STATEMENT BY THE AFRICAN NATIONAL CONGRESS GAUTENG PROVINCE
ON THE OUTCOMES OF THE SPECIAL PROVINCIAL EXECUTIVE COMMITTEE
MEETING (PEC) OF TUESDAY, 20TH
OCTOBER 2020.
The African National Congress (ANC) Gauteng Provincial Executive Committee
(PEC) held a Special PEC meeting virtually on Tuesday, 20th
October 2020.
The special meeting of the PEC was convened to conclude and determine the cause
of action into the allegations of the involvement of Comrade Bandile Masuku,
Comrade Khuselo Diko and Comrade Loyiso Masuku in PPE procurement corruption
at the Gauteng Department of Health. The meeting also received an update report
on the implementation of the previous PEC decision relating to the VBS matter.
The PEC noted that South Africa is now into coronavirus alert level 1 of the national
lockdown which means that most of the restrictions on movement of people and
economic activity will be relaxed. The PEC called on the people of the province to
remain vigilant and adhere to coronavirus health protocols of observing social
distance, washing of hands with soap and wearing of masks or face-shield in public
places at all times. There is a possibility of second wave of the coronavirus
infections as we have witnessed in other countries and thus, we need not let our
guard down.
The PEC appreciated the work under way in the province to step up the economic
recovery process and call on the government to ensure that the economic growth in
the province should be inclusive and must benefit in particular the women, youth and
township-based enterprises. The PEC reaffirmed its commitment to build a

cohesive ANC in the province that will become the political steward of re-building the
economy of the province
The meeting expressed concerns with the media leaks on matters that are before the
PEC. These leaks are unfortunate and are peddled by forces aimed at causing
confusion and is an attempt to influence discussions and decisions of the ANC. The
PEC therefore frowns at this counter revolutionary tendencies and call on those
involved in these leaks to refrain from these acts. Any ANC member who is found to
be involved in the leaks will be dealt with harshly by the organization.
PEC DECISION ON THE PPE PROCUREMENT IN THE GAUTENG
DEPARTMENT OF HEALTH
The PEC noted that it had two days discussion on the report of the PIC on the
matters related to alleged corruption in the PPE procurement at the Gauteng
Department of Health. The meeting received the Provincial Working Committee
report as per it’s last mandate and extensively discussed the report and its
recommendations.
The PEC carefully considered the report and noted that there information it believed
that it was missing from the PIC report had been sourced and can now arrive at an
informed decision.
The PEC therefore resolved to unanimously welcome and endorse the decision
taken by Premier of releasing Comrade Bandile Masuku from his responsibilities of
being Health MEC. The meeting further mandate the Premier to urgently appoint
MEC so as to bring in much needed stability in the department. It is an open secret
that the department has no senior staff personnel in the form of MEC, HOD, DDG,
CFO and everyone is in the acting capacity.
Based on the report of the PWC, PEC has agreed that both comrade Bandile
Masuku and Khusela Diko should be taken to the DC of the ANC. The outcome of
the DC will determine if both comrades should continue being PEC members or not.
In order to protect the integrity of both the ANC and the affected members, the PEC

resolved that Comrade Bandile Masuku and Khusela Diko should not participate in
organizational processes that relates to the finalization of the PEC decision.
The PIC report and that of the PWC couldn’t find any direct link of comrade Loyiso
Masuku being involved in the PPE procurement corruption and therefore the PEC
endorsed the PWC recommendation that she be allowed to go back to work. This
decision also takes into consideration that there is currently SIU investigation and
should anything be found that suggests otherwise, then the PEC will reconsider it’s
decision.
UPDATE ON THE IMPLEMENTATION OF THE PEC DECISION REGARDING THE
VBS MATTER
The PEC noted that its decision regarding the VBS matter is now a subject of an
appeal process by the affected comrades. The PEC had resolved that Comrade
Boyce Maneli and Maphefo Letsie-Mogale should resign from their respective areas
of deployment due to their role in the VBS saga. The two Comrades have appealed
to the NEC to have the PEC decision set aside and there is a formal communication
from the NEC confirming that the matter is now with them. This means that until the
matter has been concluded at National level, the PEC decision will be suspended
pending the outcome of the appeal process.
BY ELECTIONS
By elections will take place on the 11th
November 2020 and ANC Gauteng will be
contesting in four of its five regions. The work done to prepare for these by elections
continues everyday in these four affected regions. The process of ward candidates
has concluded and candidates have been registered. The PEC welcomed and
appreciated work done by regions in preparing for these by elections.
COMRADE MAPITI MATSENA
The murder case of comrade Mapiti Matsena who was brutally stabbed to death at
his home in Pretoria has been postponed to the 4th
of December 2020 at Pretoria

North Magistrate Court. The ANC Gauteng will continue monitoring the progress of
this case.
