IndianMaster planapproachwas fundamentallyguidedbythe BritishTownPlanning
legislations.Andfurtherintegratingthe westernconceptof 'zoning'intothe Master
planningleadtothe preparationof new lowerhierarchydevelopmentplanscalled'Zonal
developmentplan'handlingmore comprehensive andmore focusedobjectivesderived
fromthe Master plan.
Zonal developmentplansare the nextlevel hierarchical policyplansafterthe Masterplans
whichdetail outthe broadobjectivesof the Masterplanat comparativelysmallerregions
while incorporatingthe guidelinesandproposalsbythe Masterplan withoutdeviatingfar
fromthe primarygoal of developmentsetbyMasterplan.Unlike Masterplanshere these
zonal plansare preparedforshortertermswith more focuson detailing.

As the cityis initsinitial stage of growththere isurbanagglomerationtakingplace intothe
citywhichusuallyderiveddue toone ora few unique characteristicsspreadingalmost
homogeneousthroughoutthe city.Butas the citykeepsgrowingbigger,there are different
newcharacteristicsbrushedwithoutthe priorknowledge ondifferentpartsof the city
holdinghuge population.Thisarisesnewproblemswithsolutionsgenerallyoutof the scope
of the single characterorientedMasterplanswhichtreatsthe whole cityequal anddevelops
the regulationsbasedonthe commonor prominentcharacterof the citywithmajor aspects
indetail.Also,itisimpossible toadvocate these changesintothe Masterplandue toits
long-termvisionaryapproach.
At thispointthe Authoritieshave come upwithsuchinspiringsolutionof preparationof
separate developmentplansfordifferentsmallerregionscalledzoneswhichare divided
basedon the broadprevailingcharacterof the area.Now,havingan opportunityof
independentplanningforeachzone,these zonal developmentplansputtheirfocuson
those subobjectivesdevelopedaccordingtothe uniquenessof the zones.

culverts,bridges,high/low tensionlines,drainage lines,layouts,parks,playgrounds,
wetlands,etc.usinghighresolutionSatellite imagerywhichmaybe updated,if needed

changesor amendmentsare directedonlytowardsthe statutorymasterplanwhichreflects
those changesontothe lowerhierarchyplansfurther.Mostdevelopmentauthoritiesprefer
the developmentof these zonal planssimultaneouslywiththe preparationof the Master

1.1.4 Approval of ZonalDevelopment plan
The Consultantshall be required tomake apresentation of base map,existinglanduse
analysisindicatingandhighlightingthe deviations andviolationsof Masterplanlanduses(if
any),policyandstrategyframeworkforpreparationof Zonal developmentplanbefore the
committee.The Consultantshall incorporatethe recommendationemergedduringthe
presentationandsubmitthe draftzonal developmentplantothe developmentauthority
board forapproval.Anychanges/modificationssuggestedbythe boardshall be
incorporatedinthe draftzonal developmentplanbythe consultant.The development
authorityshall invite the objectionsandsuggestionsfromthe publiconthe draft zonal
developmentplan.A committee shallbe constitutedbythe Governmentshallconsiderthe
objectionandsubjectionsreceived andsubmititsrecommendationstothe development
authorityboard.The developmentauthority boardafterconsideringthe recommendations
of the saidcommittee mayaccordits approval withorwithoutmodifications.The consultant
shall incorporate the recommendationsof the developmentauthorityboard,if any,and
submitthe zonal developmentplan forapproval todevelopmentauthorityboard.The
developmentauthorityshall submitittothe State Governmentforitsapproval.
1.1.5 Time frame
The consultantisrequiredtocomplete the entire projectinaperiodof sevenmonthsfromthe
date of signingof agreementasperschedule:

determinationbythe PlanningCommission.
