ANC GREATER JOHANNESBURG STATEMENT ON THE COMMUNITY MARCH TO
ENNERDALE POLICE STATION
The ANC in Greater Johannesburg supports the march by the communities of Ennerdale, Finetown,
and Lawley calling on law enforcement officers to act against crime and criminals in that area.
The ANC believes that crime robs the people of these areas of the hard-fought freedom of movement
and their basic human rights to safety and security as enshrined in the Constitution of the Republic
of South Africa and in the foundational document of our movement, the Freedom Charter.
Section 205 (3) of the Constitution places an obligation on the police service to prevent, combat and
investigate crime, to maintain public order, to protect and secure the inhabitants of the Republic and
their property, and to uphold and enforce the law.
The promise in the Freedom Charter that all shall be equal before the law must be understood to
mean that the rights of those affected by criminal acts must be protected and lawbreakers arrested,
charged, and if convicted sent to prison.
As the ANC we cannot accept that our people should be subjected to terrorism by criminals, they
should be able to decide for themselves where and when they can move freely in their communities.
For as long as criminals are allowed to roam the streets freely, the promise in the Freedom Charter
that “All people shall have the right to live where they choose, to be decently housed, and to bring
up their families in comfort and security” remains undermined and unfulfilled.
The ANC is further heartened by the efforts of these communities to work with law enforcement and
within the confines of the law to fight against crime. We appeal to law enforcement agencies to work
with communities in this regard as this is the only guarantee against vigilantism and taking the law
into our own hands.
It is for these reasons that the ANC is fully behind the march which is taking place on the 14th
November 2020 and calls on the leadership of the SAPS in Johannesburg to pay attention and respond
positively to the legitimate demands of the people of Ennerdale, Finetown, and Lawley.
