Sub: Seeking information about the FIRs, accused persons and related documents
in connection with communal violence erupted in North-East Delhi on 24
February 2020 onwards - Under RTI Act, 2005 Reg.
Respected Sir,
On 24 February 2020, Communal violence was erupted between Hindus and
Muslims and it was continued for next few days. Kindly provide me the details for the
following questions about the FIRs and accused persons related to the said
communal violence under the Right To Information Act, 2005
1. How many First Information Reports (FIRs) have been registered in different
police stations till date related to the above mentioned communal violence?
2. Provide the list of those FIR Numbers, name of the concerned police stations,
dates of registration of each FIR, penal sections invoked in each FIR at the
time of registration, name and address of all accused persons mentioned in
each FIR
3. Provide the photocopy of all FIRs in respect of question No. 1
4. How many FIRs have been investigated by the concerned jurisdictional police
stations?
5. Provide the list of those FIR Numbers and name of the concerned police
stations in respect of question No. 4
6. How many FIRs have been transferred to the Crime Branch for investigation
till date? concerned
7. Provide the list of those FIR Numbers with the respective dates of transfer in
respect of question No. 6
8. How many FIRs have been transferred to the Special Cell for investigation till
date?

10.How many accused persons have been arrested till date in each FIR?

each FIR till date?
13. Provide their names and the respective dates of release in respect of
question No. 12
14. How many accused persons have been remanded to the judicial custody in
each FIR till date?
15. Provide their names and the respective dates of remand in respect of
question No. 14
16. How many accused persons have been specifically produced before the
Duty Magistrates till date by the concerned Police Officers for remand to the
judicial custody in each FIR?
17. Provide their names and the respective dates of remand in respect of
question No. 16
18. Provide the photocopy of all remand applications filed by the concerned
Police Officers in the concerned Court/ Magistrate/ Duty Magistrate referred in
question Nos. 14 and 16
19. How many accused persons have been taken to the police custody for further
interrogation/ questioning purpose till date in each FIR?
20. Provide their names and respective dates/ days of granting police custody by
the concerned Courts/ Magistrates/ Duty Magistrates in respect of question
No. 19
21. Provide the photocopy of all applications/ requisitions sought for police
custody filed by the concerned Investigation Officers in the concerned Courts/
Magistrates/ Duty Magistrates referred in question No. 19
22.How many accused persons have been taken to the police custody for
second time for further interrogation/ questioning purpose till date in each
FIR?
23. Provide their names and respective dates/ days of granting police custody
for second time by the concerned Courts/ Magistrates/ Duty Magistrates in
respect of question No. 22

24. Provide the photocopy of all applications/ requisitions sought for second
police custody filed by the concerned Investigation Officers in the Courts/
Magistrates/ Duty Magistrates referred in question No. 22
25. Was any of the accused person taken to the police custody for more than
two times or multiple times for further interrogation/ questioning purpose till
date?
26. If so, provide the names and respective dates/ days of granting police
custody for multiple times by the concerned Courts/ Magistrates/ Duty
Magistrates in respect of question No. 25
27. Provide the photocopy of all applications/ requisitions sought for police
custody more than two times or multiple times filed by the concerned
Investigation Officers in the Courts/ Magistrates/ Duty Magistrates referred in
question No. 25
28. In how many FIRs the charges were altered by the concerned Investigation
Officers by filing Charge Alteration Report before the concerned jurisdictional
Magistrate/ Court.
29. Provide the photocopy of all those Charge Alteration Reports referred in
question No. 28
30. In how many FIRs the charges were altered more than one time by the
concerned Investigation Officers by filing Charge Alteration Report before the
concerned jurisdictional Magistrate/ Court
31. Provide the photocopy of all those Charge Alteration Reports in which the
charges were altered more than one time referred in question No. 30
32. In how many FIRs/ Cases, the Charge Sheets were filed before the
concerned jurisdictional Magistrate/ Court till date?
33. Provide the dates of Charge Sheets filed in each case and before which
Court/ Magistrate they were filed.
34.Provide the photocopy of all those Charge Sheets filed till date referred in
question No. 32
I have enclosed the Indian Postal Order (IPO) for Rs. 10/- as the fee along with the
application and I am ready to pay the excess fee, if anything more you require for
providing the above information and documents.
The requested information and documents are public documents. They won’t come
under the provisions of exempted category of the RTI Act. Moreover, the requested
information and documents will not affect the on-going process of investigation.
Because, FIRs are completed one; details of accused persons, remand, days and
dates of custody are the open court details and nothing to conceal from the public on
the eyes of law; remand applications, police custody applications, charge alteration
reports and charge sheets were the submitted in open court and the they are public

documents and nothing to conceal from the public on the eyes of law. I didn’t request
any information or document, which will affect the on-going process of investigation.
So, the information and documents requested can’t be denied in the name of
exempted category.
Hence, I request you to provide me the information in English at the earliest, with in
the period of 30 days, immediately after the receipt of the application, as per the
rules of RTI Act.
