Cowden explored leveraging the Marcellus Operators’ scale and potential in the region to improve
purchasing costs for Operators. Cowden saw a need and successfully arranged an exclusive program
which combines:
• The broadest medical provider network in this region
• Exclusive price breaks
• Deep discounts for medical services
• A dedicated service unit
2. Why should we consider exploring this offer?
If your organization utilizes a national insurance company, other than a Blue Cross/Blue Shield
(“BC/BS”) affiliate, or third party administrator to provide medical insurance to employees, the
network they provide in the region is not as broad as that offered by Highmark Blue Cross Blue Shield
(”Highmark”).
Highmark has negotiated significant discounts with the providers in the network. Participation in this
program will ensure employees of the region are provided the greatest access to doctors and hospitals
and will be among the lowest cost per encounter.
3. If we contact Highmark directly, will we be able to get lower prices?
No, this special offering is only available through the “Marcellus Shale Healthcare Solution” program;
if you contact Highmark directly you would pay a slightly higher price, and the added benefits of a
dedicated customer service unit and other special services discussed below would not be available.

4. What amount of doctors and hospitals are in the network in Pennsylvania, Ohio, West Virginia and New
York?
Almost all doctors and hospitals in Pennsylvania and West Virginia are in the network. A vast
majority of Ohio and New York doctors and hospitals are in the network.
5. What if I transfer an employee from another region and they have family in another state?
The BC/BS network in this region will work very well for both those in this area as well as family
members who live, or attend school in other areas.
Employees in the region and offered the Highmark option will be able to enroll the entire family with
access to providers across the country through the national Blue Card network.
6. Are plans other than PPO’s available?
Yes, Keystone Blue HMO plans are available. HMO plans may be a good alternative if a Producer
wants to offer employees multiple plan choices such as the plan offered to all employees and a special
plan, available only to employees in the Marcellus Shale Region. The Keystone Blue HMO network
access is limited to this region only.
HMO plans will also be the only available Marcellus Shale Operators Healthcare Solution affiliated
plan available to employers with less than fifty employees in Pennsylvania.
7. What if an employee’s family or dependents are located outside of the region?
If you are covered by the BC/BS PPO plan, an employee with dependents outside the region could
enroll in the Highmark program and all family members would be provided access to providers
through the national Blue Card network.
If you are covered by the Keystone Blue HMO, the available provider network is limited to
Pennsylvania and West Virginia.
8. Can we continue to use the services of our current adviser?

Yes, but there may be restrictions on re‐entering this program at a later date.
