1. introduction
Noise pollution is displeasing or excessive noise that may disrupt the activity or balance of human or animal life. The word noise is
cognate with the Latin word nauseas, which means disgust or discomfort.[1] The source of most outdoor noise worldwide is mainly
caused by machines and transportation systems, motor vehicles, aircrafts, and trains.[2][3] Outdoor noise is summarized by the
wordenvironmental noise. Poor urban planning may give rise to noise pollution, since side-by-side industrial and residential buildings
can result in noise pollution in the residential areas.
Indoor noise is caused by machines, building activities, music performances, and especially in some workplaces. There is no great
difference whether noise-induced hearing loss is brought about by outside (e.g. trains) or inside (e.g. music) noise.
High noise levels can contribute to cardiovascular effects in humans, a rise in blood pressure, and an increase in stress and
vasoconstriction, and an increased incidence of coronary artery disease. In animals, noise can increase the risk of death by altering
predator or prey detection and avoidance, interfere with reproduction and navigation, and contribute to permanent hearing loss.

Crackers are unnoticeably affecting all of us. We should understand what it’s doing & how it’ll threaten our very
existence in future. Governments should take it very seriously & should:
ban the production of crackers
enforce laws on its production, sales, use, & advertisement
popularize the idea of not using crackers among public
There’re a lot of causes of global warming & pollution. All the other sources are important for our living despite
their ill effects. But cracker is absolutely nothing more than garbage. Be smart, be civilized, use your knowledge,
don’t worry about what others think, don’t care about society, & DON’T USE CRACKER.
2. Environmental impacts due to fc and loudspeakers
We all are very familiar with the word – global warming. Global warming is the rising of average temperature of
Earth’s atmosphere and oceans and its related effects. As we are concerned, global warming is caused by the
emission of greenhouse gases, especially, carbon dioxide. Sunlight can easily passes through carbon dioxide
present in the earth’s atmosphere. The sunlight releases heat energy in the atmosphere & changes to infrared
radiation. This infrared radiation can’t passes through carbon dioxide. Thus, the infrared radiation, in the form of
heat energy, gets trapped in our atmosphere. From the very beginning, the heat of sunlight is being captured by
our atmosphere. Generally, the presence of carbon dioxide in our atmosphere is very important as it helps to trap
the heat energy of sunlight & thus warm up the earth. But the abnormal & unnatural presence of carbon dioxide in
our atmosphere, due to human activities, is the real menace. The increasing global warming has devastating
effects on earth. (We’ll shortly discuss the devastating consequences of global warming). Today, global warming is
the major threat to lives, including the lives of humans. We all are in the way to stop carbon dioxide emission,
which will cause pollution & global warming. We all are highly concerned that carbon dioxide emission, which is
the key to global warming, causes by the following human activities like: combustion, construction, mining,
agricultureand warfare. Chemical plants, coal-fired power plants, oil refineries, petrochemical plants, nuclear waste disposal
activity, incinerators, large livestock farms (dairy cows, pigs, poultry, etc.), PVC factories, metals production factories, plastics
factories, and other heavy industryare the well-known carbon dioxide emitting industries. We are very concerned
about using vehicles, electrical appliances judiciously, to minimize the use of CO 2 emission. Though everyone is not
concerned about all these, most of the literate (or may be some illiterate), are concerned about all these matters.
We take special interest there. Though we are in the way to control CO 2 emission & thus global warming, will we
be able to control it by eliminating one of the key agents of CO 2 emission? Didn’t we miss another agent of
CO2emission & global warming? Guess what it is. It is something which we never suspect to be the cause of global
warming. It is something which we use for our joy & entertainment. It is something which we use in good
moments. Have you got about which thing I’m talking about? It is nothing else than deadly “firecrackers”. It may be
a shock to some of you who love to use firecrackers in joyous moments. But it’s a big true that firecrackers is one
of the prime agent of CO2 emission & global warming, which is left unnoticed by many. We all don’t notice the
effects of firecrackers on environment. It is thought that firecrackers are for joyous moment. They are the sign of
entertainment. But that’s not the truth. What’s the meaning of controlling the use of fossil fuels if we are using
firecrackers? From a side, we are decreasing pollution & from the other, we are increasing. The net effect of this
is zero. It’s truly meaningless to control pollution, because from another side, we are increasing it. Burning of
fossil fuels (which is the main cause of CO2 emission & global warming) is done by us for generating energy which is
important. We know about its consequences, but as it’s very important to generate energy, we’ve to burn fossil
fuels. In fact, every agent causing CO2emission & global warming, are actually very important, though they have
negative effects. Though they cause global warming, they’re important for our survival. But what’s about
firecrackers? Can’t we live without using these odd crackers? Can’t a festival or a function be celebrated without
using crackers? Is crackers an important agent for our survival? The answer is no as one would aspect. Then, why to
use crackers? In the festival of prosperity & joy, why to use such a thing which will threat our survival?
The negative effects of firecrackers are still unknown to many. It is not only Diwali where crackers are used;
rather, in various festivals & functions we use crackers to mark a prosperous beginning. But we are very wrong.
Crackers don’t mark the beginning of joy; rather, they mark the beginning of evilness. Look at the table below
which shows the chemicals used in firecrackers & then their effects on our health:
3. Legislation for loudspeakers
Restrictions on the use of loud speakers/public address system. –
(l)
A loudspeaker or a public address system shall not be used except after
obtaining written permission from the authority. –
(2)
A loud speaker or a public address system shall not be used at night (between
10.00 p.m. to 6.00 a.m.) except in closed premises for communication within, e.g.
auditoria, conference rooms, conference rooms, community halls and banquet halls.
6. Consequences of any violation in silence zone/area.-Whoever, in any place
covered under the silence zone/area commits any of the following offence, he shall be
liable for penalty under the provisions of the Act :(i)
Whoever, plays any music or rises any sound amplifiers,
(ii) Whoever, beats a drum or tom-tom or blows a horn either, musical or pressure,
or trumpet or beats or sounds any instrument, or
(iii) Whoever, exhibits any mimetic, musical or other performances of a nature to
attract crowds.
7.
Complaints to be made to the authority-
(1)
A person may, if the noise level exceeds the ambient noise standards by 11) dB
(A) or more given in the corresponding columns against any area/zone, make a
complaint to the authority.
(2)
The authority shall act on the complaint and take action against the violator in
accordance with the provisions of these rules and any other law in force.
8.
Power to prohibit etc. continuance of music sound or noise.-
(1)
If the authority is satisfied from the report of an officer in charge of a police
station or other information received by him that it is necessary to do so in order to
prevent annoyance, disturbance, discomfort or injury risk of annoyance,
4. disturbance,discomfort or injury to the public or any person who dwell or occupy
property on the vicinity, he may, by written order issue such directions as he may
consider necessary to any person for preventing, prohibiting, controlling or regulating:
-
(a)
The incidence or continuance in or upon any premise of-
(i)
Any vocal or instrumental music,
(ii)
Sounds caused by playing, beating, clashing, blowing or use in any manner
whatsoever of any instrument including loudspeakers, public address systems,
appliance or apparatus or contrivance which is capable of producing or re-producing
sound, or
(b)
The carrying on in or upon, any premises of any trade, avocation or operation
or process resulting in or attended with noise.
(2)
The authority empowered under sub-rule (1) may, either oil its own motion, or
on the application of any person aggrieved by an order made tinder sub-rule (1), either
rescind, modify or alter any such order:
Provided that before any such application is disposed of, the said authority shall afford
to the applicant an opportunity of appearing before if either in person or by a person
representing him and showing cause against the order and shall, if it reflects any such
application either wholly or in part, record its reasons for such rejection.
