ABSTRACT
The study on the subject of New Paradigm in Chemical Management: Its Impact upon
Society and Environment in the International Multilateral Environmental Agreements of the Thai
Customs Department, purposely it’s aims to research on new paradigm in chemical
management; to synthesize new model of chemical management, included to propose
guidelines of capacity reinforcement in chemical management for Customs Department’s
officers. Researcher had applied overall theoretical framework of chemical problems solving in
whole system with new paradigm of management by combining summation of main important
problems as major problematic abridge. Its reply of problematic abstraction is “New Model of
Management” gained from analysis and synthesis management theories in various periodical
times and models of management in the 21st century, that will be inventive prototype in
managing and solving other remaining problems. Research outcome is revealed that “New
Model of Management” was management that is depended on 4 factors both inner and outside
system (inner factors are Achievement, Reason, and Person; while outside factors is Exterior
Environment), together with integration of morality governance with thought of CEO at global
level and Thai Government, as well as management model in the 21st century that made

2. organization success and the most popular model of Brian & Company”. Finding of this
problematical outline study was “Establishing a government central unit to take responsibilities
in efficiency chemical management both in and external country, through using “New Model of
Management”. Additionally it was found that guiding principle for capacity strengthening of
organizational personnel is usage of participatory principle via promoting inner management
involvement together with handling thought of CEO at global level and management model that
made organization successful as practical management tools.
