will be placed under compulsory quarantine for a minimum period of 14 days which shall come into effect from 1200 hrs GMT on March 18, 2020 at the port of first departure. v. Incoming travellers including Indian nationals are advised to avoid non-essential travel and are informed that they can be quarantined for a minimum period of 14 days on their arrival in India. vi. Indian nationals are further strongly advised to refrain from travel to China, Italy, Iran, Republic of Korea, Japan, France, Spain & Germany. vii. All incoming international passengers returning to India should self-monitor their health and follow required do’s and don’ts as detailed by the Government. viii. International traffic through land borders will be restricted to designated check posts with robust screening facilities. These have been notified separately by Ministry of Home Affairs. ix. All international passengers entering into India are required to furnish duly filled self-declaration form in duplicate (including personal particulars i.e. phone no. and address in India) (as annexed) to Health Officials and Immigration officials and undergo Universal Health Screening at the designated health counters at all Points of Entry. x. No airline will bring any passenger from Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Iceland, Hungary, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, United Kingdom effective 12.00 GMT on March 18,2020 at Port of Departure. No airline will bring any passenger from Philippines, Malaysia and Afghanistan effective 15.00 IST on March 17, 2020 (Port of Departure). 2. Whether passengers transiting through the restricted countries will be allowed? There will be no transit through these countries as no aircraft will board passengers for India in these countries. 3. Whether they will be quarantined upon arrival in India (quarantined for 14 days) ? 1. All passengers coming from/transiting through UAE, Qatar, Oman and Kuwait after 12.00 GMT on March 18, 2020 (Port of Departure) will be quarantined. 2. Those who have visited China, Republic of Korea, Iran, Italy, Spain, France and Germany on or after Feb 15, 2020 will be quarantined. 4. Is COVID-19 Negative Certificate mandatory for Indians? Only for those who are coming from Republic of Korea or Italy. Passengers from Italy shall not be allowed effective 12.00 GMT on March 18,2020 (Port of Departure). 5. Indians are strongly advised to avoid non essential travel to Corona Virus affected countries. However as per latest notification passengers from certain countries shall not be allowed to enter India. Please refer to list of countries in Section A.1. 2. As on 11-03-2020 Government of India Ministry of Health & FW Consolidated Travel Advisory for Novel Coronavirus Disease (COVID-19) More than 100 countries across the world now have reported cases of COVID-19. People traveling to these countries or people who have travelled abroad might come in contact with people affected with COVID-19 during their stay or even while in transit at the airports. Within these countries, few countries have reported very large number of cases and deaths putting passengers from these countries particularly at higher risk of infection. Travel Advisories had been issued by Ministry of Health and Family Welfare from time to time. The following consolidated Advisory is presently issued. 1. All existing visas (except diplomatic, official, UN/International Organizations, employment, project visas) stand suspended till 15th April 2020. This will come into effect from 1200 GMT on 13th March 2020 at the port of departure. 2. Visa free travel facility granted to OCI card holders is kept in abeyance till 15th April 2020. This will come into effect from 1200 GMT on 13th March 2020 at the port of departure. 3. OCI card holders already in India can stay in India as long as they want. 4. Visas of all foreigners already in India remain valid and they may contact the nearest FRRO/FRO through e-FRRO module for extension/conversion etc. of their visa or grant of any consular service, if they choose to do so. 5. Any foreign national who intends to travel to India for compelling reason may contact the nearest Indian Mission. 6. In addition to Visa restrictions already in place, passengers traveling from /having visited Italy or Republic of Korea and desirous of entering India will need certificate of having tested negative for COVID-19 from the designated laboratories authorized by the health authorities of these countries. This is in enforcement since 0000 hrs. of 10th March, 2020 and is a temporary measure till cases of COVID-19 subside. 7. All incoming travelers, including Indian nationals, arriving from or having visited China, Italy, Iran, Republic of Korea, France, Spain and Germany after 15th February, 2020 shall be quarantined for a minimum period of 14 days. This will come into effect from 1200 GMT on 13th March 2020 at the port of departure. 8. Incoming travelers, including Indian nationals, are advised to avoid non-essential travel and are informed that they can be quarantined for a minimum of 14 days on their arrival in India.

All incoming international passengers returning to India should self- monitor their health and follow required do’s and dont’s as detailed by the Government. 11.   • 13. Standard Operating Procedure for Passenger Movement post Disembarkation 1. Ministry of Civil Aviation would instruct the Airport Authorities to stagger the arrival of flights from COVID19 affected areas so that the flow of passengers is maintained for the screening of passengers. 2. From the dedicated aerobridges, the passengers will arrive escorted by Airline Staff to the APHO Health Counters for Initial Thermal Screening, where symptomatic passengers would be isolated and moved to designated hospital as per the existing SOPs. 3. After screening, the remaining asymptomatic passengers will be allowed to move to the designated Immigration Counters with passports and a copy of the SRF (Self-Reporting Form) as per the existing SOP. A Note: Airlines staff in the aircraft and at ground will ensure that the arriving passengers have filled their SRFs properly. 4. Though the passengers will be directed to the designated Immigration Counters, in case any passenger presents himself at any other counter, the Immigration staff would direct him to the designated counters. 5. After clearance of immigration, the passport of the passengers shall be retained by the Immigration officials. 6. Passengers in batches of 30, will be handed over to the escort team (24x7 - 5 member Team, Headed by CISF and comprising representative from DIAL, Airlines and Delhi Police). The passports of these passengers would be handed over by the Immigration staff to the Team Lead (CISF officer). THE PASSPORTS SHALL NOT BE HANDED OVER TO THE PASSENGERS, AT ANY COST. 7. The Team, along with the passengers shall move to the luggage belts to collect the luggage. If there is any delay/missing luggage in the case of any/few passengers, the respective passenger shall stay behind along with a team member and the rest of the team and passengers shall proceed further through the customs. 8. If there is any delay in the Customs Clearance, the respective passenger shall stay behind along with a team member, while the rest of the team and passengers shall proceed further. 9. The team along with the passengers shall move to the designated triage area manned by Delhi State Govt. Officials with logistics like Laptops, etc. The Control Room In-charge would perform the functions of supervision and coordination. 10. There would be a control room at the triage area and 5 screening counters manned by medical officers and para-medical staff deputed by Delhi Government. 11. The escort team would report to the control room in-charge who will assign a counter to the batch. 12. At the assigned counter, the passports of the entire batch will be handed over by the Team Lead to the Medical Officer in-charge of the counter. Here the passengers would be screened and those without any risk factors would be sent for home quarantine after providing them with their passports, the Home Quarantine Advisory and collecting a declaration from them, to remain strictly under Home Quarantine, or else face penal action, as per the rules. The possibility of stamping the passengers, as done in Maharashtra, with Home Quarantine Stamps would be explored. These passengers would be linked to the IDSP, surveillance system. Delhi Government would depute Delhi State IDSP team for this purpose. 13. The High Risk Passengers identified for quarantine at the facilities would be first asked to fill up a declaration opting for paid hotel facility/Govt. Quarantine Facility (based on availability) and subsequently would be quarantined as per availability list of quarantine Facilities given by the State Government. 14. The escort team would escort these passengers to the transport provided by the State Govt. 15. The Passengers shall be quarantined as per the laid down guidelines.

Guidelines for notifying COVID-19 affected persons by Private Institutions In the wake of the prevailing COVID-19 situation and in order to strengthen the containment measures, it is of utmost importance that each and every case (suspects/confirmed) of COVID-19 is isolated and provided appropriate treatment and their contacts are traced at the earliest to break the chain of transmission. It is important that support and cooperation of private sector is enlisted, in this regard. Therefore, it shall be mandatory for all hospitals (Government and Private), Medical officers in Government health institutions and registered Private Medical Practitioners including AYUSH Practitioners, to notify such person(s) with COVID-19 affected person (as defined in the attached annexure) to concerned district surveillance unit. All practitioners shall also get the self-declaration forms (enclosed), who, within their knowledge, are having travel history of COVID-19 affected countries as per the extant guidelines and are falling under the case definition of COVID-19 (Suspect/Case) In case the person has any such history in the last 14 days and is symptomatic as per case definition of COVID-19, the person must be isolated in the hospital and will be tested for COVID-19 as per protocol. Annexure-I COVID-19 Case Definitions Suspect Case: A patient with acute respiratory illness (fever and at least one sign/ symptom of respiratory disease (e.g., cough, shortness of breath) AND a history of travel to of residence in a country/area or territory reporting local transmission (See NCDC website for updated list) of COVID-19 disease during the 14 days prior to symptom onset; OR A patient / Health care worker with any acute respiratory illness AND having been in contact with a confirmed COVID-19 case in the last 14 days prior to onset of symptoms; OR A patient with severe acute respiratory infection (fever and at least one sign/symptom of respiratory disease (e.g., cough, shortness breath) AND requiring hospitalization AND with no other etiology that fully explains the clinical presentation; OR A case for whom testing for COVID-19 is inconclusive Laboratory Confirmed case: A person with laboratory confirmation of COVID-19 infection, irrespective of clinical signs and symptoms.

Page 1 of 2 Advisory on Social Distancing Measure in view of spread of COVID-19 disease Social distancing is a non-pharmaceutical infection prevention and control intervention implemented to avoid/decrease contact between those who are infected with a disease causing pathogen and those who are not, so as to stop or slow down the rate and extent of disease transmission in a community. This eventually leads to decrease in spread, morbidity and mortality due to the disease. In addition to the proposed interventions, the State/UT Governments may prescribe such other measures as they consider necessary. All these proposed interventions shall be in force till 31st of March, 2020. They will be reviewed as per the evolving situation. The following interventions are proposed: 1. Closure of all educational establishments (schools, universities etc), gyms, museums, cultural and social centres, swimming pools and theatres. Students should be advised to stay at home. Online education to be promoted. 2. Possibility of postponing exams may be explored. Ongoing exams to be conducted only after ensuring physical distance of one meter amongst students. 3. Encourage private sector organizations/employers to allow employees to work from home wherever feasible. 4. Meetings, as far as feasible, shall be done through video conferences. Minimize or reschedule meetings involving large number of people unless necessary. 5. Restaurants to ensure handwashing protocol and proper cleanliness of frequently touched surfaces. Ensure physical distancing (minimum 1metre) between tables; encourage open air seating where practical with adequate distancing. 6. Keep already planned weddings to a limited gathering, postpone all non-essential social and cultural gatherings. 7. Local authorities to have a dialogue with organizers of sporting events and competitions involving large gatherings and they may be advised to postpone such events. 8. All commercial activities must keep a distance of one meter between customers. Measures to reduce peak hour crowding in markets. 11. Non-essential travel should be avoided. Buses, Trains and aeroplanes to maximize social distancing in public transport besides ensuring regular and proper disinfection of surfaces. 12.
