2. To implement the Law of No. 11 Year 2020 of Cipta
Kerja (Omnibus Law), government has issued its
derived regulation to amend the Immigration Law
No.6/2011 that has been previously amended twice
consecutively through Government Regulation No.
31/2013 and Government Regulation No. 51/2020

3. Foreign Workers used during the COVID-19 Pandemic Since April 2, 2020, the
Government through the Ministry of Law and Human Rights has imposed a temporary
ban on foreigners from entering Indonesian territory.
This is regulated in Permenkumham Number 11 of 2020 to prevent the spread of
COVID-19 in Indonesia. As a result, concerns began to arise regarding delays in various
projects due to need for assistance from foreign workers. Therefore, the Government, in
this case BKPM, the Ministry of Manpower, and the Ministry of Law and Human Rights,
have agreed to make policies related to procedures for bringing in foreign workers
during the COVID-19 pandemic. There are new procedures and requirements for
companies that want to bring in foreign workers. Companies must have a written
recommendation from BKPM to bring in foreign workers during the COVID-19
pandemic

6. The company submits an application document addressed to the
Head of BKPM in hardcopy and sent directly to the BKPM
administration
The evaluation team at BKPM will verify and evaluate the
documents that have been received
If the required documents are complete, the BKPM Evaluation Team will process the
preparation of a recommendation letter and submit it to the relevant agencies, namely the
Ministry of Manpower and the Ministry of Law and Human Rights

WHAT IS REQUIREMENTS FOR CHINESE
WORKERS NEED TO FULFILL TO WORK IN
INDONESIA?
1. Have education in accordance with the
qualifications of the position to be
occupied;
2. Have competence or work experience
of at least 5 (five) years in accordance
with the qualifications of the position to
be occupied; and
3. Transfer their expertise/knowledge to
local workers assistance.

9. Diplomats, staff, and their families, as well as general foreigners are required to isolate in
hotels for 8 x 24 hours which can be chosen independently according to the list of
hotels/inns that have received certification for the implementation of COVID-19 isolation
accommodation by the Ministry of Health, with all costs being borne independently .
After quarantine for 8 x 24 hours, you will be retested by RT-PCR. If the
result is negative you will be allowed to continue the journey and it is
recommended to self-quarantine for 14 days. If the result is positive for
foreigners the costs will be fully borne by each individual (not borne by
the government).
Quarantine obligations are exempted for
foreigners holding diplomatic visas and service
visas related to official/state visits of foreign
officials at ministerial level and above to
Indonesia and foreigners who enter Indonesia
through the Travel Corridor Arrangement
scheme, according to the principle of
reciprocity while still implementing strict health
protocols.
Foreigners will be asked to undergo quarantine at a quarantine
accommodation place that has received certification from the
Ministry of Health with all costs being borne by each (not borne by
the government)
What is the quarantine procedure for foreign workers in Indonesia?
Upon arrival you will be asked to do RT-PCR test and required to undergo a total centralized quarantine for
8 x 24 hours, with the following conditions:

12. Additional Criteria for the Applicant
of non-working Limited Stay Visa
Between of President Regulation No.31/2018 and Government Regulation
No.48/2021. Limited Stay Visa is given to Foreigner for non-working purposes that
is conducting below activity:
 Foreign investment
 Participate in scientific training and research
 Education
 Family unification
 Repatriation
 Elderly foreign tourist/Second home (Government Regulation)

Second home is an immigrational facility for limited stay visa
that is given to foreign and/or its family who had been stay in
Indonesia for 5 (five) years of 10 (ten) years after fulfilling
certain terms.
